The process resulted in the establishment of a host of technological institutions and the undertaking of large-scale high-tech programs. Shedding light on the political dimension of socio-technological transformation, this book looks at the relationship between authoritarian politics and high technology development, and examines how effectively technology serves to sustain legitimacy of an authoritarian power. It explores into multiple features of the Indonesian technological state, covering the ideology of development, the politics of technocracy, the institutional structure, and the material and symbolic embodiments of high technology, and goes on to discuss the impact of globalization on the technological state. Book excerpt: On 28 April 2021, the Indonesian government, under President Joko Widodo, dissolved the Ministry of Research, Technology, and Higher Education (Kemenristek-Dikti). Since then, the management of higher education has been taken over by the Ministry of Education and Culture, while research and innovation are now the responsibility of the National Research and Innovation Agency (Badan Riset dan Inovasi Nasional, or BRIN). Based on Presidential Regulation (Perpres) Nos. 33 and 78 of 2021, various research institutes, such as LIPI, BATAN, LAPAN, and BPPT, and research agencies in some ministries have been or will be merged into BRIN, making it a “super-government agency” with an “overarching” role. With an Rp26 trillion budget allocated by the government for research per year and with a large number of researchers, BRIN is expected to boost national research and innovation and help the country catch up with countries such as Singapore and South Korea. BRIN, however, faces some serious challenges. It is not related to budget, infrastructure, or human resources, but to the research ecosystem and research culture of Indonesia. Technocratism, which has been restricting research in the country, will be its first challenge. Politicization of research institutions as indicated by the involvement of political parties in research supervision is another issue. Achieving an environment that makes good and healthy research possible built around an effective system of funding, academic rewards, and a vibrant academic community will be the third challenge. If BRIN manages to overcome these challenges sufficiently, it will be in a good position to enhance the capacity and competence of Indonesian researchers as the foundation for an advanced Indonesia by 2045.

Book excerpt: The Republic of Indonesia, home to over 240 million people, is the world's fourth most populous nation. Ethnically, culturally, and economically diverse, the Indonesian people are broadly dispersed across an archipelago of more than 13,000 islands. Rapid urbanization has given rise to one megacity (Jakarta) and to 10 other major metropolitan areas. And yet about half of Indonesians make their homes in rural areas of the country. Indonesia, a signatory to the United Nations Millennium Declaration, has committed to achieving the Millennium Development Goals (MDGs). However, recent estimates suggest that Indonesia will not achieve by the target date of 2015 MDG 4 - reduction by two-thirds of the 1990 under - 5 infant mortality rate (number of children under age 5 who die per 1,000 live births) - and MDG 5 - reduction by three-quarters of the 1990 maternal mortality ratio (number of maternal deaths within 28 days of childbirth in a given year per 100,000 live births). Although much has been achieved, complex and indeed difficult challenges will have to be overcome before maternal and infant mortality are brought into the MDG-prescribed range. Reducing Maternal and Neonatal Mortality in Indonesia is a joint study by the U.S. National Academy of Sciences and the Indonesian Academy of Sciences that evaluates the quality and consistency of the existing data on maternal and neonatal mortality; devises a strategy to achieve the Millennium Development Goals related to maternal mortality, fetal mortality (stillbirths), and neonatal mortality; and identifies the highest priority interventions and proposes steps toward development of an effective implementation plan. According to the UN Human Development Index (HDI), in 2012 Indonesia ranked 121st out of 185 countries in human development. However, over the last 20 years the rate of improvement in Indonesia\'s HDI ranking has exceeded the world average. This progress may be attributable in part to the fact that Indonesia has put considerable effort into meeting the MDGs. This report is intended to be a contribution toward achieving the Millennium Development Goals.

It is all about material and all aspects that are inherent in the process of its production and applications. It covers a whole lot of area which includes but not limited to: advanced material and textile fibers, natural fibers and natural dyes, utilization of natural sources for textiles in general and/or functional textiles, environmental protection and ecological considerations in textile industry, life cycle analysis, clean/green production, best practices in energy efficient processes, bio-based polymer, bioengineering, nanotechnology, textile-based composites, industrial management and engineering, traditional textiles and batik, textile preservation and conservation, and design. Smart, functional and interactive textile is another area of interest which is quite recent and resulted from the convergence of latest developments in material science, physics and chemistry, microelectronics and informatics. Stimuli responsive materials, self-healing polymers, textile energy devices, textile sensor and antenna are only a few examples of development in this area. Recently added to this is a new emerging “fashionable technology”. It is a new concept that brings fashion to the next level by integrating technology and fashion. It looks at the future fashion as intersection of design, fashion, science, and technology beyond wearable technology. Still another important and interesting issue in textile is sustainability, especially due to the stigma associated with the industry as the big polluter and being not environmentally-friendly. Sustainable textiles and clothing involves the choice of materials, technologies and processing methods that ensure environmental and social friendliness and safety to human health throughout the entire life-cycle phases.
