Book excerpt: The defense debate tends to treat Afghanistan as either a revolution or a fluke: either the "Afghan Model" of special operations forces (SOF) plus precision munitions plus an indigenous ally is a widely applicable template for American defense planning, or it is a nonreplicable product of local idiosyncrasies. In fact, it is neither. The Afghan campaign of last fall and winter was actually much closer to a typical 20th century mid-intensity conflict, albeit one with unusually heavy fire support for one side. And this view has very different implications than either proponents or skeptics of the Afghan Model now claim. Afghan Model skeptics often point to Afghanistan's unusual culture of defection or the Taliban's poor skill or motivation as grounds for doubting the war's relevance to the future. Afghanistan's culture is certainly unusual, and there were many defections. The great bulk, however, occurred after the military tide had turned not before-hand. They were effects, not causes. The Afghan Taliban were surely unskilled and ill-motivated. The non-Afghan al Qaeda, however, have proven resolute and capable fighters. Their host's collapse was not attributable to any al Qaeda shortage of commitment or training. Afghan Model proponents, by contrast, credit precision weapons with annihilating enemies at a distance before they could close with our commandos or indigenous allies. Hence the model's broad utility: with SOF-directed bombs doing the real killing, even ragtag local militias will suffice as allies. All they need do is screen U.S. commandos from the occasional hostile survivor and occupy the abandoned ground thereafter. Yet the actual fighting in Afghanistan involved substantial close combat. Al Qaeda counterattackers closed, unseen, to pointblank range of friendly forces in battles at Highway 4 and Sayed Slim Kalay.

Available in PDF, EPUB and Kindle. Book excerpt: The national security controls that regulate access to and export of science and technology are broken. As currently structured, many of these controls undermine our national and homeland security and stifle American engagement in the global economy, and in science and technology. These unintended consequences arise from policies that were crafted for an earlier era. In the name of maintaining superiority, the U.S. now runs the risk of becoming less secure, less competitive and less prosperous. Beyond "Fortress America" provides an account of the costs associated with building walls that hamper our access to global science and technology that dampen our economic potential. The book also makes recommendations to reform the export control process, ensure scientific and technological competitiveness, and improve the non-immigrant visa system that regulates entry into the United States of foreign science and engineering students, scholars, and professionals. Beyond "Fortress America" contains vital information and action items for the President and policy makers that will affect the United States' ability to compete globally. Interested parties-including military personnel, engineers, scientists, professionals, industrialists, and scholars-will find this book a valuable tool for stemming a serious decline affecting broad areas of the nation's security and economy.

Available in PDF, EPUB and Kindle. Book excerpt: When the Bush presidency began to collapse, pundits were quick to tell a tale of the “imperial presidency” gone awry, a story of secretive, power-hungry ideologues who guided an arrogant president down the road to ruin. But the inside story of the failures of the Bush administration is both much more complex and alarming, says leading policy analyst Alasdair Roberts. In the most comprehensive, balanced view of the Bush presidency to date, Roberts portrays a surprisingly weak president, hamstrung by bureaucratic, constitutional, cultural and economic barriers and strikingly unable to wield authority even within his own executive branch. The Collapse of Fortress Bush shows how the president fought—and lost—key battles with the defense and intelligence communities. From Homeland Security to Katrina, Bush could not coordinate agencies to meet domestic threats or disasters. Either the Bush administration refused to exercise authority, was thwarted in the attempt to exercise authority, or wielded authority but could not meet the test of legitimacy needed to enact their goals. Ultimately, the vaunted White House discipline gave way to public recriminations among key advisers. Condemned for secretiveness, the Bush administration became one of the most closely scrutinized presidencies in the modern era. Roberts links the collapse of the Bush presidency to deeper currents in American politics and culture, especially a new militarism and the supremacy of the Reagan-era consensus on low taxes, limited government, and free markets. Only in this setting was it possible to have a “total war on terrorism” in which taxes were reduced, private consumption was encouraged, and businesses were lightly regulated. A balanced, incisive account by a skilled observer of U.S. government, The Collapse of Fortress Bush turns the spotlight from the powerful cabal that launched the war in Iraq to tell a much more disturbing story about American power and the failure of executive leadership.

Available in PDF, EPUB and Kindle. Book excerpt: The Fortress Commentary on the Bible: The Old Testament and Apocrypha and Fortress Commentary on the Bible: The New Testament present a balanced synthesis of current scholarship on the Bible, enabling readers to interpret Scripture for a complex and pluralistic world. Introductory articles in each volume discuss the dramatic challenges that have shaped contemporary interpretation of the Bible. Commentary articles set each book of the Old and New Testaments and the Apocrypha in its historical and cultural context, discuss the themes in each book that have proven most important for the Christian interpretive tradition, and introduce the most pressing questions facing the responsible use of the Bible today. The writers are renowned authorities in the historical interpretation of the Old and New Testaments, sensitive to theological and cultural issues arising in our encounter with the text, richly diverse in social locations and vantage points, representing a broad array of theological commitment—Protestants, Catholics, Jews, and others, and alive to the ethical consequences of interpretation today. A team of six scholar editors and seventy contributors provide clear and concise commentary on key sense units in each book of the Old Testament, Apocrypha, and New Testament. Each unit is explored through the lenses of three levels of commentary based on these critical questions. The result is a commentary that is comprehensive and useful for gaining insights on the texts for preaching, teaching, and research. In addition to the commentary essays on each book, the volumes also contain major essays that introduce each section of Scripture and explore critical questions as well as up-to-date and comprehensive bibliographies for each book and essay.

Available in PDF, EPUB and Kindle. Book excerpt: In the pantheon of air power spokesmen, Giulio Douhet holds center stage. His writings, more often cited than perhaps actually read, appear as excerpts and aphorisms in the writings of numerous other air power spokesmen, advocates-and critics. Though a highly controversial figure, the very controversy that surrounds him offers to us a testimonial of the value and depth of his work, and the need for airmen today to become familiar with his thought. The progressive development of air power to the point where, today, it is more correct to refer to aerospace power has not outdated the notions of Douhet in the slightest In fact, in many ways, the kinds of technological capabilities that we enjoy as a global air power provider attest to the breadth of his vision. Douhet, together with Hugh “Boom” Trenchard of Great Britain and William “Billy” Mitchell of the United States, is justly recognized as one of the three great spokesmen of the early air power era. This reprint is offered in the spirit of continuing the dialogue that Douhet himself so perceptively began with the first edition of this book, published in 1921. Readers may well find much that they disagree with in this book, but also much that is of enduring value. The vital necessity of Douhet’s central vision-that command of the air is all important in modern warfare-has been proven throughout the history of wars in this century, from the fighting over the Somme to the air war over Kuwait and Iraq.
