The Beagle Channel lies at the southernmost tip of South America and sovereignty over a number of islands there was hotly disputed between Argentina and Chile for much of the twentieth century. Navigation rights to this channel connecting the Atlantic and Pacific oceans were of considerable strategic value. In 1978, this dispute came within hours of breaking into large-scale open warfare between the two nations at sea, in the air and on land as Argentina launched Operación Soberanía (Operation Sovereignty). Argentina’s plans involved far more than just seizing a few barely inhabited islands, however, and intended to strike deep into Chile in several locations along the length of the border between the two nations. In return, Chile planned to counterattack into northern Argentina to seize territory to be held as a bargaining chip for future negotiations. The plans of these two nations, with Argentina controlled by its Military Junta and Chile under the dictatorship of General Pinochet, threatened to draw in their Latin American neighbours. The Beagle Conflict: Argentina And Chile On The Brink Of War Volume 2 1978-1984 provides a detailed examination of the militaries of Argentina and Chile at the time of the 1978 confrontation, of their plans and deployments for war, and of the negotiations and settlement through the offices of the Vatican that ultimately settled this dispute. This volume also examines further military developments up to 1984 as tensions between the Latin American neighbours eased. The volume is illustrated with over 150 original photographs of the personalities, aircraft, ships and ground forces of the two nations, maps showing the plans for war, and specially commissioned colour artworks.

It is highly structured by antagonisms between a relatively small set of states that regard each other as rivals. Examining the 173 strategic rivalries in operation throughout the nineteenth and twentieth centuries, this book identifies the differences rivalries make in the probability of conflict escalation and analyzes how they interact with serial crises, arms races, alliances and capability advantages. The authors distinguish between rivalries concerning territorial disagreement (space) and rivalries concerning status and influence (position) and show how each leads to markedly different patterns of conflict escalation. They argue that rivals are more likely to engage in international conflict with their antagonists than non-rival pairs of states and conclude with an assessment of whether we can expect democratic peace, economic development and economic interdependence to constrain rivalry-induced conflict.

Book excerpt: Conflicts in Africa have a great deal in common, and striking parallels can be drawn between them at all levels. Dynamics affecting the most complex war-time conflicts, civil unrest and other macro disputes are in play even in the smallest community conflicts. The converse is also true: lessons learned through community mediation, for example in South Africa, are applicable to the most complex and largest conflicts to be found on the continent. Together, the eleven chapters in this publication, in addition to the prologue and epilogue, suggest that a comprehensive assessment of efforts and investments in conflict resolution and peace studies in Africa since the mid-1990s is due in order to identify lessons and challenges, as well as best practices. Just as conflict dynamics are comparable between African conflicts, whether large or small, local or international, so are alternative dispute resolution processes. Effective approaches to resolving large-scale conflicts and civil wars are effective at the community level, and ineffectual techniques at the community level are just as likely to be counter-productive in mediating international disputes. While there may be some differences in mediating macro- and micro-conflicts (such as the time required, the need for negotiation teams, and the complexities of agenda development or pre-negotiations), as far as the mediation process is concerned, the differences are more like variations on a theme than real substantive dissimilarities. This volume provides case studies of programs and policies, and legislations on alternative dispute resolution and peace building, and examines and proposes some new, promising ideas for conflict prevention, as well as maintenance of peace, justice and security in Africa.

Book excerpt: This book asks scholars to reexamine international conflict and its management—in order to move the field toward directly theorizing about and examining the interdependence between conflict events and conflict management attempts. Despite decades of work, research on international conflict and its management remains siloed in three fundamental ways. First, scholars do not thoroughly address international conflict dynamics within studies of conflict management, even though the former give rise to the latter. Second, existing work generally investigates one conflict management strategy (e.g., mediation) at the expense of others (e.g., adjudication). These strategies, however, are not independent of one another; they exist on a single menu from which potential third parties choose. Third parties therefore implicitly—if not explicitly—consider and select among the various strategies when deciding how to manage a conflict, thereby inviting and incorporating comparisons. Finally, researchers tend to treat conflict management efforts—even within the same conflict—as independent events, even though some efforts (e.g., adjudication or arbitration) follow and explicitly relate to other, earlier efforts (e.g., an earlier negotiation or mediation). In short, elements of sequencing and interaction influence conflict management, even as scholars rarely consider such elements. This book will be of great value to scholars and researchers of Political Science, International Relations and Conflict Management and Resolution. Though I was not a writer the idea of writing this book emerged in a moment of great sadness in February 2002 In Antarctica when I started to think about how it could be, that I was commanding the 2398-ton The World’s First Expedition Cruise Ship MS Explorer [Lindblad Explorer] the “Ship in The Wilderness” and my destination was the Prince Gustav Sound in the Weddell Sea east of the Antarctic Peninsula in the Antarctic wilderness, when one of my passengers standing behind my back suddenly said: “This is really going to make the boys back at the golf club jealous”. To write about my own experiences feels kind of strange and from the start I knew that I was incapable of producing a strict biography of all the stunning account of adventures I have had and discoveries we made in those years onboard the Lindblad Explorer in the early 70 ́s as well as on the Explorer.

Although the impact of territorial disputes is great, they can often be settled through bilateral, and sometimes multilateral, agreements or international arbitration. This book sets out to probe into the problems of existing techniques on boundary demarcation and to test their possible impacts on boundary and territorial disputes. Various factors and their influences on cross-border tensions are tested, either qualitatively or quantitatively. After close examination of dozens of the most significant cases, the book presents various alternative solutions to the achievement of cross-border cooperation in disputed territories. An ‘art of avoiding war’ is included within the book, comprising six key schemes and five negotiating techniques.
