In late 1994 and early 1995, the Belarusian authorities took major steps to further liberalize the economy and bring down inflation from the high levels of 1993–94. By the second half of 1995, however, macroeconomic policies began to be relaxed and structural reform came to a virtual standstill. The relaxation of monetary policy was accompanied by an exchange rate policy in 1996, which caused the Belarusian currency to continue to appreciate significantly against the U.S. dollar.

Book excerpt: This study updates the findings of a 1994 study on how the concepts of women in development and gender have evolved within the World Bank, and how Bank policies and lending reflect these concepts. Drawing from documentation including project documents, economic and sector work, and OED evaluations, this study analyzes the overall quality of lending in Fiscal 1994-95 for gender integration, compares it with that of complete projects, and reviews recent economic and sector work and country assistance strategies. The update calls for actions to ensure that gender concerns are addressed in ongoing work on social assessments, performance indicators, and guidance for implementation completion reports.

Available in PDF, EPUB and Kindle. Book excerpt: Originally published in 2004. The collapse of the USSR and the emergence of 15 new states from its ashes presents another challenge to the global economy: how to reintegrate the post-Soviet space into the international economy. The spread of liberal market ideology and integration of national economic spaces into a global marketplace faces unique difficulties in the former USSR. This insightful volume explains these challenges, showing how Soviet legacies have worked against a smooth re-entry of Russia, Ukraine and Belarus into the global economy. It also demonstrates how and why global economic forces have had very uneven effects in the area, how the area differs from other parts of the post-communist world where reintegration has proceeded more smoothly, and what the future prospects and political implications are for the region in the global economy.

Book excerpt: Belarusian Pres. Aleksandr Lukashenko snuffed out Belarus's modest progress toward democracy and a free market economy in the early 1990s and created an authoritarian, Soviet-style regime. Belarus has close historical and cultural ties to Russia. Current Russian policy toward Belarus appears to be focused on gaining control of Belarus's economic assets while reducing the costs of subsidizing the Belarusian economy. For many years, the U.S. limited ties to the regime while providing modest support to pro-democracy org. in Belarus. Contents of this report: Intro.; Political and Economic Situation; Relations with Russia; NATO, the European Union, and Belarus; U.S. Policy. Book excerpt: In any assessment and understanding of Belarus, the key questions to address include; why has Belarus apparently rejected independence under its first president Alyaksandr Lukashenka, and sought a union with Russia? Why has the government rejected democracy, infringed on the human rights of its citizens and fundamentally altered its constitution in favour of presidential authority? Has the country made any progress toward market reforms? How have Russia and the West responded to the actions of Belarus? And what is the future likely to hold for its ten million citizens? The author's conclusions are optimistic. Belarus, he believes, will survive into the twenty-first century, but as a Eurasian rather than a European state.

Book excerpt: In this fascinating study of unfinished nation-building in Belarus, Grigory Ioffe draws on his two dozen research trips to the country to trace Belarus's history, geography, political situation, society, and economy. The ambivalent relationship between Russia and Belarus results in an identity crisis that is not understood by the West, which leads to Western policies toward Belarus that are based on a fallacy of geopolitical thinking. This book will lead readers to a deeper understanding of Belarus, its relationship with Russia, and its still-forming national identity.

Book excerpt: The stability of the former Soviet states is threatened by their precarious geopolitical position within a turbulent economic and political environment. Swords and Sustenance explores the complex economic dimension of national security for two key post-Soviet countries, Belarus and Ukraine—that is, how they have dealt with the challenges posed by internal economic and political reform and their relationships with Russia and the West. The book first examines how differing commitments to economic and political reform (reform is largely absent in Belarus) affect Belarusian and Ukrainian approaches to security. It then considers the central role of Russia, and how Russian interests and policies toward Belarus and Ukraine limit the two countries' foreign and domestic policy choices. Two chapters discuss the national security implications for Belarus and Ukraine of two key economic factors in their foreign policy: energy trade (in the form of oil, gas, and pipelines) and military-industrial cooperation (including the sale of arms). Finally, the book considers the relationships of Belarus and Ukraine with regional and global institutions and explores the policies of the EU, NATO, and the United States toward Belarus and Ukraine.

Available in PDF, EPUB and Kindle. Book excerpt: The fall of Communism in CEE and the dissolution of the Soviet Union at the beginning of the 1990s raised the issue of social, political and economic transformation of new independent states. In countries of the former Warsaw bloc the market transformation could be considered as complete, while in former Soviet Union states the process of transformation is not over yet. Among Eastern European countries Belarus remains one of the least reformed. The market transformation, started with gaining of independence, was suspended by Alexander Lukashenka. That said, high levels of GDP growth, certain level of economic welfare and stability were present in Belarus for quite a long time. The book investigates the factors which stand behind the viability of the present political and economic system despite low level of market reforms. It analyses the peculiarities of the present economic system, the outcomes of government politics on the Belarusian economy as a whole, and explores the institutional factors that are necessary for a post-soviet transformation in Belarus. The research will be interesting for those who would like to learn more about the political and economic system in Belarus.
