Despite extensive reforms it is increasingly apparent however that there is a persistent problem with the 'culture' of banking in Anglo-America. US and UK state managers made substantial efforts to reform the culture of their banking sectors. However, this book argues that they focused on an extremely narrow definition of bank culture. They did so for two reasons: firstly, because the structural pressures of financialization - which are a far more important driver of the problematic features of bank culture in Anglo-America - are harder to remedy; but secondly, state managers also used their bank culture response to tackle a legitimacy crisis facing their institutions of government. In so doing they abdicated responsibility for the real problems - of inequality and instability - associated with their respective financial systems Drawing on interviews with more than 150 individuals working in financial services as well as regulators, politicians, and lawyers, The Bank Culture Debate explains the strategies employed by state managers before then examining what has and has not changed in the culture of banking in the US and UK.

Unpopular Culture considers why people complain about their work culture and what impact those complaints have on their organizations. John Weeks based his study on long-term observations of the British Armstrong Bank in the United Kingdom. Not one person at this organization, he found, from the CEO down to the junior clerks, had anything good to say about its corporate culture. And yet, despite all the griping—and despite high-profile efforts at culture change—the way things were done never seemed fundamentally to alter. The organization was restructured, jobs redefined, and processes redesigned, but the complaining remained the same. As Weeks demonstrates, this is because the everyday standards of behavior that regulate complaints curtail their effectiveness. The City of London’s global interconnectedness as well as the long-established culture of regulatory self-independence triggered a near meltdown in the British banking system. Next to the immediate consequences for the British economy as a whole, the financial crisis led to a fundamental change of direction in national economic policies and destabilized a system of politics that had governed financial regulation in the UK for over two decades. The Thatcher administration had replaced the decaying manufacturing industry with a finance-led service sector and hence made the City of London the centrepiece of a self-ruling world based on the principles of privatisation and deregulation. The banking crash in September 2007, however, destroyed the illusion that an economic system which relied on light-touch financial regulation to promote the international competitiveness of the City was competent at the job of securing financial stability. The scale and prolonged effects of the financial crisis provided the central backdrop to the general election in May 2010. The financial crisis spurred ad-hoc policy responses around the globe and energized efforts to strengthen financial regulation. Instead of focusing solely on the change of policy in financial supervision, the thesis analyses the developments in the public debate on post-crisis banking regulation that has accompanied the general election in 2010.The public opinion is the determinant factor for the ability to win elections – hence politicians must be concerned with the mobilisation of support support for their respective electoral programs. The near collapse of the global banking system destroyed the public confidence in governmental capacities to cope with the effects of the financial crisis. The challenge governments are facing today is not only to find more effective economic policies but to articulate moral visions capable of restoring their legitimacy in difficult times. In the UK, the search for a new legitimizing narrative to restore public confidence in the state as well as market power characterised the electoral campaign of all three major parties. The thesis investigates how the change of government in May 2010 has been perceived by the public and whether a potential replacement of the pre-crisis economic paradigm in favour of a new leitmotif in banking regulation has been the subject of public debate.

Much scholarship has been devoted to the complexities of the political parties of the eighteenth century, but there has been a surprising reluctance to explore what Pope implied were the corollaries of those parties, namely, parties in literature. The essays collected here explore the literary culture that arose from and supported what Pitt the Elder referred to as the great spirit of Whiggism that animated English politics during the eighteenth century. From the prehistory of Whiggism in the court of Charles II to the fractures opened up within it by the French Revolution in the 1790s, the interactions between Whiggish politics and literature are sampled and described in groundbreaking essays that range widely across the fields of eighteenth-century political prose, poetry, and the novel.
