Book excerpt: Excerpt from The Case Against Free Trade It is a commonplace of political study that the territorial expansion of the Empire was in the main a haphazard affair. British Governments, in spite of the perhaps not unnatural suspicions of foreign powers, have pursued no settled or reasoned policy of expansion. More often than not, when pro claiming an annexation or a protectorate, they have been the unwilling agents of forces stronger than themselves. Again and again they have surrendered what British soldiers have conquered again and again they have refused to take what British explorers have offered. But the genius of the race has brooked no denial, and in spite of definite refusals or reluctant acquiescence on the part of its rulers, the Empire has grown to be the vast accumulation of dominions and dependencies whose representatives are now assembled in London for the coronation of the Sovereign. The endea vour has been made throughout, without denying the importance or economic theory, to make it subservient to the facts of industry and trade. It is remarkable that at a time when Protectionist doctrines claim so many adherents the nostrums of the Protectionists are ignored by the army of scientific social investigators whose work is being carried on and is being applied with increasing success in every country. 59 I should like to place on record my indebtedness ES to Mr. Barnard Ellinger, whose trenchant criti About the Publisher Forgotten Books publishes hundreds of thousands of rare and classic books. Book excerpt: Excerpt from Free Trade a Failure, From the First In making this small contribution to the mass of literature already published on the great Fiscal Policy sketched out by Mr. Chamberlain in his historic speech at Birmingham on 15th May 1903, I have endeavoured to confine myself, as far as possible, to matters which have not (to my knowledge) been brought prominently before the public. Particularly has this been my object in the examination of the conditions prevailing in the United Kingdom near the end of the first half of the nineteenth century, when Sir Robert Peel adopted Mr. Cobden's Free Trade Policy; and also in my analysis of the causes which produced the great commercial expansion that followed, after an interval of a few years, the inauguration of this policy. Brought up in an implicit belief in the virtues and advantages of Free Trade, it was not until ten years ago that I began to have any misgivings as to the truth of the opinions I had held from my youth up. Book excerpt: Excerpt from The Rise and Decline of the Free Trade Movement The story of the rise and decline of the Free Trade movement has a practical bearing which renders it a matter of general interest at the present time; but it has also a special attraction for students of political phenomena. The agitation may be said to have been unique, for it had its basis in a scientific doctrine. The history of all ages of the world has shewn the play of human aspirations and passions, of racial an tipathies and moral ideals; but it was left for the eighteenth century to make a great advance in formu lating the knowledge of human society and of the conditions of its prosperity. The Free Trade move ment as a political force owed its strength to the fact that it had a scientific character: this seems also to account for its limitations and defects. Book excerpt: Excerpt from The American Lesson: The Free Trade Struggle in England To keep this book abreast of the debate, I have revised it, and have given some additional facts bearing on the lesson to Americans which is given them in the study of the Free Trade Struggle in England. Had the English arguments for Protection been preserved in Mr. Edison's phonograph, the unwinding of the machine would not have more faithfully reproduced them than they have been reproduced by the American protectionists in the debates in Congress - except ing this one, the foreigner pays the tax. In all the debates in Parliament between 1841 and 1846, I cannot find it of record that any member was foolish enough to think that, or daring enough to say it. M. M. Trumbull. Book excerpt: Excerpt from Free Trade and English IT is intended in the following pages to take a short review of the present position of the free trade question in respect to the world at large, and especially in respect to the com merce of England. Such an inquiry might be useful, and perhaps interesting, at any time, but now, when commerce is abnormally depressed, and when it is a moot point how far that depression is connected with our free-trade policy, it becomes an important and urgent one. It is proposed, in the first part, to show the bearings of free trade on the commerce and industry of nations gene rally; and in the second to examine into the real causes of the present condition of English commerce, and ascertain to what extent, if any, it may be ascribable to the operation of free trade. Book excerpt: Excerpt from Sophisms of Free-Trade and Popular Political Economy Examined Whoever contemplates, on the one hand, the enormous powers of production in the United Kingdom, and on the other, the misery which nevertheless grinds down masses of the population, will necessarily conclude that the circumstances which ensure or promote the creation and due distribution of wealth, are yet unknown or mistaken. He will see the science which assumes to teach these things, discredited, helpless, and utterly at fault. There must be something fearfully wrong or essentially deficient in the prevailing system: there must necessarily be some error in theory. No adequate practical measures of relief can be devised till it is discovered. The following sheets are not written to aid a party, but a assist, if possible, in reaching the truth on a very complex and difficult subject. Protectionists will find no defence of a high price of subsistence, and free-traders no acquiescence in their recommendation of unlimited and indiscriminate imports.
