The views expressed here and elsewhere by the author are altogether untinged by the popularis aura and yet, or may I not rather say therefore, for many reasons, it is desirable that they should be made public, in order to their careful and impartial consideration, and this because of the light they throw on questions which have hitherto been approached with prepossessions not altogether justified by the facts.
