Book excerpt: Using documents only recently available, this pioneering book explores the interaction of German, British, French, and American policy at a time when the great depression and the growing political power of the Nazis had created a European crisis--the only such crisis between 1910 and 1941 in which the United States played a leading role. The author uses contemporary records to rectify the later accounts of such participants as Herbert Hoover, Julius Curtius, and Paul Schmidt. He describes the negotiations of the major powers arising out of the Austro-German plans for a customs union, and relates this problem to the question of terminating reparations and war debts. He shows how the Governor of the Bank of England directed British foreign policy into bitter opposition to France and how the German government sought to exploit the German private debt to Wall Street. Edward Bennett comes to the conclusion that the Br ning government, contrary to widely held opinion, received fully as much help as it deserved, while the Western powers were already showing the disunity and irresponsibility which proved so disastrous in later years. Although primarily a diplomatic history, this book also offers fresh information on pre-Hitler Germany, MacDonald's Britain, the Hoover administration, and the early career of Pierre Laval.

Book excerpt: The Socialist politician Karl Renner (1870-1950) was prime minister of the government that took power in Vienna after the collapse of the Austro-Hungarian Empire. He lead the delegation to Paris, which had to face the difficult issue of reparations and war guilt, for which the Allies held the successor states to the Empire responsible for. Fortunately, Renner was a likeable man and a realist, and the Austrian delegation became quite popular in Paris. The new Austrian state was in a perilous condition in 1919, on the brink of starvation and revolution, and facing territorial demands from both Italy, which had its eyes on the Tyrol, and the new Yugoslavia. Many in the German-speaking rump of the Empire sought union with Germany, Anschluss, but the Allied Powers vetoed it. Austria is often overlooked as one of the successor states to the Habsburg Empire, but it was no less important in the postwar settlement than Hungary, Czechoslovakia and the Balkan countries. Jamie Bulloch's account of Karl Renner's adroit handling of a difficult situation makes for fascinating reading.

Ever since Hitler annexed his native Austria to Germany in 1938, the term "Anschluss" has been linked to Nazi expansionism. The legacy of Nazism has cast a long shadow not only over the idea of the union of German-speaking lands but also over German nationalism in general. Due to the horrors unleashed by the Third Reich, German nationalism has seemed virulently exclusionary, and Anschluss inherently antidemocratic. However, as Hochman makes clear, nationalism and the desire to redraw Germany’s boundaries were not solely the prerogatives of the political right. Focusing on the supporters of the embattled Weimar and First Austrian Republics, she argues that support for an Anschluss and belief in the großdeutsch idea (the historical notion that Germany should include Austria) were central to republicans’ persistent attempts to legitimize democracy. With appeals to a großdeutsch tradition, republicans fiercely contested their opponents’ claims that democracy and Germany, socialism and nationalism, Jew and German, were mutually exclusive categories. They aimed at nothing less than creating their own form of nationalism, one that stood in direct opposition to the destructive visions of the political right. By challenging the oft-cited distinction between "good" civic and "bad" ethnic nationalisms and drawing attention to the energetic efforts of republicans to create a cross-border partnership to defend democracy, Hochman emphasizes that the triumph of Nazi ideas about nationalism and politics was far from inevitable.
