Book excerpt: Agriculture is an urgent global priority and farmers find themselves in the front line of some of the world's most pressing issues- climate change, globalization and food security. Twenty years ago, the Farmer First workshop held at the Institute of Development Studies, University of Sussex, UK, launched a movement to encourage farmer participation in agricultural research and development (R & D), responding to farmers' needs in complex, diverse, risk-prone environments, and promoting sustainable livelihoods and agriculture. Since that time, methodological, institutional and policy experiments have unfolded around the world. Farmer First Revisited returns to the debates about farmer participation in agricultural R & D and looks to the future. The book presents a range of experiences that highlight the importance of going beyond a focus on the farm to a wider innovation system, including market interactions as well as the wider institutional and policy environment. If, however, farmers are really to be put first, a politics of demand is required in order to shape the direction of these innovative systems.

Book excerpt: An in-depth quantitative analysis is undertaken in this paper to assist the Southern African Development Community (SADC) Secretariat, member countries, and development partners in setting future regional investment priorities for agricultural research and development in the SADC region. A primary goal of this work was to identify a range of agricultural research priorities for achieving sector productivity and overall economic growth in southern Africa, at both the country and regional levels. This is accomplished by adopting an integrated modeling framework that combines a disaggregated spatial analytical model with an economywide multimarket model developed specifically for the region.

Book excerpt: By 2050 the world's population is projected to grow by one-third, reaching between 9 and 10 billion. With globalization and expected growth in global affluence, a substantial increase in per capita meat, dairy, and fish consumption is also anticipated. The demand for calories from animal products will nearly double, highlighting the critical importance of the world's animal agriculture system. Meeting the nutritional needs of this population and its demand for animal products will require a significant investment of resources as well as policy changes that are supportive of agricultural production. Ensuring sustainable agricultural growth will be essential to addressing this global challenge to food security. Critical Role of Animal Science Research in Food Security and Sustainability identifies areas of research and development, technology, and resource needs for research in the field of animal agriculture, both nationally and internationally. This report assesses the global demand for products of animal origin in 2050 within the framework of ensuring global food security; evaluates how climate change and natural resource constraints may impact the ability to meet future global demand for animal products in sustainable production systems; and identifies factors that may impact the ability of the United States to meet demand for animal products, including the need for trained human capital, product safety and quality, and effective communication and adoption of new knowledge, information, and technologies. The agricultural sector worldwide faces numerous daunting challenges that will require innovations, new technologies, and new ways of approaching agriculture if the food, feed, and fiber needs of the global population are to be met. The recommendations of Critical Role of Animal Science Research in Food Security and Sustainability will inform a new roadmap for animal science research to meet the challenges of sustainable animal production in the 21st century.

Book excerpt: The agriculture, forestry, and fishing sectors are the cornerstone of industries that produce food, fiber, and biofuel. The National Institute for Occupational Safety and Health (NIOSH) conducts research in order to improve worker safety and health in these sectors. This National Research Council book reviews the NIOSH Agriculture, Forestry, and Fishing Program to evaluate the 1) relevance of its work to improvements in occupational safety and health and 2) the impact of research in reducing workplace illnesses and injuries. The assessment reveals that the program has made meaningful contributions to improving worker safety and health in these fields. To enhance the relevance and impact of its work and fulfill its mission, the NIOSH Agriculture, Forestry, and Fishing Program should provide national leadership, coordination of research, and activities to transfer findings, technologies, and information into practice. The program will also benefit from establishing strategic goals and implementing a comprehensive surveillance system in order to better identify and track worker populations at risk.

Book excerpt: In response to the significant changes that have occurred in the 1990s in the financing and organization of agricultural and natural resources research, The World Bank, in collaboration with the Australian Centre for International Agricultural Research, the UK Department for International Development, the International Food Policy Research Institute and Deutsche Gesellschaft fur Technische Zusammenarbeit, initiated a series of regional and country case studies. The aim of these is to examine the impact of the changes. This book brings together the findings of these studies. It covers the changing nature of public sector research in industrialized and developing countries, including the effects of the investment stimulus created by the advent of biotechnology and intellectual property rights, and the collaborations which have resulted. The lessons learned from the different strategies adopted to organize and manage agricultural research are emphasized, along with their effectiveness in terms of the use of human and financial resources to achieve the research goals. The findings are summarized and a series of recommendations are made in terms of future food needs and environmentally sustainable development. Research managers, policy makers in national governments and funding agencies and agricultural economists will find this book an essential reference tool.

