On this day the European Union opened its doors to another 75 million people from the 10 new member states of southern Cyprus, the Czech Republic, Estonia, Hungary, Latvia, Lithuania, Malta, Poland, Slovakia and Slovenia. Never before in its long history has Europe been more united than nowadays. (Warren, 2004) With a total population of approximately 450 million people the EU has created the world`s largest single market which will have a enormous impact on the world market as well as on the markets of the old member states. (MDR, 2004) The EU enlargement obviously impacts the established political order of the EU, however it is now - despite doubtlessly existent risks - broadly seen as a great chance in a political, economical and also very much in a cultural way. There has been a big discussion involving all different levels of society and politics about where this is going - and where it will all end. (Wallendorf, 2004) This work will focus on Germany as an old member of the European Union and examine the extent to which the benefits of the 2004 enlargement outweigh the disadvantages. Due to the word limitation the major issues will be mentioned but the attention will focus more on the implication for the German economy, although the issues sometimes interact each other it is not always possible to separate them. Besides the Mediterranean countries of Cyprus and Malta, eight Central and Eastern European Countries (CEEC/EU-8) became members of the EU. The developments that lead to the enlargement in 2004 were accompanied by concerns in the fifteen old member states (EU-15) regarding the potential inflow of workers from the EU-8. The Free Movement of Workers is a fundamental pillar of the EU’s internal market and is legally defined in Article 39 I of the Treaty of the European Community.ii According to this principle, every citizen of the EU is entitled to take up employment and to answer to job-offers EU wide. Some countries of the EU-15 feared that their labour markets were going to be flooded by Eastern European workers. Polish plumbers and Czech pavers, taking over the jobs of the EU-15 citizens, became symbols of the fear that was spreading in some EU-15 countries. This essay will focus on two aspects: Firstly, it will examine whether the estimated migration scenarios prior to enlargement have been able to picture the current migration flows correctly. In a second step, the short- and medium-term impacts of EU-10 migration on the economies of the UK and Germany will be assessed. Whereas the former decided to allow migrant workers access to its labour market from the very beginning, the latter had chosen to restrict the free movement of workers and is currently considering extending these restrictions until 2009. It will be argued that the fears concerning negative economic effects in the UK were irrational – at least concerning the short-term impact. In regard to the German case, it will be argued that extending the restrictions until 2009 will have only a limitedly harmful effect on the economy.

A significant upshot of these issues is that the concept of European identity – defined in terms of such factors as culture, history and economics – has supplanted the long-dominant theme of ‘widening and deepening,’ particularly since the Union’s expansion has become primarily eastward. The major contribution of this important book lies in its analysis of the conceptualization and perception of enlargement from various points of view, focusing on the concerns of stakeholders and the ‘identity’ conflicts and uncertainties incurred by enlargement initiatives. In the course of its presentation, it details the actual pre-accession Europeanization process and its complex history. Among the key elements discussed are the following: the conflict between ‘widening’ and ‘deepening’ and the effect on EU institutional reform; institutional requirements on candidate countries; pre-accession criteria and negotiations; administrative capacity, judicial capacity, and legal approximation in accession states; capacity of the EU to absorb new Member States; and EC law as part of European identity. Also covered are specific historical details of particular pre-accession negotiations (e.g., Greece, Spain, Portugal, Malta, and Cyprus), the still inconclusive negotiations with Turkey and the Western Balkan states, and political factors involved in the non-accession of Norway, Iceland and Switzerland. Assembling powerful evidence and applying incisive analysis, the author’s conclusion shows that, absent further (and major) EU institutional reform, it will be difficult for an enlarging Union to continue to ‘deliver the goods.’ A watershed in the continuing great debate on the fulfilment of the EC Treaty’s determination to foster and promote ‘an ever closer union of the peoples of Europe,’ this book will prove invaluable to anybody interested in the European integration project, particularly lawyers, academics, officials and policymakers in the EU Member States.

Book excerpt: This paper analyses the impact of large and persistent emigration from Eastern European countries over the past 25 years on these countries’ growth and income convergence to advanced Europe. While emigration has likely benefited migrants themselves, the receiving countries and the EU as a whole, its impact on sending countries’ economies has been largely negative. The analysis suggests that labor outflows, particularly of skilled workers, lowered productivity growth, pushed up wages, and slowed growth and income convergence. At the same time, while remittance inflows supported financial deepening, consumption and investment in some countries, they also reduced incentives to work and led to exchange rate appreciations, eroding competiveness. The departure of the young also added to the fiscal pressures of already aging populations in Eastern Europe. The paper concludes with policy recommendations for sending countries to mitigate the negative impact of emigration on their economies, and the EU-wide initiatives that could support these efforts.

Most of them had income levels signi?cantly below those of the then EU-15. Now, 6 years later, we can clearly see that the process of European integration, both before and after 2004, was what enabled Europe to overcome the gaps between various parts of the continent. The enlargement made Europe a better and wealthier place and streng- ened its position in the world. Integration into the European Union has always been one of the strongest incentives for reform in the new Member States. Particularly important in my view have been the development of ?nancial markets through foreign direct investment and capital in?ows, and the opening of labour markets – which was a two-way phenomenon, with markets being opened up in acceding as well as the incumbent Member States. The Fifth Enlargement was thus an exercise of glo- lisation in miniature, a practice run for the Union to tackle the challenges of the ever smaller world.

The session aimed to stimulate the debate on the continuity/ fracture of regional patterns of development and employment in old and new European Union (EU) regions. In particular, we asked whether, and how different, the causes of emergence and the evolution of regional imbalances in the new EU members of Central and Eastern Europe (CEE) are compared to those in the old EU members. Several contributions in this book suggest that a factor common to all backward regions, often neglected in the literature, is to be found in their higher than average degree of structural change or, more precisely, in the hardship they expe- ence in coping with the process of structural change typical of all advanced economies. In the new EU members of CEE, structural change is still a consequence of the continuing process of transition from central planning to a market economy, but also of what Fabrizio et al. (2009) call the “second transition”, namely that related to the run-up to and entry in the EU.
