Book excerpt: This book explores the emergence of an anarchic states-system in the twentieth-century Arab world. Following the collapse of the Ottoman Empire, Arab nationalist movements first considered establishing a unified regional arrangement to take the empire's place and present a common front to outside powers. But over time different Arab leaderships abandoned this project and instead adopted policies characteristic of self-interested, territorially limited states. In his explanation of this phenomenon, the author shifts attention away from older debates about the origins and development of Arab nationalism and analyzes instead how different nationalist leaderships changed the ways that they carried on diplomatic and strategic relations. He situates this shift in the context of influential sociological theories of state formation, while showing how labor movements and other forms of popular mobilization shaped the origins of the regional states-system.

States historically viewed as models of strength and stability have been shaken to their foundations. Borders thought impenetrable have collapsed; sovereignty and territoriality have been in flux. This book examines some of the central questions facing observers and scholars of the Middle East concerning the nature of power and politics before and after 2011 in the Arab world. The focus of the book revolves around the very nature of politics and the exercise of power in the Arab world, conceptions of the state, its functions and institutions, its sources of legitimacy, and basic notions underlying it such as sovereignty and nationalism. Inside the Arab State adopts a multi-disciplinary approach, examining a broad range of political, economic, and social variables. It begins with an examination of politics, and more specifically political institutions, in the Arab world from the 1950s on, tracing the travail of states, and the wounds they inflicted on society and on themselves along the way, until the eruption of the 2011 uprisings. The uprisings, the states' responses to them, and efforts by political leaders to carve out for themselves means of legitimacy are also discussed, as are the reasons for the emergence and rise of Daesh and the Islamic State. Power, I argue, and increasingly narrow conceptions of it in terms of submission and conformity, remains at the heart of Arab politics, popular protests and yearnings for change notwithstanding. Marc Lynch draws on interviews conducted in the Middle East and analyses of Arab satellite television programs, op-ed pages, and public opinion polls to examine the nature, evolution, and influence of the new Arab public sphere. Lynch, who pays close attention to what is actually being said and talked about in the Arab world, takes the contentious issue of Iraq-which has divided Arabs like no other issue-to show how the media revolutionized the formation and expression of public opinion. He presents detailed discussions of Arab arguments about sanctions and the 2003 British and American invasion and occupation of Iraq. While Arabs strongly disagreed about Saddam's regime, they increasingly saw the effects of sanctions as a potent symbol of the suffering of all Arabs. Anger and despair over these sanctions shaped Arab views of America, their governments, and themselves. Lynch also suggests how the United States can develop and improve its engagement with the Arab public sphere. He argues that the United States should move beyond treating the Arab public sphere as either an enemy to be defeated or an object to be manipulated via public relations. Instead of wasting vast sums of money on a satellite television station nobody watches, the United States should enter the public sphere as it really exists.

The Quest for Hegemony in the Arab World is based on newly-released British, American and Israeli documents, as well as on all available Arab sources. The study's value rests upon its discussion of the Baghdad Pact, a significant event which was hitherto neglected, yet marked a watershed in modern Arab history. This study's approach offers an analytical framework with which the present struggle for hegemony in the Arab world may be examined.
