Despite all efforts made by the Southern Cameroonians for their right to self-determination to be recognized, the international community seems to give a deaf ear to this call. The overall purpose of this study is to examine the extent to which the Southern Cameroonians have the right to self-determination. This research or this study adopt a doctrinal approach methodology which is in line with Orthodox legal research. Findings therefore reveals that the quest for self-determination by the Southern Cameroonians is still to gain an international recognition though it is strongly argued that the divide between the Anglophone and francophone Cameroonians was a colonial creation. Conclusively this researcher argues that a return to the 1961 federal constitution will go a long way to address the Anglophone problem in Cameroon and thus put an end to the persistent call by Southern Cameroonians for the recognition of their right to self-determination. It is therefore recommended that the structure of the country should be built on the 1961 Federal Constitution and the country should return to a two state federation as conceived in the Foumban Constitutional Conference.

The work argues that the UNO, failed to supervise the proper transition of the Territory from a Trusteeship Province into an Independent or Self-Governing State as per the Charter and Resolutions provisions. The paper examines the transition of the territory from 1954 when it gained quasi-regional autonomy, through the plebiscite, federation with the independent Republic of Cameroon from 1961 to 1972 when the two became a unitary state. The conduct of the Cameroun Republic thereafter, which in 1984, regained the name acquired at independence with the peoples and territory of Southern Cameroons now part of the State. This act it is argued was a logical obliteration of the identity of Southern Cameroons. It concludes that the decolonization failed with recommendations including a referral to the International Court of Justice.

The British, as the Administering authority, was requested by the United Nations by the General Assembly resolution 1608 to prepare the Southern Cameroon for independence. The Plebiscite of February 11th 1961 was the consultative procedure to sample the opinion poll of the population on the options chosen, which options in themselves could not be decisive on the issue of independence. of a written Constitution, Army, Police force, the Navy, the Air force, National Anthem and the color of the flag state. In other words, the preparatory arrangement must necessary include a structural governance, strategic territorial security and symbolic independence. The lame excuse that the British gave for their failure to provide for these things was that they were rather busy with the more important matters in Asia and the Middle East. The Southern Cameroon was therefore abandoned to her own devices unarmed and unprepared for independence. In fact the instructions left behind by the Commissioner showed that he left licenses to buy weapons with the estate managers and their families in self defense and non for the government of Southern Cameroon warned that, if they could not stand the anticipated wrath, to leave the territory from Tiko Airport and Sea Port, Mamfe Airport and River port or take any available exit to Nigeria. Even the Nigeria mail running in the Southern Cameroon was told to leave the territory. As a result, the government that was left behind, was naked and unprotected. On the demise of the British, 30th of September 1961, President Ahidjo assumed full power at the Tiko Airport with his militia flanged on both sides, comprising the army, presidential guards, gendarmes, police force, navy and air force with the French as advisers and directors. people of the Southern Cameroon, who were used to press freedom, democracy, independence of the judiciary, transparent and accountable governance. How could a good system like this one be abandoned, in the presence of the civilized world, for an uncouth dictatorship? The polgrom has created the brain drain leaving the have naught in control. The Rayburn Building Declaration has shown President Biya the door with options to avoid a blood bath, further looting and the squandering of the wealth of our peoples. These reforms were carried out amid economic crisis, structural adjustment and political upheaval. At the time, popular sentiment was that change on the economic and political fronts was imperative. However, the ruling elite, some of whom had been shuttling around the state apparatus since independence, feared that succumbing to popular demands for change was tantamount to political suicide, as was the case elsewhere on the continent. These elites thwarted opposition demands for a sovereign national conference to discuss constitutional reform. The Francophone-dominated elite fiercely objected to Anglophone demands for the restoration of the Federal state that was dissolved in 1972. Instead, decentralisation was presented as an authentic forum for grassroots autonomy and municipal councils as credible arenas for community participation in local development. This study adopts an interdisciplinary approach to unearth the permutations of decentralisation and community participation in Cameroon. It explores how local actors have responded to the implementation of state policy of decentralisation. Further, it documents how local issues observed in Bali in the North West Region and Mbankomo in the Central Region of Cameroon impact and are impacted by national policies and processes.

Book excerpt: This book contributes to discussions on the topical issue of "Fifty Years after the independence of the Southern Cameroons", by taking a critical look at the process that lead up to Southern Cameroons' 'reunification' with la République du Cameroun. This was the period spanning from 1951 to 1961, and possibly up to 1972. This immediately conjures two overriding factors; first, the British colonial policy in Southern Cameroons, which dominated political life in the period leading up to: the Plebiscite, the Buea Tripartite Conference, the Bamenda All Party Conference, the Foumban Constitutional Conference and the Yaounde Tripartite Conference during the phase, 1959-1961. This constituted one huge hoax, whilst that from 1961-1972 and, beyond was dominated by the enigmatic figure of President Ahrnadou Ahidjo. At the heart of the first, are the declassified British secret papers which have uncovered the ugly undercurrents that characterised British colonial policy, while on the other hand, is President Ahmadou Ahidjo, who practically personalized the administration of the Federal Republic of Cameroon. His domination of the entire existence of the Federal Republic of Cameroon, (1961-1972) was overshadowed by the fact that he could not brood sharing power with any individual or institution. Simply put, he was allergic to democratic principles-or any form of opposition to his authority. As well, he was a matchless dictator especially in his ambivalent dealings with Southern West Cameroon. Apparently, it was the "destiny" of Southern Cameroons 'that up to 1961, it was harnessed to the tenterhooks of Great Britain and from 1961-1972, transferred to those of the Ahidjo Regime; neither of which wished its people well.
