Hier campée sur des conceptions territoriales relativement claires, l'action politique locale doit désormais faire l'apprentissage de la fluidité spatiale, de la coopération et de la complexité. Nombre d'indices démontrent que la légitimité des modes de gouvernements relève de plus en plus de leur capacité à développer, à travers des formes de proximité organisée, de nouvelles qualités individuelles et collectives, publiques et privées, pour appréhender les enjeux politiques et environnementaux mondiaux. L'une des positions défendues dans cet ouvrage suggère que les politiques de développement centrées sur le territoire partagent avec d'autres, la responsabilité d'inventer un nouveau mode d'action politique locale. Cet enjeu est abordé à travers les perspectives des théories cognitives, sous l'angle de l'organisation " apprenante ", c'est-à-dire capable d'apprendre en permanence de son action et de celles des autres. Pareille hypothèse sous-tend une transformation significative des conceptions traditionnelles du développement territorial. L'histoire révèle en effet qu'en adoptant souvent des schémas territoriaux et méthodologiques trop mécaniques, le développement territorial a parfois contribué à renforcer les rigidités contre lesquelles il prétendait pourtant réagir. Sans doute peut-on ainsi estimer que c'est au moment où le développement " local " devient de plus en plus " territorial " que, paradoxalement, ses problématiques s'inscrivent par-delà les " territoires " considérés dans leur stricte acception juridique. A partir des approches développées par la géographie, les pistes méthodologiques au cœur de cet ouvrage cherchent à mieux exploiter les solidarités inhérentes au partage, même toujours imparfait, d'un lieu, d'un territoire ou d'un paysage par un groupe humain et les dimensions sensuelles, esthétiques et symboliques qui y sont associées. Elles cherchent à mobiliser les potentialités de ce capital spatial partagé au service de la recherche d'un sens dont l'urgence s'affirme chaque jour davantage face à la dramatique tristesse de la loi des fonds de pension et du cash court terme.
