Book excerpt: Market and competition authorities operate in a complex environment with conflicting stakeholder demands. Balancing the various interests of the authority and stakeholder in an objective and impartial manner is strategic to achieving the goals of the legislation imposed. In a fresh approach examining the actions of an authority when a regulation is applied, Annetje Ottow argues the vital importance of the behavior of authorities, focusing on five fundamental good agency principles: legality, independence, transparency, effectiveness, and responsibility, or, LITER. These principles provide agencies and those reviewing their actions with a framework for agency design and action. Combining theory and practice to provide insight into agencies' organization and behavior, this book outlines and analyses behavioral issues using an ecosystemic method, addressing how independent agencies should be assessed, and which principles should apply. Using cases from the Netherlands and the UK, Ottow examines the key processes of authorities against the LITER principles, and opens the debate on 'how to regulate the agency'.

Available in PDF, EPUB and Kindle. Book excerpt: The Making of Economic Policy begins by observing that most countries' trade policies are so blatantly contrary to all the prescriptions of the economist that there is no way to understand this discrepancy except by delving into the politics. The same is true for many other dimensions of economic policy. Avinash Dixit looks for an improved understanding of the politics of economic policy-making from a transaction cost perspective. Such costs of planning, implementing, and monitoring an exchange have proved critical to explaining many phenomena in industrial organization. Dixit discusses the variety of similar transaction costs encountered in the political process of making economic policy and how these costs affect the operation of different institutions and policies. Dixit organizes a burgeoning body of research in political economy in this framework. He uses U.S. fiscal policy and the General Agreement on Tariffs and Trade (GATT) as two examples that illustrate the framework, and show how policy often deviates from the economist's ideal of efficiency. The approach reveals, however, that some seemingly inefficient practices are quite creditable attempts to cope with transaction costs such as opportunism and asymmetric information. Book excerpt: This book develops and applies an inventive theoretical approach, which combines different levels of analysis and activates a wide range of methods, to the comparative study of an important point that had been neglected so far, namely the real (or "de facto") independence of regulatory agencies. The first part of the book examines the organizational and institutional factors shaping de facto independence of regulatory agencies in Western Europe. Second, the role of independent regulatory agencies in the policy-making process is investigated, using de facto independence as an explanatory variable. The third part is devoted to the relations between regulatory agencies and the news media. In the conclusive discussion, the author also tackles a set of normative questions, which relates to the virtues and perils of independence.

Book excerpt: The city is often depicted as a sort of self-organizing chaos. This collection of essays, edited by Pier Vittorio Aureli, makes the case for the opposite hypothesis: The city is always the result of political intention, often in the form of specific architectural projects. Cities are shaped not only by material forces, but also by cultural and didactic visions. This thesis is substantiated by eight thoroughly researched essays scrutinizing a fascinating line-up of urban conditions across more than two thousands years of history: from the political theology of the Islamic city to the political economy of Renaissance architecture; from the rise of public architecture in 17th-century France to the laissez-faire development of the contemporary Greek city; from the exemplary teachings of Jean-Nicolas-Louis Durand to the collaborative work of Hannes Meyer; and from the plan of the Mesoamerican metropolis to that of the Fordist factory floor. In challenging the split between theory and practice, The City as a Project reveals the powerful ways in which the city arises from the constant interaction between ideas and spatial conditions.

Book excerpt: "During the last decade, the emergence of Italy as the dominant force in design has had a profound influence in Europe and the Americas. The phenomenon is important not only because of the high quality and diversity of the forms produced, but also because it has generated a lively debate on the sociocultural implications of product design, raising questions of vital concern to designers throughout the world. For many designers, the aesthetic quality of individual objects intended for private consumption have become irrelevant in the face of such pressing problems as poverty, urban decay, and the pollution of the environment now encountered in all industrialized countries. Consequently, they are increasingly shifting he focus of their attention from the well-designed object to man's total environment, seeing the designer's function as one that can mold patterns of behavior by creating new settings for freer, more adaptable lifestyles. Some, however, despairing of effecting social change through design, regard their task as essentially a political one. They therefore abstain from the physical designing of either objects or environments and channel their energies into the staging of events and the issuing of polemical statements. Their approach thus parallels that of many artists in other mediums who view their art in primarily conceptual terms. This publication, issued in conjunction with a major exhibition at The Museum of Modern Art, is the first to deal comprehensively with these challenging developments. Over 150 objects of Italian design of the past ten years have been selected for the show and are all reproduced in color and black-and-white, as are the dozen environments by well-known Italian designers specially commissioned for the occasion, and the two awarded prizes in a concurrent competition for young designers under thirty-five sponsored by the Museum. Each environment is accompanied by a statement in which the individual or group responsible for the project clarifies his position regarding the present and future role of design. In addition to essays by Emilio Ambasz, Curator of Design at the Museum of Modern Art and director of the exhibition, the book contains contributions by a number of outstanding Italian critics and art historians. Together, these comprise the first historical survey of contemporary Italian design and a critical analysis of its intellectual and formal positions within the context of international design today." -- Publisher's description

With new and republished writing including a text by Bernard Tschumi and Anthony Vidler's "Trick-Track" originally published in 1986, alongside a newly-commissioned essay assesing the Parc from a contemporary and historical perspective, this book documents Parc de la Villette from its conception, through the 30 years of its existence, to the present. Tschumi Parc de la Villette includes drawings, concept sketches, models and photographs showing the development of the Parc over three decades, brought together in a single volume for the first time since the 1980s. One of the "Grands Projets" commissioned by the French Government in the 1980s, Parc de la Villette set a benchmark for urban parks in the latter part of the twentieth century and into the twenty-first. Tschumi constructed a series of follies across the site, creating what he called "the largest discontinuous building in the world". Published to coincide with the 30th anniversary of the Parc, Tschumi Parc de la Villette broadly celebrates the project, and articularly the way in which it has been embraced by generations of Parisians and a diverse international public.

Available in PDF, EPUB and Kindle. Book excerpt: How can we talk about World Literature if we do not actually examine the world as a whole? Research on World Literature commonly focuses on the dynamics of a western center and a southern periphery, ignoring the fact that numerous literary relationships exist beyond these established constellations of thinking and reading within the Global South. Re-Mapping World Literature suggests a different approach that aims to investigate new navigational tools that extend beyond the known poles and meridians of current literary maps. Using the example of Latin American literatures, this study provides innovative insights into the literary modeling of shared historical experiences, epistemological crosscurrents, and book market processes within the Global South which thus far have received scant attention. The contributions to this volume, from renowned scholars in the fields of World and Latin American literatures, assess travelling aesthetics and genres, processes of translation and circulation of literary works, as well as the complex epistemological entanglements and shared worldviews between Latin America, Africa and Asia. A timely book that embraces highly innovative perspectives, it will be a must-read for all scholars involved in the field of the global dimensions of literature.
