Book excerpt: As the Army and the military transform to meet future challenges and missions, multiple changes are taking place to ensure that support across all spectrums of conflict is more effective and efficient leaving a reduced logistics footprint. We must develop and implement new joint doctrine based on a distribution-based logistics system that delivers combat power with uninterrupted momentum. The United States is a power projection nation, and rapid power projection alone provides deterrence. We must have enablers in Army Prepositioned Stocks or ensure the early arrival of the enablers to conduct effective operations. This Strategic Research Project examines the effectiveness of The Army Prepositioned Stocks Program as a combat multiplier and offers insights into possible future concepts as we transform the force.

Book excerpt: Reviews the readiness of DoD prepositioning programs by which military stores, or prepositions, reserves of military equipment and supplies would be located near potential conflict areas. During a crisis, prepositioning would speed U.S. response times because only the troops and a relatively small amount of materiel would need to be brought to the conflict area. This report examines (1) the basis for the program requirements and (2) the rates of inventory fill and maintenance condition of prepositioned stocks and the reliability of this readiness data. Focuses on the Army and the AF programs because of concerns about the condition and mgmt. of their stocks.

Available in PDF, EPUB and Kindle. Book excerpt: This manual establishes the doctrinal framework for the Army prepositioned stocks (APS) program. It describes the missions, duties, and responsibilities of all parties involved in moving APS to an operational area and handing it off to designated Army units. This manual supersedes Field Manual (FM) 100-17-1 and FM 100-17- 2. The changing world environment has led to significant changes in how the Army structures its forces. No single solution will succeed when confronting an adaptive adversary. The Army must retain a wide range of capabilities while significantly improving its agility and versatility. Building a joint and expeditionary Army will require versatile forces that can execute smaller, shorter duration operations without degrading its traditional role in a major combat operation. At the core of this philosophy is having the ability to rapidly project predominately continental United States (CONUS)-based forces to an area of operations (AO), requiring the involvement of numerous military Services, agencies, departments, and organizations. Its credibility depends on the capability to deploy, in a timely manner, an appropriate military force capable of accomplishing the mission. The APS program is a cornerstone of the Army's ability to rapidly project power. The Army has dedicated significant priorities and resources to ensure the readiness and availability of APS. APS has become a significant deterrent for potential enemies in recent contingencies. These stocks-identified as APS-1 (CONUS), APS-2 (Europe), APS-3 (Afloat), APS-4 (Northeast Asia), and APS-5 (Southwest Asia)-are available to support all combatant commanders' (CCDR) missions, not only in contingencies, but also for major exercises.

Book excerpt: The U.S. military stores, or prepositions, reserves of military equipment and supplies near potential conflict areas to ensure that the material would be quickly available to forces in the event of a crisis. During a crisis, prepositioning would speed U.S. response times because only the troops and a relatively small amount of materiel would need to be brought by air to the conflict area. As a result, the Department of Defense (DOD) could field heavily equipped, combat-ready forces in days rather than the weeks it would take if the forces and all necessary equipment and supplies had to be brought from the United States. Collectively, the services spent over $1 billion in fiscal year 1997 to operate and maintain their prepositioning programs. The Chairman, Subcommittee on Readiness, Committee on Armed Services, U.S. Senate, asked GAO to assess the readiness of prepositioning programs. Specifically, GAO examined (1) the basis for program requirements and (2) the rates of inventory fill and maintenance condition of prepositioned stocks and the reliability of this readiness data. GAO focused its review on the Army and the Air Force programs because of concerns that emerged about the sufficiency, condition, and management of their prepositioned stocks. Information on the Marine Corps and the Navy programs is in appendix I.

Book excerpt: The high pace of overseas operations is taking a heavy toll on Army equip. Harsh combat and environmental conditions over sustained periods of time have exacerbated equip. repair, replacement, and recapitalization problems. To support ongoing operations and prepare for the future, the Army has embarked on 4 initiatives: (1) restructuring from a div.-based force to a modular brigade-based force; (2) expanding the Army by adding 74,000 people; (3) repairing, replacing, and recapitalizing new equip.; and (4) replacing equip. borrowed from its pre-positioned equip. sets. This statement addresses: the equip. related cost of Army initiatives, and the mgmt. challenges facing the Army and the actions needed to improve its implementation of these initiatives.

Book excerpt: The DoD prepositions equipment to help ensure combat-ready forces receive equipment in days rather than the weeks it would take if it had to be moved from the U.S. to their location. Prepositioned stocks may also support activities incl. disaster relief and humanitarian assistance. This report assessed the extent to which DoD has: (1) met the six reporting requirements in the annual report to Congress on its prepositioned stocks, and whether additional information may be needed; (2) developed effective departmentwide guidance on prepositioned stocks to achieve national military objectives; and (3) organized effectively to provide joint oversight over its prepositioning programs and achieve efficiencies. Illus. This is a print on demand report.