This book was released on 2022-01-28 with total page 38 pages. Available in PDF, EPUB and Kindle. Book excerpt: This paper looks at the prioritization of agricultural value chains (VCs) for the allocation of R&D resources that maximize development outcomes (poverty, growth, jobs, and diets). Considering that growth in VCs affects those various outcomes differently, as expansion pathways result in the diverse use of production factors and inputs, trade-offs from linkages across sectors, and changes throughout the agri-food system, this analysis uses (i) the RIAPA dynamic computable general equilibrium model to identify which agricultural VCs, when expanded through TFP growth, provide the strongest effects on the development outcomes of interest; (ii) the perpetual inventory model (PIM) to represent the lagged effect of research through knowledge stocks of agricultural R&D investments; and (iii) information on the elasticities of VC agricultural activity TFP with respect to agricultural R&D knowledge stocks, to discuss the VC priority allocations of R&D resources in Senegal. Results indicate that no one VC (crop- or livestock-related) is the most effective at improving all development outcomes. When accounting for policy preferences that attribute relative priority weight to development objectives, results (based on a ranking scale) indicate that R&D investments for maximizing development objectives can be most effective in Senegal’s VCs for traditional export crops (growth, diets, jobs, and to some extent poverty), groundnuts (poverty, diets, and jobs), rice (poverty and jobs), poultry/eggs (diets and jobs), sorghum/millet (poverty and growth), and cattle (diets and growth). Other promising VCs with potential effects at scale if strategically targeted include vegetables (poverty, diets, and jobs), oilseeds (poverty and growth), and fruits (diets and jobs). While these results can inform strategies aimed at improving multiple development outcomes, future modeling needs to focus on deepening the standardization and integration of R&D investments costs into the framework, disentangle the relevance of different types of R&D investments sources, and bring together other factors and complementary agrifood system investment dimensions relevant to sustainable and inclusive agricultural VC growth.

This book was released on 2020-10-26 with total page 88 pages. Available in PDF, EPUB and Kindle. Book excerpt: Southeast Asia made considerable progress in building and strengthening its agricultural R&D capacity during 2000–2017. All of the region’s countries reported higher numbers of agricultural researchers, improvements in their average qualification levels, and higher shares of women participating in agricultural R&D. In contrast, regional agricultural research spending remained stagnant, despite considerable growth in agricultural output over time. As a result, Southeast Asia’s agricultural research intensity—that is, agricultural research spending as a share of agricultural GDP—steadily declined from 0.50 percent in 2000 to just 0.33 percent in 2017. Although the extent of underinvestment in agricultural research differs across countries, all Southeast Asian countries invested below the levels deemed attainable based on the analysis summarized in this report. The region will need to increase its agricultural research investment substantially in order to address future agricultural production challenges more effectively and ensure productivity growth. Southeast Asia’s least developed agricultural research systems (Cambodia, Laos, and Myanmar) are characterized by low scientific output and researcher productivity as a direct consequence of severe underfunding and lack of sufficient well-qualified research staff. While Malaysia and Thailand have significantly more developed agricultural research systems, they still report key inefficiencies and resource constraints that require attention. Indonesia, the Philippines, and Vietnam occupy intermediate positions between these two groups of high- and low-performing agricultural research systems. Growing national economies, higher disposable incomes, and changing consumption patterns will prompt considerable shifts in levels of agricultural production, consumption, imports, and exports across Southeast Asia over the next 20 to 30 years. The resource-allocation decisions that governments make today will affect agricultural productivity for decades to come. Governments therefore need to ensure the research they undertake is responsive to future challenges and opportunities, and aligned with strategic development and agricultural sector plans. ASTI’s projections reveal that prioritizing investment in staple crops will still trigger fastest agricultural productivity growth in Laos. However, Indonesia, Malaysia, and Vietnam could achieve faster growth over the next 30 years by prioritizing investment in research focused on fruit, vegetables, livestock, and aquaculture. In Cambodia, Myanmar, and Thailand, the choice between focusing on staple crops versus high-value commodities was less pronounced, but projections did indicate that prioritizing investments in oil crop research would trigger significantly lower growth in agricultural productivity.

Book excerpt: Interest is growing in sustainable agriculture, which involves the use of productive and profitable farming practices that take advantage of natural biological processes to conserve resources, reduce inputs, protect the environment, and enhance public health. Continuing research is helping to demonstrate the ways that many factorsâ€"economics, biology, policy, and traditionâ€"interact in sustainable agriculture systems. This book contains the proceedings of a workshop on the findings of a broad range of research projects funded by the U.S. Department of Agriculture. The areas of study, such as integrated pest management, alternative cropping and tillage systems, and comparisons with more conventional approaches, are essential to developing and adopting profitable and sustainable farming systems.
