Book excerpt: At the time in which this book was first published in 1992, there was a major concern with the macro-economic implications of fiscal imbalance. As the European economies moved closer to monetary union, and Germany grappled with the fiscal pressures of unification, deficits in the United States exceeded $300 billion. In this volume the authors address this issue, using both historical case-studies and cross-national comparisons. This book will be of interest to students of economics.

Book excerpt: This text argues that in many jurisdictions free market advocates have resorted to pubic sector downsizing and privatization as a means of alleviating problems of unemployment and slow economic growth, and that, as a consequence, the strategy of reducing public deficits, balancing budgets and achieving surpluses has become widely accepted as the only road to prosperity.

Book excerpt: This policy statement offers a comprehensive blueprint for using Federal budget policy to build a more prosperous U.S. economy, both in the near & more distant future. Two sources of American economic pain are discussed: the short-term recession that began in the summer of 1990 & the less perceptible, but much more serious 20 year slowdown in economic growth, wages, & living standards. The statement offers recommendations for resolving recessionary pain but focuses on reducing the Federal budget deficit & boosting long-term prosperity.

Available in PDF, EPUB and Kindle. Book excerpt: This edited collection is a critical evaluation of the impact of fiscal imbalances on the economy of industrialized and developing countries as prepared by a diverse group of scholars involved in advanced research on public finance. Technical issues, economic consequences and the political economy of budget deficits and government debt are covered in one succinct volume. The work provides a balanced presentation of neo-classical views on measures of government deficits; the budget process and major budgetary legislation in the United States; and the impact of deficits on economic activity, exchange rates, inflation, financial markets, trade balance, and economic growth. It also examines the political economy of government budgets in the OECD, select developing economies, and South Africa. From the 1950s to the 1980s, economic activity and growth were affected by fiscal imbalances and excessive government activity in many countries. Although many actors have made retrenchment attempts, economic research has not resolved the conflicting arguments about the impact of fiscal imbalances on the global economy. This book provides a balanced presentation of all major issues related to the impact of fiscal activity on the economy.

Book excerpt: This paper complements the cross-country approach by examining the correlates of growth acceleration in per capita gross domestic product around "significant" public expenditure episodes by reorganizing the data around turning points, or events. The authors define a growth event as an increase in average per capita growth of at least 2 percentage points sustained for 5 years. A fiscal event is an increase in the annual growth rate of primary fiscal expenditure of approximately 1 percentage point sustained for 5 years and not accompanied by an aggravation of the fiscal deficit beyond 2 percent of gross domestic product. These definitions of events are applied to a database of 140 countries (118 developing countries) for 1972-2005. After controlling for the growth-inducing effects of positive terms-of-trade shocks and of trade liberalization reform, probit estimates indicate that a growth event is more likely to occur in a developing country when surrounded by a fiscal event. Moreover, the probability of occurrence of a growth event in the years following a fiscal event is greater the lower is the associated fiscal deficit, confirming that success of a growth-oriented fiscal expenditure reform hinges on a stabilized macroeconomic environment (through a limited primary fiscal deficit).
