Book excerpt: A committee under the auspices of the Board on Science, Technology, and Economic Policy (STEP), is conducting a study of selected state and regional programs in order to identify best practices with regard to their goals, structures, instruments, modes of operation, synergies across private and public programs, funding mechanisms and levels, and evaluation efforts. The committee is reviewing selected state and regional efforts to capitalize on federal and state investments in areas of critical national needs. Building the Arkansas Innovation Economy: Summary of a Symposium includes both efforts to strengthen existing industries as well as specific new technology focus areas such as nanotechnology, stem cells, and energy in order to better understand program goals, challenges, and accomplishments. As a part of this review, the committee is convening a series of public workshops and symposia involving responsible local, state, and federal officials and other stakeholders. These meetings and symposia will enable an exchange of views, information, experience, and analysis to identify best practice in the range of programs and incentives adopted. Drawing from discussions at these symposia, fact-finding meetings, and commissioned analyses of existing state and regional programs and technology focus areas, the committee will subsequently produce a final report with findings and recommendations focused on lessons, issues, and opportunities for complementary U.S. policies created by these state and regional initiatives. Since 1991, the National Research Council, under the auspices of the Board on Science, Technology, and Economic Policy, has undertaken a program of activities to improve policymakers' understandings of the interconnections of science, technology, and economic policy and their importance for the American economy and its international competitive position. The Board's activities have corresponded with increased policy recognition of the importance of knowledge and technology to economic growth. One important element of STEP's analysis concerns the growth and impact of foreign technology programs.1 U.S. competitors have launched substantial programs to support new technologies, small firm development, and consortia among large and small firms to strengthen national and regional positions in strategic sectors. Some governments overseas have chosen to provide public support to innovation to overcome the market imperfections apparent in their national innovation systems. They believe that the rising costs and risks associated with new potentially high-payoff technologies, and the growing global dispersal of technical expertise, underscore the need for national R&D programs to support new and existing high-technology firms within their borders.

Available in PDF, EPUB and Kindle. Book excerpt: Stuart A. Rosenfeld presents a timely analysis of the problems the United States and other industrialized countries face as they adjust from economies based on natural resources and goods to economies based on quality of human resources and high-performance, market-oriented organizations. Some of the questions raised include: Will American industry successfully face the competitive challenge of the global economy? Can US manufacturing raise productivity and innovate enough to remain healthy? Have the latest advances in process technology and management practice penetrated the rural industrial base? How can public policy help improve the competitiveness of the crucial manufacturing sector? This book challenges the conventional wisdom in economic development policy. Past state and local industrial policy focused on locational decisions, not on issues of competitiveness. Building the competitive advantage of industry is more important than promoting the competitive advantages of location. Incentives to modernize are more important than subsidies to locate. Competitive Manufacturing uses the rural South, the most industrialized rural region of the nation, to examine the strengths and weaknesses of manufacturing as the basis for economic growth. Using historical analysis, surveys, and intensive case studies, the author analyzes the technological capabilities of rural manufacturing, the factors that influence the decision to modernize, and the effects of technology on education and work. Comparative studies in Denmark and Italy point to new directions for US economic development policy.

It shows how community development organizations and programs are offering many new services, entering into new partnerships, developing extensive networks, and attracting new and alternative sources of funding - and how, in the process, these organizations are becoming more innovative, leaner in their operations, more competitive, and much more effective than ever before.Students, researchers, and policy-makers will all appreciate the numerous policy examples from the local, state, and federal levels, including a wide range of developments in housing, transportation, smart growth, education, and crime prevention. "Reengineering Community Development for the 21st Century" is an invaluable source for insights into the latest developments in community development financing and performance management.

Available in PDF, EPUB and Kindle. Book excerpt: Today, the word "neoliberal" is used to describe an epochal shift toward market-oriented governance begun in the 1970s. Yet the roots of many of neoliberalism's policy tools can be traced to the ideas and practices of mid-twentieth-century liberalism. In Illusions of Progress, Brent Cebul chronicles the rise of what he terms "supply-side liberalism," a powerful and enduring orientation toward politics and the economy, race and poverty, that united local chambers of commerce, liberal policymakers and economists, and urban and rural economic planners. Beginning in the late 1930s, New Dealers tied expansive aspirations for social and, later, racial progress to a variety of economic development initiatives. In communities across the country, otherwise conservative business elites administered liberal public works, urban redevelopment, and housing programs. But by binding national visions of progress to the local interests of capital, liberals often entrenched the very inequalities of power and opportunity they imagined their programs solving. When President Lyndon Johnson launched the War on Poverty--which prioritized direct partnerships with poor and racially marginalized citizens--businesspeople, Republicans, and soon, a rising generation of New Democrats sought to rein in its seeming excesses by reinventing and redeploying many of the policy tools and commitments pioneered on liberalism's supply side: public-private partnerships, market-oriented solutions, fiscal "realism," and, above all, subsidies for business-led growth now promised to blunt, and perhaps ultimately replace, programs for poor and marginalized Americans. In this wide-ranging book, Brent Cebul illuminates the often-overlooked structures of governance, markets, and public debt through which America's warring political ideologies have been expressed and transformed. From Washington, D.C. to the declining Rustbelt and emerging Sunbelt and back again, Illusions of Progress reveals the centrality of public and private forms of profit that have defined the enduring boundaries of American politics, opportunity, and inequality-- in an era of liberal ascendance and an age of neoliberal retrenchment.

Book excerpt: Responding to the challenges of fostering regional growth and employment in an increasingly competitive global economy, many U.S. states and regions have developed programs to attract and grow companies as well as attract the talent and resources necessary to develop innovation clusters. These state and regionally based initiatives have a broad range of goals and increasingly include significant resources, often with a sectoral focus and often in partnership with foundations and universities. These are being joined by recent initiatives to coordinate and concentrate investments from a variety of federal agencies that provide significant resources to develop regional centers of innovation, business incubators, and other strategies to encourage entrepreneurship and high-tech development. Building Hawaii's Innovation Economy: Summary of a Symposium explains the study of selected state and regional programs in order to identify best practices with regard to their goals, structures, instruments, modes of operation, synergies across private and public programs, funding mechanisms and levels, and evaluation efforts. This report reviews selected state and regional efforts to capitalize on federal and state investments in areas of critical national needs. Building Hawaii's Innovation Economy also reviews efforts to strengthen existing industries as well as specific new technology focus areas such as nanotechnology, stem cells, and energy in order to better understand program goals, challenges, and accomplishments.
