It builds on the earlier consultative experience sharing workshop on feed by USAID, ILRI, IGAD and FAO in the region. It provides a guided approach to collectively tackle the problems of animal feed and pave the way for sustainable production of quality animals and products while improving competitiveness, profitability and ensuring sustainable feed resource management for the entire Eastern African region. The aim of the action plan is to provide guidelines to communities, countries, private sector and livestock stakeholders to optimally utilize the available feed resources in East Africa to increase the supply as well as improve the quality of animals, products and by-products and to maximize the economic and social benefits of the livestock sector.

The original idea of Starter Pack was to give a tiny bag of agricultural inputs - fertiliser and seed - to every smallholder farmer in Malawi. Although the programme did not work as originally intended, it was successful in achieving food security. The scaling down of the programme was a major contributor to the food crisis which hit Malawi (and other countries in Southern Africa) at the beginning of 2002. For once, we have a success story about how hunger can be tackled efficiently. This book assesses the case of the Starter Pack programme in Malawi, and whether it can be replicated elsewhere. It covers the practicalities of implementing such a large programme and the policy debates.

This Strategy is instrumental in contributing to the conservation of unique steppe assets possessed by Turkey at national level as well as fulfillment of international commitments such as those arising from the International Convention on Biological Diversity, Aichi Goals of Convention on Biological Diversity and Convention to Combat Desertification. It appears that there are hardly any policies or legal documents directly geared towards steppe ecosystems in Turkey, as opposed to the legal and administrative documents for the conservation and management of mountain-forests, wetlands, and coastal and marine ecosystems. Therefore, the National Steppe Conservation Strategy and Action Plan assumes special importance.

The authors critically examine contemporary neoliberal market-led reforms and the legacy of colonialism on the land question. They argue that debates on sustainable development should be placed in the context of structural interests, access and equity, rather than technical management of land and resources. Additionally, they show that these structural factors cannot be transformed by institutional reform based on notions of elective democracy, community participation, and market-reform, but require a far more radical programme to redress the injustices of the colonial system that continue today. The book advocates a commitment to building sustainable livelihoods for farmers, calling for a redistribution of land and natural resources to challenge existing economic relations and frameworks for development.

Book excerpt: The farm structures in the countries in Eastern Europe and Central Asia are highly diverse, but in most of the countries are still largely dominated by smallholders and family farms. Supporting smallholders and family farms is one of four priorities for the Food and Agriculture Organization of the United Nations (FAO) in Europe and Central Asia, confirmed by the FAO Regional Conference in 2018. FAO established in the region in 2014 the Regional Initiative on Empowering Smallholders and Family Farms for Improved Rural Livelihoods and Poverty Reduction (Regional Initiative 1) as a programmatic umbrella for the implementation of support to smallholders and family farms in the programme countries in the region. During 2018-2019, FAO REU conducted country studies on the needs and constraints of smallholders and family farms in eight countries of the region. Seven of these were funded from a regional project (TCP/RER/3601) and the Serbian study was financed from extra budgetary funds. The countries were selected from among those where smallholders and family farms dominate the farm structures and from the various sub-regions so that together they provide a regional overview. The countries covered in the report are Albania, Armenia, Georgia, Kyrgyzstan, Republic of Moldova, North Macedonia, Serbia and Tajikistan. The methodology was common among the eight country studies, although with some variations from country to country due to differences in national contexts. The eight studies were elaborated by national experts supported by international consultants and FAO technical guidance. The research methodology combines the use of desk research and statistics, interviews with key stakeholders, workshops with key stakeholders and decision makers, and the use of qualitative cases.

The Country Office needs to expand its support in areas where FAO has clear comparative advantages, and respond to the new demands in the context of the upcoming United Nations Sustainable Development Cooperation Framework Guidance (UNSDCF) for the period 2021-2025.
