Book excerpt: The real leaders for the economic and social revolution which has taken place in Japan over the twenty years following the Second Wold War have been the Japanese government - not just Prime Ministers and Ministers of State, but the leadership of the ministries of the national government which, along with the leaders of the ruling Liberal Democratic party, constitute the three 'rings of power' which rule Japan. Professor Bingman uses his wide experience in the US government to identify and provide a superb distillation of facts and insights about how the Japanese government manages public programs in what he calls 'a remarkable achievement in public management'.

Book Synopsis Japan's Administrative Elite by : B. C. Koh
Download or read book Japan's Administrative Elite written by B. C. Koh and published by Univ of California Press. This book was released on 2022-04-29 with total page 314 pages. Available in PDF, EPUB and Kindle. Book excerpt: A major player in Japanese society is its government bureaucracy. Neither Japan's phenomenal track record in the world marketplace nor its remarkable success in managing its domestic affairs can be understood without insight into how its government bureaucracy works—how its elite administrators are recruited, socialized, and promoted; how they interact among themselves and with other principal players in Japan, notably politicians; how they are rewarded; and what happens to them when they retire at a relatively young age. Yet, despite its pivotal importance, there is no comprehensive and up-to-date study of Japan's administrative elite in the English language. This book seeks to fill that gap. Koh examines patterns of continuity and change, identifies similarities and differences between Japan and four other industrialized democracies (the United States, Britain, France, and Germany), and assesses the implications of the Japanese model of public management. Though many features of Japanese bureaucracy are found in the Western democracies, the degree to which they manifest themselves in Japan appears to be unsurpassed. Koh shows that the Japanese model of public management contains both strengths and weaknesses. For example, the price Japan pays for the high caliber of its administrative elite is the stifling rigidity of a multiple track system, a system with second-class citizens and demoralized "non-career" civil servants who actually bear a lion's share of administrative burden. The Japanese experience demonstrates not only how steep the price of success can be but also the enduring effects of culture over structure. Download or read book Regional Administration in Japan written by Shunsuke Kimura and published by Routledge. This book was released on 2016-07-15 with total page 150 pages. Available in PDF, EPUB and Kindle. Book excerpt: In Japan, the main local administrative affairs are traditionally allotted to prefectures and municipalities, while communal disposal systems, fire-fighting and regional development takes secondary importance. However, two new changes to the frame of local governments have altered the main frameworks of national and provincial governance. With decentralization reforms taking effect, more local bodies are gaining autonomy and departing from uniformity. This has allowed methods of cooperation between governing bodies to diversify– trends which augur a dissolution of uniformity in Japanese local administration. If left alone, it may eventually lead to disparities between principal and peripheral bodies, and thus complicate the administrative systems further. How will these changes affect future community development? This book aims to address the dynamism of concepts of wide area public service in Japan. It advocates the use of flexible strategies to ensure service standards are best suited to each regional demand. This concept can be called “departure from uniformity”. This book also examines the advantages and disadvantages of these shifts for the future of Japanese public policy, and suggests various strategies to prevent further complications; e.g. autonomous settlement zone. Regional Administration in Japan: Departure from uniformity will interest researchers of Japanese public policy and public administration. This book will also engage researchers of Japanese politics and Japanese studies in general.

Available in PDF, EPUB and Kindle. Book excerpt: Classically, studies of the Japanese government are both tantalizing and frustrating as scholars standing outside of the system draw conclusions from significant events like crises, disasters, and moments of reform. This has led to a sense of mystery as scholars have developed sophisticated competing theories about how the system actually operates often with resigned comments that there is a black curtain (kuromaku) drawn over the system. The primary challenge is gaining access to the actual process of policymaking on a daily basis given the seemingly impenetrable nature of the bureaucracy. This study is unusual as it cracks open the curtain to see the wheels and rotating gears along with those pulling the levers. Specifically, through the Maureen and Mike Mansfield Fellowship program, the only congressionally authorized opportunity allowing American officials to be placed directly inside a foreign government, the reader is given a firsthand account of these machinations. Through their eyes, readers will be introduced to Japan’s messy policymaking process in telecommunications regulation, pharmaceutical approvals, diplomatic relations, and much more. This approach also allows the author to refine existing theories of Japan’s bureaucratic elite and assess the weak system of control exercised over them by the National Personnel Authority (NPA). This understudied agency is the last vestige of MacArthur’s legacy as the Supreme Commander of the Allied Powers in Japan following World War II. Thus, this study ambitiously hopes to lend a realistic glimpse into the only developed, non-western, industrialized democratic state in the world. More boldly, this study intends to lend a greater appreciation of the complex tug-of-war between democracy and technocracy in other national contexts.

Book Synopsis National Integration and Local Power in Japan by : Yasuo Takao
Download or read book National Integration and Local Power in Japan written by Yasuo Takao and published by Routledge. This book was released on 2018-10-30 with total page 259 pages. Available in PDF, EPUB and Kindle. Book excerpt: First published in 1999, this book offers a new study of local government in Japan. There is an enormous amount of information about Japanese local government that has not yet appeared in English. With the author’s local familiarity, elected local officials and local residents have been extraordinarily open and forthcoming. This allows a rethinking of the topic by mobilising a multitude of solid factual material. Japan has dealt with the dramatically increased public sector, but has done so in a setting of institutional centralisation. How has central authority sought to find ways of managing the continuous expansion of state activities? How have local authorities responded to central government’s initiative in integrating state administration? The answers the book gives to these questions present an alternative understanding of Japanese local government.
