Upon the passage of the troops into the armory, and the closing of the armory doors, the street was left full of noisy, purposeless, men, wo men and children, without any leading spirit or object. At this point, again, had His Honor the Mayor, or any civil mag istrate, been present, and given the Police orders, they would have cleared the street upon the instant. But I regret to say again His Honor the Mayor was not present, nor did any al derman or civil magistrate present himself to act in the prem ises. Every thing seemed at loose ends. 'a few fearless, de termined policemen could have quelled and quieted every ri otous demonstration made up to 8 o'clock. At this time the mob appeared to have no special grievance or object in view no allusions to the hardships of' the draft were made by them no wrongs were complained of no special acts of violence were proposed no concert of action was had; the number of full grown men was small and not one in twenty probably were liable to the draft nor do I think they knew one had taken place two thirds of them up to this time being women and children but like all masses brought together without any definitiye aim, they surged to and fro like the waves of the ocean.
