This book was released on 1971 with total page 62 pages. Available in PDF, EPUB and Kindle. Book excerpt: The Research Analysis Corporation (RAC) has developed a quantitative resource allocation model designed to assist the manager of a major government research and development (R and D) program in evolving better strategies for the allocation of resources to R and D individual programs. This computer-based model (MEASURE I) permits rapid evaluation and comparison of alternative resource allocation strategies which offer the decision maker a wide range of choices in terms of costs, benefits, and other consequences. Having once established the relative worth of the program elements by means of the model, the R and D decision maker can perform an on-line examination of the consequences of alternative strategies and budgets to select that strategy which best meets his stated objectives. Unique features of this model include consideration of the broad spectrum of R and D from pure research to pre-production development. (Author).

Book Synopsis Measuring the Science and Engineering Enterprise by : National Research Council
Download or read book Measuring the Science and Engineering Enterprise written by National Research Council and published by National Academies Press. This book was released on 2000-03-14 with total page 160 pages. Available in PDF, EPUB and Kindle. Book excerpt: The science and engineering enterprise has continued to evolve, responding over the last decade to increased economic globalization, a post-cold war military, federal budget fluctuations, and structural changes in the way science and engineering are conducted and innovations are adopted. This report suggests ways to revise the data collection activities of the Science Resources Studies Division (SRS) of the National Science Foundation to better capture the current realities of R&D funding and S&E human resources. The report's recommendations would improve the relevance of the data on graduate education, the labor market for scientists and engineers, and the funding and conduct of research and development, and thus better meet the data needs of policymakers, managers, and researchers.
Book Synopsis Organization of and Allocation of Resources to Biomedical Research and Development by : Joseph P. Newhouse
Download or read book Organization of and Allocation of Resources to Biomedical Research and Development written by Joseph P. Newhouse and published by . This book was released on 1972 with total page 25 pages. Available in PDF, EPUB and Kindle. Book excerpt: The author has considered the organization and the allocation of resources to research and development in general, and biomedical research and development in particular. A set of questions related to resource allocation in development is the rate of development as a function of the rate of spending. Here the first problem is to measure the rate of development. Rand has developed a methodology to do this for jet engines, and the same methodology may be applicable to certain biomedical development. Less is known about research than about development. Research is financed on a cost-reimbursement basis because of the uncertainty surrounding the possible outcomes at the beginning of the research effort. To allocate resources within and to biomedical research, willingness to pay is a more appropriate concept than earnings foregone, although the latter has been widely used. Finally, the links between research and development, although widely presumed to exist, are only now beginning to be estimated empirically. (Author).
