In answering this question Kent Calder shows that Japanese policymakers respond to threats to the ruling party's preeminence by extending income compensation, entitlements, and subsidies, with market-oriented retrenchment coming as crisis subsides. "Quite simply the most ambitious and strongly argued interpretation of a key dimension of Japanese political life to appear in English this decade."--David Williams, Japan Times "Historically dense and conceptually rich.... [Forces] readers' attention to the domestic underpinnings of Japanese foreign policy."--Donald S. Zagoria, Foreign Affairs "Punctures the myth of Japan Inc. as a cool, rational monolith...."--Kathleen Newland, Millennium "A bold reinterpretation of Japanese politics that will force us to rethink many of our current assumptions and will influence our research agenda."--Steven R. To discover their impacts on particular industries, read the second part. And to find out what has happened in particular countries, read the third part. I think anyone interested in network industries should read all of it! The book's structure allows for many interesting comparisons across countries and sectors.' Richard Green, University of Birmingham, UK 'This is a very useful and comprehensive guide to reforms in network industries in communications, energy, transport and water. It is organized by generic topic, sector and region. Its authors are acknowledged experts. I am confident that this Handbook will be a widely read and valuable resource for many years.' Martin Cave, London School of Economics, UK 'Quite an accomplishment, this Handbook provides by far the most comprehensive overview of the role of the private sector and competition in infrastructure industries, with thoughtful surveys of each of the major infrastructure sectors and of the key regions and countries.' José Gómez-Ibáñez, Harvard University, US In recent decades, all infrastructures have undergone significant restructuring. This worldwide phenomenon is often labelled 'liberalization' and although expectations were high with respect to lower prices, greater efficiency and innovation, the expected gains have not always been fully realized. This extensive, state-of-the-art Handbook provides a comprehensive overview of the various experiences of liberalization across different sectors, regions and disciplines. The multidisciplinary approach focuses on the economic, political and institutional aspects of liberalization as well as, to a lesser extent, on technological issues. As such, it constitutes a unique contribution, as this broad overview is often lost in the sector specific, country-focused and purely disciplinary approaches prevalent in the current literature. Sectors explored include telecoms, the Internet, energy and transport, whilst the truly global perspective incorporates unique case studies from an array of developed and developing countries including the US, China, India and the EU. The International Handbook of Network Industries will become the definitive volume for academics researchers and students of economics, political science and law interested in infrastructure regulation. It will also prove a valuable guide to practitioners and policy-makers involved in liberalization and competition.

Available in PDF, EPUB and Kindle. Book excerpt: Five years have passed since the privatization process of the railway sector in Japan was initiated in 1987. This study is the first comprehensive analysis of this restructuring, showing how a formerly state-owned enterprise such as the railways can be successfully revitalized through privatization. The successful results of the Japanese privatization process are already clear. Fiscal drain has been almost entirely eliminated without raising fares. The quality of service has been greatly improved with substantially reduced number of employees and the demand for railway service continues to increase. On the other hand, there are still longer term problems such as the sales of shares to private investors and the repayment of old debts which are gigantic. This report gives the evidence on how difficult, time consuming and politically complicated, but worthwhile, it is to rectify the fiscal drain, to enhance the morale of the employees, and most importantly, to offer a better service to the users with less costs. Japan's privatization experience can provide valuable lessons to development communities, private entrepreneurs and government officials who anticipate privatizing their own railway sectors.

Available in PDF, EPUB and Kindle. Book excerpt: First Published in 1997. This comprehensive survey of Japan's post-war history integrates analysis of political, economic, and social topics. It presents the rapid, complex and sometimes contradictory evolution of Japan in an enviably clear style and provides an unrivalled textbook for students seeking a balanced and accessible introduction to modern Japan. The outcome of nearly 30 years’ experience of teaching, researching, and writing Japanese history, Japan's Post-war History offers an analysis of political relationships, institutions and behaviour at local, national and international levels. Economic aspects of Japan's recent history receive equal attention and the dramatic changes that have taken place in the agricultural, manufacturing and service industries are examined within the context of Japan's role as an international trading power. Material standards of living, the behaviour of Japanese as consumers, and the gradual shift in the role of women are also investigated. Given the deep-seated continuities between pre- and post-war Japan, the book also examines in detail the thirteen years before 1945 which imparted many legacies that have profoundly influenced contemporary Japan.

Book excerpt: David Ricardo's law of comparative advantage and his finding that free trade increases the wealth of all participating nations is one of the very few economic laws which is accepted by almost all economists. But economic reason and economic policy do not always follow the same path. This especially applies to trade policies. A substantial and growing part of trade between Japan, Europe and the US does not follow the principles of free trade, but is more accurately managed trade. The management of international trade, international trade negotiations, and the political dynamics of trade conflicts create a complex reality which follows its own laws without regard to economic policy prescriptions. This political-economic reality was the subject of the conference 'The Political Economy of Trade Conflicts' organizedjoindy by the German Institute for Japanese Studies and the Friedrich-Ebert-Foundation together with the Institute of Modern Political Science and Economics of Waseda University in December 1993. We present the results of the conference in this reader. Three issues were of special importance: the US-Japanese conflict over the reduction of trade imbalances via quantitative import targets; the liberalization of trade in agricultural products, especially the opening of the Japanese rice market; and the trade tensions between the European Union, the US and Japan in high technology industries. The conference took place immediately before the conclusion of the Uruguay Round, and yet its subject continues to be of high political importance. In early 1994, the US-Japan conflict around quantitative import targets became more tense.

Available in PDF, EPUB and Kindle. Book excerpt: In the postwar period, Japanese politics has evolved considerably, with issues of gender, representation, and household economics becoming increasingly salient. Meanwhile, since the end of the Cold War, Japan has joined other developed states in the process of decentralization and deindustrialization. Yet, its restructuring has come at a slower pace, as the Japanese bureaucracy attempts to retain a more traditional approach. This book, a translated and updated version of the author's 2010 monograph Nihon seijiron, traces these developments in Japanese politics from the end of the Asia Pacific wars to the present day. Examining each of the key stages of transition, it looks at four aspects of Japanese politics: high politics, interest-centered politics, life-centered politics, and globalization. It also provides up-to-date analysis of contemporary themes, including the Abe administration’s challenge to international politics and coverage of nuclear issues. Written by an experienced Japanese scholar, this book ultimately demonstrates how globalization has transformed the nature of local politics, as well as national security. However, as seen in the recent triple disaster of 2011 (a chapter on which has been added), Japanese politics retains traditional practices that have led to corruption, scandal, and political mistrust among the electorate. Offering a comprehensive introduction to Japanese politics, this book will be invaluable reading for students and scholars of Japanese politics and comparative and Asia politics in general.

Book excerpt: What can Chinese economists learn from the Japanese economic boom and subsequent stagnation? This project aims to institutionally and empirically investigate the growth mechanism and determinants of sustainable development in China compared with Japanese experiences. This is the first challenge in conducting a comparative study on China and Japan’s economic growth and development. We aim to investigate the economic system transition and its influence on the Chinese and Japanese economy from macroeconomic and microeconomic perspectives. This book will interest economists, scholars of comparative politics, and scholars of China or Japan's economic development.
