Book excerpt: One dilemma facing new or newly independent states, such as those of the former Soviet Union, is how to design effective legislatures when political parties are weak and fragmented or even nonexistent. In this book, Joel M. Ostrow develops a comparative institutional framework to explain marked differences in behavior across three post-Soviet legislatures: the Russian Supreme Soviet, the Russian State Duma, and the Estonian legislature. He argues that these differences in ability to manage political conflict can be explained in large measure by the design of the legislatures. Most significant is the choice of whether and how to include parties or partisan factors. Legislatures are an omnipresent component of modern democracy. Ostrow's comparative institutional design confirms the presumption of many political scientists that parties are essential for legislative consensus building. However it also reveals that parties may have paradoxical effects on a legislature's performance. In following the budget process in Russia and Estonia, Ostrow explores the consequences that different institutional designs have had on post-Soviet legislatures. He has found that how parties are included may determine how capable a legislature is at managing political conflict, both internally and with the executive branch of the government. The author was present at many of the committee hearings and legislative sessions he describes, and his firsthand observations and interviews with committee members enhance his analysis.

Andrea Chandler explains why Russia's old-age pension system went into decline after the collapse of the Soviet Union in 1991, even though it was a prominent issue in the political arena at the outset of the post-communist transition. While tracing the roots of the system's difficulties to the Soviet Union's first efforts to establish a national social welfare system after 1917, Chandler nonetheless devotes the bulk of her study to the period from 1990 to 2001. While political factors impeded reform for much of this eleven-year period, ultimately Russia's striking policy reversals provide a case study for developing nations. In 1990, a new Russian pension law was adopted during the Soviet reform process of perestroika. The system was again significantly altered in 2001 when a market-reform-oriented package of pension legislation was passed. Shocking Mother Russia places the Russian experience in comparative perspective, and suggests lessons for pension reform derived from analysis of the Russian case.

Democracy is often described in two opposite ways, as either wonderfully resilient or dangerously fragile. Both characterizations can be correct, depending on the context. When Democracy Breaks aims to deepen our understanding of what separates democratic resilience from democratic fragility by focusing on the latter. The volume's collaborators--experts in the history and politics of the societies covered in their chapters--explore eleven episodes of democratic breakdown, from ancient Athens to Weimar Germany to present-day Russia, Turkey, and Venezuela. Strikingly, in every case, various forms of democratic erosion long preceded the final democratic breakdown. Although no single causal factor emerges as decisive, linking together all of the episodes, some important commonalities--including extreme political polarization, explicitly anti-democratic political actors, and significant political violence--stand out across the cases. Moreover, the notion of democratic culture, while admittedly difficult to define and even more difficult to measure, may play a role in all of them. Throughout the volume, the contributors show again and again that the written rules of democracy are insufficient to protect against tyranny. While each case of democratic decay is unique, the patterns that emerge shed much light on the continuing struggle to sustain modern democracies and to assess and respond to the threats they face.
