The chapters presented in this Circular are not necessarily interrelated, and they do not represent a complete section in the Third Edition. They are simply those where the work is now complete. The three chapters in this Circular are Chapter 8, Chapter 13, and Chapter 14. Chapter 8 replaces procedures given in the 1965 HIGHWAY CAPACITY MANUAL. Chapter 13 replaces material in Circular 212, Interim Materials on Highway Capacity. Chapter 14 is new text.
