The effect of the code was to raise and maintain prices. These codes were terminated in May 1935. The 1934 - 35 fertilizer tonnage was 10 percent larger than in the preceding Season in the 12 Southern States as shown by fertilizer-tag sales and 26 percent larger in 5 Midwestern States. Combined sales in the two areas were 11 per cent larger than in the preceding season and the highest since the 1930 - 31 season. With but little change in income from the 1935 crops of cotton and to bacco than that secured a year earlier, no marked increase in fertilizer use is expected during the coming year. Book excerpt: Excerpt from Crops and Markets, Vol. 1: Supplement No. 1, January, 1924 The oldest of the three publications which were combined to form Weather, Crops and Markets was the National Weather and Crop Bulletin. The various changes in the title of this publi cation from the time it was first published by the Weather Bureau in 1891, through 1909, are given in detail in the Check List of U. S. Public Documents 1789 - 190 3d edition. The last title given in the Check list is the National Weather Bulletin. This was continued through 1914, No. 15. The first issue under the new title National Weather a'nd Crop Bulletin was the number for July 6, 1914. In 1919, with No. 37, the Snow and Ice Bulletin was combined with it and during the winter months the title read National Weather and Crop and Snow and Ice Bulletin. In January, 1922, the Snow and Ice Bulletin resumed publication as a separate bulletin and the National feather and Crop Bulletin was combined with the Market Reporter and the Monthly Crop Reporter to form Weather, Crops and Markets. The Cro -reporter began publication in May, 1899, as vol. 1, No. 1. T was published primarily for the crop correspond ents of the Department of Agriculture. For the year 1906 (vol. 7) only eight numbers were issued, together with a supplement. The last number appearing under the title of The Crop Re porter was vol. 15, No. 6, dated June, 1913. No crop reports were issued for July and August, 1913. Publication of crop reports was resumed in the form of the Agricultural Outlook. Bulletins bearing this title appeared once each month in the regular Farmers' Bulletin series. As the Farmers' Bulletins were numberedconsecutively, the num bers of the Agricultural Outlook necessarily were not num bered consecutively. The first Agricultural Outlook appeared as Farmers' Bulletin 558, was dated September 11, 1913, and covered September 1 crop reports. Farmers' Bulletins bear ing the following numbers comprise the complete series of the Agricultural Outlook: 563, 570, 575, 581, 584, 590, 598, 604, 611, 615, 620, 629, 641, 645, 651, 665, 672. The last number of the Agricultural Outlook appearing in the Farmers' Bulletin series was dated April 23, 1915. All of these numbers of the Agricultural Outlook were indexed together in a separate publication issued in 1915. The numbers of the Agricultural Outlook and the index together total twenty issues. Book excerpt: Excerpt from The Agricultural Outlook for 1933: Prepared by the Staff of the Bureau of Agricultural Economics, Assisted by Representatives of the Agricultural Colleges and Extension Services, and the Federal Farm Board; February 1933 Industrial production, which was reduced from 125 per cent of the 1923 - 25 average in June, 1929, to 58 per cent in July, 1932, advanced to 66 per cent during the last quarter of 1932. The fairly sharp advance during the summer occurred chiefly in the textile industry, partly as a result of shortage of finished goods in the face of a small cotton crop and rising prices; but some recession has occurred since then. By November, substantial increases in the output of other industries such as iron and steel and automobiles occurred, and partly offset the declining output in industries producing consumer goods for current consumption; but by the end of the year even these basic heavy industries showed a declining tendency. The total volume of production of consumer goods rose during the period July to September from 78 to 102 per cent of the 1923 - 1925 average, but receded to 95 per cent in December. The output of the more durable products advanced from their low of 43 per cent in August to 52 per cent in December. At the beginning of 1933 the moderately improved industrial situation as contrasted with the low point reached last July was somewhat unstable, with no definite upward tendencies for the first half of 1933. The food industries will apparently continue to be sustained at a stable level by the fairly even flow cf products from the farms. In the automobile industry production is far below the rate required to replace cars currently worn out, but for some time low -consumer incomes will restrict automobile production and employment. Low-purchasing power similarly influences the iron and steel industry, which