Book excerpt: This book presents a critical reflection on the major armed conflicts that occurred during the 1990s and the first decade of the twenty-first century. Conflicts in Bosnia, Kosovo, Chechnya, Iraq, Afghanistan and Syria all involved the use of terrorism by one or more groups. Looking to the future, the book asks what this means for violent conflicts yet to come? Using a variety of case studies, the authors provide a systematic and comprehensive analysis of the role played by terrorism as a stand-alone tactic as well as one used to ignite broad-scale conflict. They also pose the question on what occasions does terrorism tend to occur as an armed conflict begins to subside, and when, in other words, is it a trailing indicator?

Available in PDF, EPUB and Kindle. Book excerpt: In the post-September 11 world, Al Qaeda is no longer the central organizing force that aids or authorizes terrorist attacks or recruits terrorists. It is now more a source of inspiration for terrorist acts carried out by independent local groups that have branded themselves with the Al Qaeda name. Building on his previous groundbreaking work on the Al Qaeda network, forensic psychiatrist Marc Sageman has greatly expanded his research to explain how Islamic terrorism emerges and operates in the twenty-first century. In Leaderless Jihad, Sageman rejects the views that place responsibility for terrorism on society or a flawed, predisposed individual. Instead, he argues, the individual, outside influence, and group dynamics come together in a four-step process through which Muslim youth become radicalized. First, traumatic events either experienced personally or learned about indirectly spark moral outrage. Individuals interpret this outrage through a specific ideology, more felt and understood than based on doctrine. Usually in a chat room or other Internet-based venues, adherents share this moral outrage, which resonates with the personal experiences of others. The outrage is acted on by a group, either online or offline. Leaderless Jihad offers a ray of hope. Drawing on historical analogies, Sageman argues that the zeal of jihadism is self-terminating; eventually its followers will turn away from violence as a means of expressing their discontent. The book concludes with Sageman's recommendations for the application of his research to counterterrorism law enforcement efforts.

Book excerpt: The wars against terror have begun, but it will take some time before the nature and composition of these wars is widely understood. The objective of these wars is not the conquest of territory, or the silencing of any particular ideology, but rather to secure the necessary environment for states to operate according to principles of consent and make it impossible for our enemies to impose or induce states of terror. Terror and Consent argues that, like so many states and civilizations in the past that suffered defeat, we are fighting the last war, with weapons and concepts that were useful to us then but have now been superseded. Philip Bobbitt argues that we need to reforge links that previous societies have made between law and strategy; to realize how the evolution of modern states has now produced a globally networked terrorism that will change as fast as we can identify it; to combine humanitarian interests with strategies of intervention; and, above all, to rethink what 'victory' in such a war, if it is a war, might look like - no occupied capitals, no treaties, no victory parades, but the preservation, protection and defence of states of consent. This is one of the most challenging and wide-ranging books of any kind about our modern world.

Available in PDF, EPUB and Kindle. Book excerpt: This book is the first comprehensive academic study of German right-wing terrorism since the early 1960s available in the English language. It offers a unique in-depth analysis of German violent, extremist right-wing movements, terrorist events, groups, networks and individuals. In addition, the book discusses the so-called ‘National Socialist Underground’ (NSU) terror cell, which was uncovered in late 2011 by the authorities. The NSU had been active for over a decade and had killed at least ten people, as well as executing numerous bombings and bank robberies. With an examination of the group’s support network and the reasons behind the failure of the German authorities, this book sheds light on right-wing terrorist group structures, tactics and target groups in Germany. The book also contains a complete list of all the German right-wing terrorist groups and incidents since the Second World War. Based on the most detailed dataset of right-wing terrorism in Germany, this book offers highly valuable insights into this specific form of political violence and terrorism, which has been widely neglected in international terrorism research.

Available in PDF, EPUB and Kindle. Book excerpt: A new field of medicine has emerged as a result of the global proliferation of terrorism. Terror medicine is related to emergency and disaster medicine but focuses on the constellation of medical issues uniquely related to terrorist attacks. The field encompasses four broad areas: preparedness, incident management, mechanisms of injuries and responses, and psychological consequences. In Essentials of Terror Medicine, these core concerns are addressed by a distinguished international authorship brought together by the three editors of this volume, who themselves are recognized experts in relevant disciplines: Shmuel Shapira, epidemiology and hospital administration; Jeffrey Hammond, trauma surgery and emergency response; Leonard Cole, bioterrorism and public policy. Essentials of Terror Medicine provides insightful and practical information for physicians, nurses, emergency responders, and other health professionals who may be called to service during or after a terror incident. It is indispensable reading for the medical community of the 21st century, in which diligence, continued education, and careful preparation for a variety of possible events are a preeminent responsibility.

Available in PDF, EPUB and Kindle. Book excerpt: A Brookings Institution Press and the Nixon Center publication In this candid and sobering account, former Russian premier Yevgeny M. Primakov considers the threats posed by independent terrorist organizations to the security of the global community. As the attacks of September 11, 2001 made clear, the course of international affairs is no longer shaped exclusively by cooperation and confrontation among nations. Stateless factions with extreme agendas—their methods enhanced by globalization and technological advances—pose serious threats to global stability. Primakov expresses grave concern over the likelihood that independent terrorist organizations will obtain weapons of mass destruction. More than 100 nations are stockpiling nuclear material, he writes, and there is no reason to believe that all of it is well managed or protected. A terrorist group intent on developing a weapon can easily find the information and fissile material to develop a compact nuclear device. He recommends that the global community develop a comprehensive Charter on Terrorism to facilitate criminal prosecution of terrorism. And he urges Russia and the United States to join forces more readily to share information and intelligence about emerging terrorist threats.

Book excerpt: In February 2004, Denver Seminary’s annual Biblical Studies conference addressed the question of modern war and the teachings of biblical ethics regarding it. The conference was envisioned as a collaborative effort between the Association for Christian Conferences, Teaching, and Service (ACCTS), and the Biblical Studies division of Denver Seminary. A year earlier, the invasion of Iraq had taken place. The questions created by the outbreak of war prompted an urgency in the consideration of the topic. ACCTS, which sponsors international symposia in military ethics with officers from armed forces around the globe, provided ethicists and practitioners from within the military of both the U.S. and Great Britain. Hess and Martens also solicited papers from leading theologians and advocates representing pacifist and just-war views. They have succeeded in bringing together in this fine volume a group of Christians representing a wide range of perspectives to debate and discuss their heritage and biblical roots with regard to questions of war and its ethical dilemmas.

What lessons can be drawn from the first two decades of U.S. government efforts to do so? In Beyond 9/11, leading academic experts and former senior government officials address the most salient challenges of homeland security today.

It is designed for the general educated audience interested in recent events, the history leading up to them, and the prospects for dealing with the after effects. Using personal accounts from people who have lived through various forms of terror (survivors of the Dresden fire bombing, Hiroshima, the 9/11 attacks, and others) the book explores terror and its use as a weapon. Providing a unique perspective on terrorism, the book places current events within the broader context necessary to understand how we got here and where we are going.

Book excerpt: Will the twenty-first century see terrorist fingers on the nuclear trigger? How likely is it terrorists will obtain weapons of mass destruction? What factors would determine their decision to use them? Gavin Cameron assesses the causes for, and implications of, the escalating lethality of terrorism. The growing opportunities for nuclear proliferation, primarily arising from the collapse of the Soviet Union are explained. The book concludes that the organisational and psychological pressures within terrorist groups and the changing nature of political violence combined with the heightened danger of nuclear micro-proliferation have made mass-destructive terrorism the greatest non-traditional threat to international security in the world today.
