Book excerpt: The 1995 Georges Bank Stratification Study (GBSS) was the first intensive process study conducted as part of the U.S. GLOBEC Northwest Atlantic/Georges Bank field program. The GBSS was designed to investigate the physical processes which control the seasonal development of stratification along the southern flank of Georges Bank during spring and summer. Past work suggested that during this period, larval cod and haddock tended to aggregate to the thermocline on the southern flank where higher concentrations of their copepod prey were found. A moored array was deployed as part of the GBSS to observe the onset and evolution of seasonal stratification over the southern flank with sufficient vertical and horizontal resolution that key physical processes could be identified and quantified. Moored current, temperature, and conductivity (salinity) measurements were made at three sites on the southern flank, one on the crest, and one on the nonheast peak of the bank. Moored surface meteorological measurements were also make at one southern flank site ot determine the surface wind stress and heat and moisture fluxes. The oceanographic and meteorological data collected with the GBSS array during January-August, 1995 are presented in this report. Meteorological data collected on National Data Buoy Center environmental buoys 44011 (Georges Bank), 44008 (Nantucket Shoals), and 44005 (Gulf of Maine) are included in this report for completeness and comparison with the GBSS southern flank meteorological measurements.

Book excerpt: As part of the U.S. GLOBEC Northwest Atlantic/Georges Bank program, moorings were deployed on Georges Bank as part of the broad-scale survey component to help measure the temporal variability of both physical and biological characteristics on the Bank. The array consisted of a primary mooring site on the Southern Flank which was maintained for the full 5- year duration of the field program, plus secondary moorings, with fewer sensors and of shorter duration, in the well-mixed water on the Crest and in the cod/haddock spawning region on the Northeast Peak. Temperature and conductivity (salinity) were measured at 5-m intervals, ADCP velocity profiles were obtained with 1 -m vertical resolution, and bio-optical packages (measuring fluorescence, optical transmission and photosynthetically active radiation) were deployed at 10-m and 40-m depths. Bottom pressure was measured at the Southern Flank site. The buoy design, sensors and mooring configuration is presented and discussed below, and the data obtained is presented and discussed in an accompanying reports "U.S. GLOBEC Georges Bank Long-Term Moored Program: Part 2 - Yearly Data Summary and Report," and "U.S. GLOBEC Georges Bank Long-Term Moored Program: Part 3 - Data Summary."

Mixing observations are analyzed in terms of the stability parameters for shear and double-diffusive convection, and a nondimensional ratio of dissipation rates. While the model for turbulence describes most dissipation occurring in high shear, dissipation in low shear is better described by the salt-finger model, and a method for estimating the salt-finger enhancement of the diapycnal haline diffusivity over the thermal diffusivity is proposed. These calculations suggest that salt-finger driven haline flux drives diapycnal downwelling in the upper thermocline. The role of turbulence occurring above rough bathymetry in the abyssal Brazil Basin is also considered. The mixing levels along sloping bathymetry exceed the levels observed on ridge crests and canyon floors. Additionally, mixing levels modulated in phase with the spring-neap tidal cycle. A model of the dissipation rate is derived and used to specify the turbulent mixing rate and constrain the diapycnal advection in an inverse model for the steady circulation. The inverse model solution reveals the presence of a secondary circulation with zonal character. These results suggest that mixing in abyssal canyons plays an important role in the mass budget of Antarctic Bottom Water.

In particular, it was emphasized that flow off Washington has significant differences from that of Oregon; namely, during summer, flow at mid-shelf is more poleward off Washington, and during winter, flow on the inner-shelf is more equatorward off Washington than off Oregon. The former result may be related to the poleward decrease in the longshelf wind stress; the latter result may be related to the presence of the Columbia River plume. Off southern California the near-surface flow over the shelf is more persistently equatorward than that off Washington . Conversely, the flow over the slope in the upper 100 m of the water column is more persistently poleward than that off washington. Also, the undercurrent structure, that is, a subsurface maximum, is maintained at least from summer to early winter off southern California (no data are yet available from spring), but only during summer and early fall off washington. We note that the seasonal cycle of vertical shear in the two locations is similar, although a reversal in sign sometimes occurs off Washington. Further analysis of theresearch literature is neededin order to builda conceptualframework that will fill in the significant gap left by not connecting adescription of structure to its context: how an organization actuallyfunctions. The results of the synthesis are five basic configurations (the SimpleStructure, the Machine Bureaucracy, the Professional Bureaucracy, theDivisionalized Form, and the Adhocracy) that serve as the fundamental elementsof structure in an organization. Five basic parts of the contemporaryorganization (the operating core, the strategic apex, the middle line, thetechnostructure, and the support staff), and five theories of how it functions(i.e., as a system characterized by formal authority, regulated flows, informalcommunication, work constellations, and ad hoc decision processes) aretheorized. Organizations function in complex and varying ways, due to differing flows -including flows of authority, work material, information, and decisionprocesses. These flows depend on the age, size, and environment of theorganization; additionally, technology plays a key role because of itsimportance in structuring the operating core. Finally, design parameters aredescribed - based on the above five basic parts and five theories - that areused as a means of coordination and division of labor in designingorganizational structures, in order to establish stable patterns of behavior.(CJC).
