Available in PDF, EPUB and Kindle. Book excerpt: Local Government in Early America is a concise and thought-provoking exploration of the American desire for political participation, most notably in the 'town hall meeting.' A product of early New England democracy, this form of direct local participation remains one of the most celebrated, yet feared, institutions in our political life. Depending upon one's political perspective on the issue at hand, a lively town hall meeting can be the glorious epitome of grassroots activism or the wretched embodiment of reactionary zeal. For all of the media attention devoted to the conservative revolt against health care reform at town hall meetings across the country, the political right is late to game on local activism. From resolutions opposed to the Patriot Act or the declaration of nuclear free zones in cities, the political left has used the rhetorical power of the local political pulpit to great effect for many years. All of this is possible because of the manner in which local governments were constructed during the colonial period. Author Brian Janiskee details the origins of our local system by examining key characteristics of local colonial political life, including what key founders like John Adams and Thomas Jefferson had to say about the role of our villages, towns, and cities in our complex system of government. Through this timely analysis of our political heritage, Janiskee may cause observers to reevaluate the phrase 'all politics is local.' Indeed it may be the case that 'all local politics is national.'

Book excerpt: Excerpt from American Colonial Government, 1696-1765: A Study of the British Board of Trade in Its Relation to the American Colonies, Political, Industrial, Administrative Another phase of the relations of the colonies to the home government which has never received adequate consideration, and which is dealt with at some length in the present volume, is the treatment of colonial leg islation. Who directed the royal veto? What laws were vetoed and for what reasons? Were such inter ferences with colonial legislation the result of the arbi trary action of an irresponsible monarch, or that of a conservative judicial body? What was the effect of such vetoes upon colonial legislation? Has our own judicial practice inherited anything from colonial pre cedents in such matters? These are some of the ques tions which have been considered, and upon which, it is believed, light has been thrown. As there is no treatise which discusses in adequate detail the changes in the English constitution during the eighteenth century, it has been necessary to inves tigate rather carefully the operation of the Privy Council and the work and development of its com mittees. This has led to conclusions somewhat novel, and perhaps at variance with commonly accepted ideas; but it is believed that these conclusions will stand criticism and be fully sustained by more com plete investigation. The subject is one which prop erly belongs within the field of English constitutional history; but as an understanding of the matter is acces sary to an intelligent account of the organs of colonial administration, there was.no alternative but to include a rather detailed description of the committee system and its operation. Book excerpt: During the remarkably long period (1724-1754) that Thomas Pelham-Holles, Duke of Newcastle, served as England's secretary of state, private interests and the exigencies of domestic politics rather than a rational assessment of England's stake in America determined colonial policy. As no purposeful effort was made to administer the colonies" political life, they enjoyed in effect relatively little interference in their internal affairs. The reasons for this "salutary neglect" and the lack of a vigorous colonial program arc analyzed now by James Henretta. His study, though focusing on the politics and patronage of the Duke, brings into view the entire range of men and agencies that had a hand in making colonial policy and dispensing patronage. It thus illuminates the political and administrative system that developed in England during the first half of the century and continued in effect at the time of the American Revolution.
