Book excerpt: Using documents only recently available, this pioneering book explores the interaction of German, British, French, and American policy at a time when the great depression and the growing political power of the Nazis had created a European crisis--the only such crisis between 1910 and 1941 in which the United States played a leading role. The author uses contemporary records to rectify the later accounts of such participants as Herbert Hoover, Julius Curtius, and Paul Schmidt. He describes the negotiations of the major powers arising out of the Austro-German plans for a customs union, and relates this problem to the question of terminating reparations and war debts. He shows how the Governor of the Bank of England directed British foreign policy into bitter opposition to France and how the German government sought to exploit the German private debt to Wall Street. Edward Bennett comes to the conclusion that the Br ning government, contrary to widely held opinion, received fully as much help as it deserved, while the Western powers were already showing the disunity and irresponsibility which proved so disastrous in later years. Although primarily a diplomatic history, this book also offers fresh information on pre-Hitler Germany, MacDonald's Britain, the Hoover administration, and the early career of Pierre Laval.

The book is about as far from 'dry as dust' diplomatic history as it's possible to get. Its very readable and the author manages to show with the telling anecdote that even a serious subject has its comic side: that, for instance, the French High Command kept forces stationed in the Alps for seven years because no one in the foreign service had thought to pass on news about a secret treaty between Italy and France in 1902; or that after a particularly stressful meeting Andrew Bonar Law, the British prime minister, mouth to Poincaré, the French president, through the closed carriage window of his train 'and you go to hell', all the while smiling and exuding affability. Such episodes are not the substance of the book, but they oil its progress.

In The Lights that Failed: European International History 1919-1933, part of the Oxford History of Modern Europe series, Steiner challenges the common assumption that the Treaty of Versailles led to the opening of a second European war. In a radically original way, this book characterizes the 1920s not as a frustrated prelude to a second global conflict but as a fascinating decade in its own right, when politicians and diplomats strove to re-assemble a viable European order. Steiner examines the efforts that failed but also those which gave hope for future promise, many of which are usually underestimated, if not ignored. She shows that an equilibrium was achieved, attained between a partial American withdrawal from Europe and the self-imposed constraints which the Soviet system imposed on exporting revolution. The stabilization painfully achieved in Europe reached it fragile limits after 1925, even prior to the financial crises that engulfed the continent. The hinge years between the great crash of 1929 and Hitler's achievement of power in 1933 devastatingly altered the balance between nationalism and internationalism. This wide-ranging study helps us grasp the decisive stages in this process. In a second volume, The Triumph of the Night Steiner will examine the immediate lead up to the Second World War and its early years.

Book excerpt: Strange Allies examines three intersecting themes of fundamental importance to the international history of the period between the two world wars. First, and most broadly, it is a study of the international history of the pivotal ‘hinge years’, running from the onset of the Depression in late 1929 to the Nazi capture of power in Germany in early 1933. The second theme is the strategic relationship between Britain and France, the critical dynamic in the management of global and European international relations during this time of great fluidity and uncertainty. The most contentious and intractable issue that divided the two countries was the pursuit of international disarmament, which forms the third theme of the book. Strange Allies is based upon extensive research in British and French archives, as well as in the archives of the League of Nations in Geneva. The book’s focus on 1929–31 in particular makes a major contribution to the international history of the interwar period by re-examining the security and strategic policies of the second Labour government in Britain and of foreign minister Aristide Briand in the post-Locarno years in France. For 1931–33, the book looks at the impact of the great financial and economic crisis of 1931 on security and disarmament planning in Britain and France. It then considers the impact of the Anglo-French relationship on the instability of Europe and on the failure of the World Disarmament Conference. This book is the first detailed study of the Anglo-French relationship during a critical period which saw a reshaping of the boundaries of global security. Although the Anglo-French alliance is rightly seen to be pivotal to both the initial phase of implementing the Versailles settlement of 1919 and the efforts to contain Hitler and protect Europe after 1936, Strange Allies demonstrates the degree to which these states’ conflicting views of security were central to international relations in the years leading up to Hitler’s accession to power.
