David Harris Sacks here demonstrates that the modern Western economy was ushered in by broad processes of social, political, and cultural change. His study of Bristol as it opened it gate to national politics and the Atlantic economy reveals capitalism to be not just a species of economic order but a distinct form of life, governed by its own ethical norms and cultural practices. Availing himself of the methods of "thick description," socio-economic analysis, and political theory, Sacks examines the dynamics by which early modern Bristol moved from a medieval commercial economy to an early capitalist one. Throughout the period, the life of the city depended heavily on the successes of its great overseas merchants. But their quest for a monopoly of trade with the outside world, from the Atlantic seaboard to the Levant, came into conflict with the concerns of Bristol's artisans and retail shopkeepers. The battles of the two factions conditioned social and cultural developments in Bristol for two centuries. Locally, the conflict set the terms for developing conceptions of justice and authority. On a larger scale, it drew the community firmly into the great affairs of the realm and the wider world of expanding markets beyond.

Book excerpt: The key role played by indentured servants in the settlement and development of the English colonies in the West Indies and the North American mainland in the first century of English colonisation has been overshadowed by interest in the much larger later trade in African slaves. 'There is Great Want of Servants' provides the first full examination of the English trade in indentured servants, which delivered the majority of an estimated 457,000 white people who migrated to the American colonies before 1720. English colonisation intended to create 'new Englands out of England' - to enlarge trade and plantation - but settlement required people to work the land. Labour had to be transported over 4,000 miles of threatening ocean in a new system of indentured servitude, in which people paid for their transportation and keep, with four years of unpaid service for adults, and more for children and adolescents. The system was not benign, neither in the sugar plantations of the West Indies and the tobacco plantations of Maryland and Virginia, nor at the centre of the trade in London and in other ports such as Bristol. Merchants, procurers, and masters of ships often used illicit methods to recruit servants as human cargo. Measures to reduce spiriting by making the offence a felony punishable by hanging, or registering servants in new offices, had little effect. The 1718 Transportation Act eased servant recruitment, but when wars in 1689-1697 and 1702-1713 disrupted the supply of servants, and demand for the addictive products of the sugar and tobacco colonies soared in Britain and Europe, white servants were increasingly substituted by African chattel slaves.

Book excerpt: This is the first study to focus specifically on destitute children who became part of the early British Empire, uniting separate historiographies on poverty, childhood, global expansion, forced migration, bound labor, and law. Britons used their nascent empire to employ thousands of destitute children, launching an experiment in using plantations and ships as a solution for strains on London’s inadequate poor relief schemes. Starting with the settlement of Jamestown (1607) and ending with Britain’s participation in the Seven Years’ War (1756–1763), British children were sent all around the world. Authorities, parents, and the public fought against the men and women they called "spirits" and "kidnappers," who were reviled because they employed children in the same empire but without respecting the complexities surrounding children’s legal status when it came to questions of authority, consent, and self-determination. Children mattered to Britons: protecting their liberty became emblematic of protecting the liberty of Britons as a whole. Therefore, contests over the legal means of sending children abroad helped define what it meant to be British. This work is written for a wide audience, including scholars of early modern history, childhood, law, poverty, and empire.

Bachelor was an avid reader with wide-ranging interests in literature, science, nature, politics, and religion, and he became a self-professed freethinker in the 1870s.
