They survey the most up to date work in this field and present their own dynamic and spatial econometric analysis based on municipality level panel data spanning the entire Brazilian Amazon from 1970 to 1996. By observing the dynamics of land use change over such a long period the team is able to provide quantitative estimates of the long-run economic costs and benefits of both land clearing and government policies such as road building. The authors find that some government policies, such as road paving in already highly settled areas, are beneficial both for economic development and for the preservation of forest, while other policies, such as the construction of unpaved roads through virgin areas, stimulate wasteful land uses to the detriment of both economic growth and forest cover.

This is where the terra preta de índio – Amazonian Dark Earths - are found, a fertile soil horizon with high concentrations of carbon with anthropic origins, which has generated great interest from the scientific community. Studies on these soils and their so singular characteristics have triggered crucial discussions on the past, present and the future of the entire Amazon region. Despite its singular characteristics, the importance of Amazonian Dark Earths – and a history of a more productive and populated Amazon – was hidden since its discovery around 1880 until 1980, when it is possible to identify the beginning of an increase in the number of research on these soil horizons. These hundred years between the first records and the beginning of the increase in the interest around these soils witnessed structural changes both in the national arena, with the military dictatorship and a change in the place of the Amazon within internal affairs, and in the international arena with changes that reshaped the role of the environment in the political and scientific agendas and the role of Brazil in the global context.

A Balancing Act for Brazil's Amazonian States: An Economic Memorandum explores how a recalibrated development approach can achieve these goals. In the shorter term, there is an urgent need to halt deforestation--a massive destruction of natural wealth that poses risks to the climate and economy. Amazonia is Brazil's deforestation hot spot, and the Amazon rainforest is approaching tipping points into broad and permanent forest loss. Reversing the recent increase in deforestation requires stronger land and forest governance, including land regularization and more effective law enforcement. In the longer term, both Brazil and Amazonia need a new growth model. This model would be anchored in productivity rather than resource extraction and it would diversify the export basket beyond commodities. A more balanced structural transformation requires the lagging urban sectors, such as manufacturing and services, to step up to promote economic growth, reduce pressure on the agricultural frontier, and generate jobs for Brazil and Amazonia's largely urban populations. The public-good value of Amazonia's forests could generate conservation finance linked to verifiable reductions in deforestation. Such financing would support a new development approach, combining forest protection, productivity, balanced structural transformation, sustainable production techniques (including the bioeconomy), and other measures to address the needs of Amazonia's urban and rural populations. This approach must also heed the needs and interests of Amazonia's traditional communities. Given both the value and the fragility of Amazonia's ecosystems, coupled with considerable socioeconomic local needs, the stakes are high-for Amazonia, Brazil, and the world.

In particular, national parks, like those found in wealthy nations, have proven difficult to establish in Africa, Asia, and South and Central America. More often than not, people inhabiting areas designated for protection resist being told by outsiders that they must change how and where they live. Alternative approaches, frequently embodied in integrated conservation and development projects (ICDPs), are now being pursued. The goal is to address local communities' desires for improved standards of living while simultaneously meeting conservation objectives. Nature-based tourism and sustainable harvesting of forest products are the centerpieces of ICDPs and related initiatives. This book assesses the viability of conservation strategies predicated on the adoption of environmentally sound enterprises in and around threatened habitats. Drawing on research in Brazil, Costa Rica, Ecuador and Peru and on his extensive experience working in South and Central America and the Caribbean, the author demonstrates that it is rare for forest dwellers to derive much benefit from ecotourism, the extraction of timber and other commodities, or the collection of samples used in pharmaceutical research. Often these activities are simply unprofitable. Even when they are profitable, the benefits tend not to accrue locally, but instead are captured by outside firms and individuals who can provide important services like safe and reliable transportation. The author contends that human capital formation and related productivity-enhancing investment is the only sure path to economic progress and habitat conservation.
