Available in PDF, EPUB and Kindle. Book excerpt: This study of the Tri-Border Area of Latin America demonstrates the region is highly vulnerable to the penetration and development of illegal interests, and thus it is also vulnerable to terrorism. The Tri-Border Area is bounded by Puerto Iguazu, Argentina; Ciudad del Este, Paraguay; and Foz do Iguazu, Brazil. It has always been considered fertile ground for terrorists groups. Illicit activities are common, generating annually billions of dollars in money laundering, arms and drug trafficking, money and document forgery, and electronic media counterfeiting. This area offer terrorists potential financial sources, access to illegal arms and advanced technology, ease of movement and concealment, and a population in which to recruit new members. While the Tri- Border Area is not a major center of gravity in the Global War on Terrorism, compared to other centers of terrorist operations like the Near East or Europe, it has an important position in the strategy to combat international terrorism.

Book excerpt: This report assesses the activities of organized crime groups, terrorist groups, and narcotics traffickers in general in the Tri-Border Area (TBA) of Argentina, Brazil, and Paraguay, focusing mainly on the period since 1999. Some of the related topics discussed, such as governmental and police corruption and anti-money-laundering laws, may also apply in part to the three TBA countries in general in addition to the TBA. This is unavoidable because the TBA cannot be discussed entirely as an isolated entity. Based entirely on open sources, this assessment has made extensive use of books, journal articles, and other reports available in the Library of Congress collections. It is based in part on the author's earlier research paper entitled "Narcotics-Funded Terrorist/Extremist Groups in Latin America" (May 2002). It has also made extensive use of sources available on the Internet, including Argentine, Brazilian, and Paraguayan newspaper articles. One of the most relevant Spanish-language sources used for this assessment was Mariano César Bartolomé's paper entitled Amenazas a la seguridad de los estados: La triple frontera como 'área gris' en el cono sur americano [Threats to the Security of States: The Triborder as a 'Grey Area' in the Southern Cone of South America] (2001). The selective bibliography includes books, journal articles, and other reports. Newspaper and magazine articles are footnoted. This report also includes an appendix containing brief profiles of six alleged operatives of Islamic fundamentalist groups in the TBA and a diagram of drug-trafficking routes in the region.

This report also includes an appendix containing brief profiles of five alleged operatives of Islamic fundamentalist groups in the TBA and a diagram of drug-trafficking routes in the region. The information cutoff date used in this report is July 2003. Thus, it lacks any updated information about the individuals discussed in it. However, the study has been partially edited as of November 2010 to reflect the fact that Rajkumar Sabnani or Rajkumar Naraindas Sabnani, whose alleged fund-raising or money laundering on behalf of TBA extremists was reported in the original edition, has been completely exonerated of any involvement. Sabnani is a prominent and respected businessman residing in Hong Kong. Moreover, criminal proceedings against Sabnani's relatives and employees in Paraguay were officially closed, and all parties were acquitted and absolved of any guilt or punishment in July 2007. Therefore, the information about Sabnani and his associates has been removed from this version of the study.

Book excerpt: In recent years, significant attention has focused upon the Islamic Republic of Iran’s nuclear ambitions, and the threat they pose to the United States and the West. Far less well understood, however, has been the phenomenon of Iran’s regional advance in America’s own Hemisphere—an intrusion that has both foreign policy and national security implications for the United States and its allies. In this collection, noted specialists and regional experts examine the various facets of Iran’s contemporary presence in Central and South America, and detail what the Islamic Republic’s growing geopolitical footprint south of the U.S. border signifies, both for Iran and for the United States.

Book excerpt: This handbook comprises essays by leading scholars and practitioners on the topic of U.S. counterterrorism and irregular warfare campaigns and operations around the globe. Terrorist groups have evolved substantially since 9/11, with the Islamic State often described as a pseudo-state, a terrorist group, and insurgency all at the same time. While researchers', analysts', and policymakers’ understanding of terrorism has grown immensely over the past two decades, similar advancements in the understanding of counterterrorism lag. As such, this handbook explains why it is necessary to take a broader view of counterterrorism which can, and often does, include irregular warfare. The volume is divided into three thematic sections: Part I examines modern terrorism in the Islamic world and gives an overview of the major terrorist groups from the past three decades; Part II provides a wide variety of case studies of counterterrorism and irregular warfare operations, spanning from the 1980s to the irregular warfare campaign against the Islamic State in northern Syria in 2018; Part III examines the government instruments used to combat terrorism and wage irregular warfare, such as drones, Theater Special Operations Commands, and Theater Commands. The handbook fills a gap in the traditional counterterrorism literature by its inclusion of irregular warfare and by providing analyses from academic experts as well as practitioners. It will be of much interest to students of counterterrorism, counterinsurgency, U.S. national security, military affairs, and International Relations. The Open Access version of this book, available at https://www.routledge.com/Routledge-Handbook-of-US-Counterterrorism-and-Irregular-Warfare-Operations/Sheehan-Marquardt-Collins/p/book/9780367758363, has been made available under a Creative Commons Attribution-Non Commercial-No Derivatives 4.0 license.

The core message is that if you understand your enemies, it's a lot easier to defeat them--but because our government has concealed the actions of terrorists like bin Laden and groups like ISIS, and the role of Iran in the rise of radical Islam, we don't fully understand the enormity of the threat they pose against us"--Amazon.com.

Available in PDF, EPUB and Kindle. Book excerpt: This book offers an alarming inside look at the security preparations of the cruise industry and the potential for cruise ships to be the target for pirates, terrorists, and criminal activity. Cruising for Trouble exposes the acute vulnerability of cruise ships to piracy, terrorism, and crime, both on the high seas and in domestic and foreign ports-of-call. While cruise ships have ramped up in size and passenger capacity to become floating skyscrapers housing as many as 7,000 passengers, and while piracy incidents have increased since 2008 as the world economy has deteriorated, there has been no corresponding increase or enhancement in onboard security personnel, external tactical units, preventive screening, or coordinated response planning to guard against the growing threat of acts of piracy and internal and external terrorist attacks. Commander Gaouette reveals to cruise passengers the very real security dangers they unwittingly face when they saunter up the gangway of a cruise ship for a carefree holiday. He sounds a clarion call to national and transnational security agencies, maritime regulators, legislators, and customers to compel the cruise industry to strengthen and reform its security programs before catastrophe strikes. The author, a longtime cruise industry insider who now serves as a top maritime security official in the Department of Homeland Security, details the many security defects and vulnerabilities of cruise ships, identifies the remedies, and makes the case for their urgent implementation. Extensively documented and illustrated, Cruising for Trouble is a vividly told cautionary for the ten million Americans who taken cruise-ship vacations each year and the millions more who would like to. As well as modeling the potential threats to cruise ships from pirates and maritime terrorists—who mimic each other's methods, overlap each other's territories, and might well find it mutually beneficial to combine their forces and resources—Commander Gaoutte recounts many actual examples of cruise-ship insecurity that have been swept under the carpet or spun by the cruise industry: pirate attacks, fires, onboard crime, mass food poisonings and infections, and the mysterious disappearances of cruise-ship passengers.

Students of trends, policymakers, entrepreneurs, academics, journalists and anyone eager for a glimpse into the next decades, will find this report, with colored graphs, essential reading.