depends on orders from the automobile, railroad, and building industries. Orders from each of these three sources are now at extremely low levels with no certain prospects for immediate marked improvement. Building activity, as measured by contracts awarded, declined from 126 per cent of the 1923 - 1925 average in June, 1929, to 26 per cent in March, 1932. Between July and September, 1932, building activity increased by about 10 per cent, owing to an improvement in nonresidential construction, but lost most of that very moderate gain during the last quarter of 1932 when all lines of con struction work receded more than seasonally, particularly in the case of public works and utilities. Practically no long-term real estate bonds were issued during 1932 to finance new construction. Building activity in general is being retarded by the existence of surplus industrial and commercial capacity, by declining rents, by numerous mortgage foreclosures, and by relatively high building costs in many localities. Long-term loans for residential or other building are difficult to obtain. Individuals and institutions are burdened with past debts, real estate and other, and with insecurity of income. Furthermore, appropriations for construction work by Federal, State, municipal, and public works and public-utility agencies are lower for 1933 than they were for 1932. Extensive new financing is not yet in sight in spite of some recovery in high grade bonds. Industrial activity is, therefore, not likely to receive any marked stimulus during 1933 from construction work. Book excerpt: Excerpt from The Agricultural Outlook for 1930 Taxes on farm property in the United States as a whole may be expected to increase for some time, although it appears certain that the rate of increase will be less than the average rate since 1913. Estimated average taxes per acre of farm real estate increased 134 per cent from 1913 to 1924, principally because of increased expenditures for schools and roads. By 1928 taxes per acre had advanced to 146 per cent above the 1913 level. It is most unlikely that there will be a sufficient abatement in the demand for public improvements and services to permit a general reduction in State and local expenditures. Taxes on farm property will not decline and probably will continue to increase unless the several States should (1) provide more effective control over the tendency of expenditures to increase and (2) revise further their systems of taxation so that a substantially greater share of the necessary expenditures would be met by revenues derived from sources other than general property. Past experience indicates that progress along these lines will be slow unless there should develop an unusually strong demand for practical and far-reach ing improvements in State and local finance. Rapid changes in farm production practices during the last decade have introduced new features into the agricultural situation. There seems little doubt but that the rapid development and adoption of improved farm machinery, particularly the all-purpose tractor and the variety of new cultivating and harvesting equipment associated therewith. Be somewhat smaller during the late spring and early summer and somewhat larger during the late fall of 1929 than it was during the corresponding periods of 1928. Farm wages will probably change little from those of 1928 during the first half of the year but may be somewhat lower during the last quarter. In general, industrial labor is likely to be less fully employed during the fourth quarter of 1929 than during the same quarter of 1928. Because of the close relationship between the volume of industrial employment and the supply of farm labor, the available supply of farm labor probably will be larger during the last quarter of 1929 than it was during the last quarter of 1928. Any increase in the farm labor supply will probably be near those indus trial centers where there is a decline in industrial employment, and in the agricultural sections where the use of larger units of power and labor-saving machines is increasing or where there is a marked reduction in the produc tion of any important crop. Prices, however, were higher on all grades, despite the largest daily July run on record, which was also the second largest number ever received at that market. Fat sheep and lambs worked unevenly higher, due to a combination of reduced loadings and expanded shipping demand. Cattle runs for the week at 11 markets were the largest of the year, and all killing classes ruled sharply and unevenly lower. Lethargy continued to mark the demand for thin kinds suitable for further finishing, despite a meager supply. Irregular price trends marked trading in all classes of fresh meats at eastern markets, while the general tendency at Chi cago was toward lower prices. Retail trade was seasonably dull.
