Available in PDF, EPUB and Kindle. Book excerpt: This publication contains a comparative analysis of direct public funding mechanisms for film and audiovisual works in 35 European countries. About 1.3 billion EUR is given in support for films across Europe, with some 170 support bodies and around 600 different other aid programmes in existence. These differences stem from the individual histories of the European states themselves, but also such diversity acts as a way of underpinning a countrys cultural heritage. This report also sets out the European context of the funding and how this area has developed since 1963 up to the present. The report looks at reform of Euroimages, and at new laws introduced in Germany and Italy, along with an analysis of the role of private investors.

This book was released on 2016-12-23 with total page 311 pages. Available in PDF, EPUB and Kindle. Book excerpt: This book is open access under a CC BY licence. Recent reductions in public funding for audiovisual products have led to dramatic changes in the industry. The lack of interaction between the industry and capital markets has made sourcing funds for audiovisual products especially difficult. This book explains why the distance between the audiovisual and financial markets exists, and considers the perspective of both audiovisual companies and financial intermediaries. Providing a thorough overview of the audiovisual industry in three major categories (television, cinema and web), it analyses the financing behind each. The author adapts the traditional assessment methods to include exploitation rights, distribution deals and risk determinants ; he also proposes a pricing model for the audiovisual products demonstrating that prices and values in a industry of prototype goods do not depend solely on cost and revenue. The book also includes a methodology for analysing the economics of the sector, the different sales agreements between broadcasters and the distribution deals between distributors and independent producers. Finally, a description of the main financial products for private finance is provided, as well as an explanation of how public funds can act as leverage to catalyze private resources through the use of guarantee funds. In The Economics of the Audiovisual Industry the author suggests that rather than relying on subsidized public support, the audiovisual industry should foster private-public partnerships and market dynamics to promote an alternative funding model based on a profitable and long-lasting connection between the audiovisual and financial markets. The valuation model, both for products and firms, proposed in this book are at the basis of this new approach.

Available in PDF, EPUB and Kindle. Book excerpt: This book explores the complex, multifaceted and contested subject of risk in the film business. How risk is understood and managed has a substantial impact upon which films are financed, produced and seen. Founded on substantial original research accessing the highest level of industry practitioners, this book examines the intertwined activity of independents, large media companies including major studios, the international marketplace, and related audio-visual sectors such as high-end television. The book shows how risk is generally framed, or even intuited, rather than calculated, and that this process occurs across a sliding scale of formality. This work goes beyond broad creative industries characterisations of a "risky sector" and concentrations on Box Office return modelling, to provide a missing middle. This means a coherent analytic coverage of business organisation and project construction to address the complex practicalities that mobilise strategic operations in relation to risk, often in unseen business-to-business contexts. Informed by economic sociology’s concepts addressing market assemblage and valuation, alongside applications of science and technology studies to media and communications, the book respects both the powerful roles of social and institutional actors, and affordances of new technologies in dealing with the persistent known unknown – the audience. Examining a persistent business issue in a new way, this book analyses top level industry practice through established mechanisms, and innovations like data analytics. The result is a book that will be essential reading for scholars with an interest in the film business as well as risk management more broadly.

It brings together the voices of policy professionals, industry practitioners and media industry scholars to trace the contours of a complex practice that is of increasing significance in the global media landscape. Analysis of the latest production statistics sits alongside interviews with producers and the critical evaluation of public film policies. The volume incorporates contributions from representatives of major public institutions—Eurimages, the European Audiovisual Observatory and the European Commission—and private production companies including the pan-European Zentropa Group. Policy issues are elucidated through case studies including the Oscar-winning feature film Ida, the BAFTA-winning I am not a Witch and the Danish television serial Ride Upon the Storm. Scholarly articles span co-development, co-distribution and regional cinemas as well as emerging policy challenges such as the digital single market. The combination of qualitative and quantitative approaches, and the juxtaposition of industry and scholarly voices, provides a unique perspective on European co-production that is information-rich, complex and stimulating, making this volume a valuable companion for students, scholars, and industry professionals.

Book excerpt: The European Audiovisual Observatory publishes a new analysis of the impact of fiscal incentive schemes - tax shelters, tax rebates and tax credits - which aim at stimulating investment in the production of film and audiovisual works. The analysis identifies, describes and categorises the schemes in place across Europe and evaluates their impact in attracting foreign investment, both from within Europe and from other countries too. It then compares the various schemes according to their advantages/disadvantages and examines how they work alongside other economic and political measures. The report concludes by evaluating the impact of these systems in the international context. This analysis was carried out by one of Europe's leading screen sector development consultancies, Olsberg-SPI, providing specialist, high level advice for over 20 years to public and private sector clients in the creative industries, focusing on film, television and digital media.

Available in PDF, EPUB and Kindle. Book excerpt: The Digital Single Market (DSM) 2014-19 was the largest component of the European Union's Single Market programme, comprising numerous Directives, Regulations, and instruments aimed at facilitating cross-border digital services. With one-fifth of service exports stemming from the digital sector, the DSM was vital for the UK, with the EU representing its largest export market. Brexit and the Digital Single Market examines the important historical role of the UK in DSM development, the consequences of Brexit for the UK's digital sector, and future EU and UK policy trajectories. Assessing both vertical sectors and horizontal policies, this book demonstrates how the UK acted as a policy entrepreneur in pushing for a deregulatory framework by exploiting temporal events historically. The current challenges presented by Brexit are discussed in detail, closely observing topics such as the loss of the country of origin principle and freedom of movement, changes to copyright and VAT regimes, complications with cross-border data transfer, administrative procedures, and international taxes on digital products and services. Brexit and the Digital Single Market illuminates how the UK continues to innovate in the digital sector but is constrained by external factors both at EU and global levels. It also considers how EU policy is taking a new direction in its 2020 Digital Strategy programme, which leans towards greater protection of European champions and digital sovereignty, a tightening of its data protection regime, and greater regulatory intervention in digital markets. Timely and unprecedented, Brexit and the Digital Single Market is the first volume to comprehensively cover the implications of Brexit for the EU's DSM. This is an essential read for students and academics in political science and law and those from the civil service and government working within the digital sector.
