The Common Oceans ABNJ Program (2014-2019) was implemented by FAO as a concerted effort to bring various stakeholders to work together to manage and conserve the world’s common oceans. The Program catalysed important transformational changes and practices in governance, and operational aspects of fisheries and their impact on biodiversity. There is encouraging evidence that these are being mainstreamed by key institutional actors and early trends of positive impact point to improvement in fish stocks health and in bycatch mitigation, starting by the quality and quantity of the information available. However, the Program lacked a proper programmatic approach and missed opportunities to foster synergies among projects and capitalize on knowledge management.

The ABNJ Tuna project, one component of the Common Oceans ABNJ Programme, promoted important transformational changes in the management practices of tuna fisheries, improving their sustainability, strengthening Marine Stewardship Council capabilities of tuna regional fisheries management organizations (t-RFMOs) and their members, and significantly reducing their impact on biodiversity. The project generated knowledge but lacked a structured mechanism and strategy to harvest and disseminate it. Similarly to the programme level evaluation report, the programmatic approach component, the partnership framework, as well as how to foster synergies among projects and capitalization of knowledge management should be strengthened.

Limitations to the project design, budget and accountability should be addressed to foster corrective action for phase two of the ABNJ Program.

Book excerpt: This report is a synthesis of the Food and Agriculture Organization of the United Nations (FAO) Office of Evaluation (OED) on evaluations completed from 2019 to 2021 on FAO’s work in the Africa region. It documents FAO’s contribution to results, identifies gaps and emerging issues and lessons learned. The synthesis is organized around the themes of sustainable production and value chain development, food security and nutrition, climate change and natural resources, resilience to threats and crises, and gender equality and empowerment of women. The synthesis used the Programme Priority Areas of the Strategic Framework 2022–2031 to analyse FAO’s contribution to results, finding many positive examples in the Africa region. However, the sustainability of results is a challenge for the region, due to several factors, including capacity constraints of government partners and limitations of FAO project designs. Gaps and emerging issues include the need for guidance on ‘accelerators’ of results, addressing youth as a key priority and new approaches to partnerships with civil society and the private sector. Lessons learned include the importance of good project design, suitably capacitated decentralized offices, effective knowledge management and strategic and inclusive partnerships to achieve results.

Through its cooperation with RFMOs, the project has, to some extent, contributed to minimize the negative impacts of bycatch. Results achieved should be capitalized on and upscaled in a second phase.

Work has started to raise the technological and investment readiness levels (TRLs and IRLs) of these prospective industries drawing on the experience of established maritime industries such as Offshore Oil and Gas; Shipping; Fisheries and Tourism. An accord has to be struck between policy makers and regulators on the one hand, anxious to direct research and business incentives in effective and efficient directions, and developers, investors and businesses on the other, anxious to reduce the risks of such potentially profitable but innovative investments.The EU H2020 MARIBE (Marine Investment for the Blue Economy) funded project was designed to identify the key technical and non-technical challenges facing maritime industries and to place them into the social and economic context of the coastal and ocean economy. MARIBE went on to examine with companies, real projects for the combination of marine industry sectors into multi-use platforms (MUPs). The purpose of this book is to publish the detailed analysis of each prospective and established maritime business sector. Sector experts working to a common template explain what these industries are, how they work, their prospects to create wealth and employment, and where they currently stand in terms of innovation, trends and their lifecycle. The book goes on to describe progress with the changing regulatory and planning regimes in the European Sea Basins including the Caribbean where there are significant European interests. The new estimates assess these 'sunken billions' at $83 billion annually. The report further shows that a clear path can lead to the recovery of these considerable losses, including through significant reduction in global fishing overcapacity. A breakdown between regions is also included, showing that the effort needed to achieve this reform will not be felt equally throughout the world. While the cost of such reform will likely be high, the expected benefits include an increase in biomass by a factor of 2.7, increase in annual harvests by 13 percent, and a 30-fold increase in annual net benefits accrued to the fisheries sector (from $3 billion to $86 billion annually). This urgent call for action is reinforced by the impacts of climate change on fish stocks and fisheries worldwide.

Bioprospecting has never been more relevant and is of renewed interest, because of the extremely worrying rise in novel, resistant pathogenic microorganisms. The practices in pharmaceutical companies have failed to deliver novel antibiotics to control these infections. We need to look for new sources of drugs from the environment on a massive scale as drug discovery is “too important to fail”. Furthermore, the field can add great value to ecosystems in terms of economics, while providing additional reasons for maintaining associated services, such as food provision, benign climate, effective nutrient cycling and cultural practices. Bioprospecting provides another reason why climate change must be reduced in order to preserve relevant environments. Previous bioprospecting projects should be re-visited and established biodiversity centres have a major role. Many different ecosystems exist which contain unique organisms with the potential to supply novel antibiotics, enzymes, food, and cosmetics, or they may simply have aesthetic value. The book stresses the difficulties in obtaining successful products and yet describes why natural products should be investigated over combinatorial chemistry. Personal experience of bioprospecting projects are given significance. Issues such as how to share the benefits equitably with local communities are described and why pharmaceutical companies can be reluctant to be involved. Legal issues are discussed. Finally, there has never been a better time for a new book on bioprospecting, because of the need to preserve ecosystems, and from the emergence of resistant pathogenic microorganisms.
