To foster greater participation among workers who have access to such plans, Congress passed a law that facilitates plan sponsors' adoption of automatic enrollment policies (AEP). To foster greater retirement savings among workers who do not have access to an employer-sponsored plan, proposals have been made for an "automatic IRA" and at the state level for state-based programs. This report determined: (1) what is known about the effect of AEP among the nation's 401(k) plans, and the extent of and future prospect for such policies; and (2) the potential benefits and limitations of automatic IRA proposals and state-assisted retirement savings proposals. Book excerpt: Small businesses - especially sole proprietors - are a large portion of the American workforce. With the explosive growth of the on-demand economy - which creates a number of new self-employed, sole proprietors each day - an estimated 2.5 million new small businesses are expected to be created each year. Yet, saving for retirement as a small business owner and especially as a sole proprietor is a challenge, as only 38.7% of small business owners participated in a retirement plan in 2014.In order to improve the retirement savings of small businesses and the self-employed, this paper identifies the specific challenges faced by small businesses and the self-employed in saving for retirement. This paper finds that: (1) the on-demand economy has greatly expanded the size of the small business workforce and will continue to do so; (2) saving for retirement is a challenge for small business owners, including sole proprietors; (3) despite the numerous types of retirement plans offered to small businesses and sole proprietors, without easier to use products from the IRS and financial service providers, small business owners will continue to lag behind other workers in saving for retirement; (4) small business owners and sole proprietors are not saving for retirement for a variety of reasons; (5) the inadequacy of small business retirement savings can be remedied by policymakers.

Book excerpt: " About 42 million workers, or about one-third of all private-sector employees, work for employers with fewer than 100 employees, and recent federal data suggest many of these workers lack access to work-based retirement benefits. Despite efforts by the federal government to develop new plan designs and to increase tax incentives, plan sponsorship remains low among small employers. MEPs, a type of arrangement involving more than one employer, have been suggested as a potential way to increase coverage. This testimony describes (1) the challenges small employers face in helping ensure that their workers secure retirement income, and (2) types of MEPs and their potential to address these challenges. GAO drew from its previous reports related to small employer challenges in establishing and maintaining a retirement plan and recent work on MEPs issued from March 2012 through September 2012. "

Available in PDF, EPUB and Kindle. Book excerpt: The United States faces a serious retirement challenge. Many of today's workers will lack the resources to retire at traditional ages and maintain their standard of living in retirement. Solving the problem is a major challenge in today's environment in which risk and responsibility have shifted from government and employers to individuals. For this reason, Charles D. Ellis, Alicia H. Munnell, and Andrew D. Eschtruth have written this concise guide for anyone concerned about their own - and the nation's - retirement security. Falling Short is grounded in sound research yet written in a highly accessible style. The authors provide a vivid picture of the retirement crisis in America. They offer the necessary context for understanding the nature and size of the retirement income shortfall, which is caused by both increasing income needs-due to longer lifespans and rising health costs-and decreasing support from Social Security and employer-sponsored pension plans. The solutions are to work longer and save more by building on the existing retirement system. To work longer, individuals should plan to stay in the labor force until age 70 if possible. To save more, policymakers should shore up Social Security's long-term finances; make all 401(k) plans fully automatic, with workers allowed to opt out; and ensure that everyone has access to a retirement savings plan. Individuals should also recognize that their house is a source of saving, which they can tap in retirement through downsizing or a reverse mortgage.

Available in PDF, EPUB and Kindle. Book excerpt: Small businesses, with 50 or fewer employees, rarely offer workplace retirement plans. The lack of effective retirement plan options leads to employee stress, financial strain, and social instabilities. The purpose of this research is to study why small business owners make poor decisions about workplace retirement plans. The study evaluates the information supply chain and determines that financial advisors are a critical information delivery mechanism. However, they do not take the time to discuss the various retirement plan options available with the small business owners which leads to lack of plan adoption. Elaborated Action Design Research (eADR) research methods are used to diagnose the problem as well as to design and implement two artefacts that have potential to increase retirement plan adoption rates in small businesses. Data are collected through interviewing industry experts and small business owners in the diagnosis phase, and small business owners in the design and implementation phases. Two innovative artifacts are designed to improve the quality of information provided to small business owners. The artifacts are applied via interview interventions with ten owners. An elicitation script gathers information from the owner to support a decision model that produces an adaptive default nudge indicating a preferred workplace retirement plan for the business. The results of the study indicate a significant increase in awareness of retirement plans and an intention to adopt the retirement plan presented as the default nudge. This research contributes to research on small business retirement by demonstrating the information gap faced by small business owners and the potential of effective nudging strategies to increase awareness of retirement plan options and to increase adoption of effective employee retirement plans. Limitations on this research include sample size and geographic diversity of the group of small business owners interviewed.

Available in PDF, EPUB and Kindle. Book excerpt: "Researching retirement plans should not take the rest of your life, even if deciphering the relevant paperwork seems to have become a full-time job. Deliberately elaborate legalese is obscuring the efforts of financial elites to seize control of workers' collective retirement savings-and The Labor Guide to Retirement Plans is here to translate. In theory our national pension system, Social Security, should function well as a form of social insurance delivering partial retirement security, while workplace 401(k)s provide the rest. The problem is that very few do. Indeed, most workers have weak workplace retirement plans if they have them at all-and about half do not. Neoliberal retirement reforms have made matters worse, accelerating financial elites' efforts to replace workers' guaranteed pension plans with weak 401(k)-like savings accounts and stock market investment schemes and ultimately enabling financial elites to seize control of workers' collective retirement savings. The result is arguably the largest source of labor value expropriation over the last four decades. In light of all this, what do workers need to know as they assess their future prospects-especially in terms of the security their retirement plans may or may not bring? What should union activists keep in mind as they push for the national and workplace reforms needed to produce greater retirement security? This nuts-and-bolts book provides a much-needed demystification of the retirement system. Even more than that The Labor Guide to Retirement Plans enables us to take charge of our own personal futures, as a first step towards taking back what belongs to us all"--
