Gates warned that “the Navy and Marine Corps must be willing to reexamine and question basic assumptions in light of evolving technologies, new threats, and budget realities.We simply cannot afford to perpetuate a status quo that heaps more and more expensive technologies onto fewer and fewer platforms—thereby risking a situation where some of our greatest capital expenditures go toward weapons and ships that could potentially become wasting assets.” Secretary Gates specifically questioned whether the Navy's commitment to a force of eleven carrier strike groups through 2040 makes sense, given the extent of the anticipated superiority of the United States over potential adversaries at sea as well as the growing threat of antiship missiles. Though later disclaiming any immediate intention to seek a reduction in the current carrier force, Gates nevertheless laid down a clear marker that all who are concerned over the future of the U.S. Navy would be well advised to take with the utmost seriousness. We may stand, then, at an important watershed in the evolution of carrier aviation, one reflecting not only the nation's current financial crisis but the changing nature of the threats to, or constraints on, American sea power, as well as—something the secretary did not mention—the advent of a new era of unmanned air and sea platforms of all types. Taken together, these developments argue for resolutely innovative thinking about the future of the nation's carrier fleet and our surface navy more generally. In Innovation in Carrier Aviation, number thirty-seven in our Newport Papers monograph series, Thomas C. Hone, Norman Friedman, and Mark D.Mandeles examine the watershed period in carrier development that occurred immediately following World War II, when design advances were made that would be crucial to the centrality in national-security policy making that carriers and naval aviation have today. In those years several major technological breakthroughs—notably the jet engine and nuclear weapons—raised large questions about the future and led to an array of innovations in the design and operational utilization of aircraft carriers. Central to this story is the collaboration between the aviation communities in the navies of the United States and Great Britain during these years, building on the intimate relationship they had developed during the war itself. Strikingly, the most important of these innovations, notably the angled flight deck and steam catapult, originated with the British, not the Americans. This study thereby also provides interesting lessons for the U.S. Navy today with respect to its commitment to maritime security cooperation in the context of its new “maritime strategy.” It is a welcome and important addition to the historiography of the Navy in the seminal years of the Cold War.

During this time frame, carrier air power was designed with a strong Soviet maritime threat in mind, but used against a myriad of third world nations. With missions ranging from crisis-response to sustained combat operations, aircraft carriers have continually been one of the United States most visible forms of forward-deployed defense. Like the other branches of defense, the Navy is scaling back active forces. With fewer deployable carriers and a marked decrease in funding, the Navy must reevaluate carrier aviation's role in a markedly changed world. This study investigates future requirements for carrier aviation by critically evaluating: (1) the historical application of carrier air power across a broad spectrum of past scenarios, (2) carrier air power's applicability in light of the increased emphasis on regional threats, (3) variants of forward-defense to counter the changed threat, (4) future carrier aviation requirements, (5) historical and alternative modes in the deployment of carriers. Additionally, this study addresses the variety of forces at work, which interact and impact upon the size and composition of the Navy's current and future carrier and air wing structure. Specifically, the Navy's two future strike aircraft programs, the AX and the FA-18 E/F, are investigated for their future application. Finally, a series of detailed recommendations are provided as measures to best preserve the future of carrier aviation.

However, in the years following WWI, the U.S. Congress was far more interested in disarmament and isolationist policies than in funding national defense. For the military services this meant lean budgets and skeleton operating forces. Billy Mitchell’s War with the Navy recounts the intense political struggle between the Army and Navy air arms for the limited resources needed to define and establish the role of aviation within their respective services in the period between the two world wars. After Congress rejected the concept of a unified air service in 1920, Mitchell and his supporters turned on the Navy, seeking to substitute the Air Service as the nation's first line of defense. While Mitchell proved that aircraft could sink a battleship with the bombing of the Ostfriesland in 1921, he was unable to convince the General Staff of the Army, the General Board of the Navy, the Secretary of War, the Secretary of the Navy, or Congress of the need for an independent air force. When Mitchell turned to the pen to discredit the Navy, he was convicted by his own words and actions in a court-martial that captivated the nation, and was forced to resign in 1925. Rather than ending the rivalry for air power, Mitchell’s resignation set the stage for the ongoing dispute between the two services in the years immediately before WWII. After Mitchell’s resignation, the rivalry for air power between the two services resurfaced when the Navy's plans to procure torpedo planes for the defense of Pearl Harbor and Coco Solo were brought to the attention of the Army. The book concludes with a description of the events surrounding the Air Corps' abysmal performance at Pearl Harbor and Midway followed by a critical assessment of how the development of aviation was pursued by the Army and the Navy after WWII.
