Book excerpt: The purpose of this report is to examine the use of property rights as a means to develop an effective, efficient, and equitable management regime for non-timber forest products (NTFPs). After an introduction on NTFPs as an example of a common pool resource, section 2 provides some definitions of NTFPs and summarizes NTFP characteristics from both a market-based and First Nations perspective. Section 3 discusses the legal structure of property rights in British Columbia and the legislative basis for establishing a management regime. Section 4 discusses the economic context of NTFPs, property rights, and the institutional approaches to organizing common pool resources such as NTFPs. Section 5 provides a synthesis of the information and proposes a framework for developing a management regime. The appendix contains a matrix showing the characteristics of six categories of NTFPs (mushrooms, floral & greenery products, wild fruit & vegetables, landscaping transplants, craft products, and medicinal & pharmaceutical products).

Book excerpt: The British Columbia Inter-agency Non-timber Forest Resources (IANTFR) Committee was established in January 2006 to facilitate a co-ordinated approach to non-timber forest resource management in the province. The Ministry of Forests and Range and Ministry of Agriculture and Lands co-chair the IANTFR Committee. Other government partners include or have included what are now the Ministry of Small Business, Technology and Economic Development, the Ministry of Aboriginal Relations and Reconciliation, and the Ministry of Community and Rural Development (names of some Ministries have changed since 2006). Representatives from the First Nations Forestry Council and the First Nations Mountain Pine Beetle Initiative have participated in committee meetings. The Centre for Livelihoods and Ecology (formerly the Centre for Non-Timber Resources) at Royal Roads University provides expert advice and support services to the Committee. The Ministry of Forests and Range also contributes to the Committee by providing staff time and expertise, and resources to produce publications. The goals of the Committee are (1) to improve communication and co-ordination across the provincial government, and (2) to advise government on issues related to non-timber forest resource management in British Columbia. The IANTFR Committee members have produced a communication strategy that includes the production of publications designed to improve awareness about non-timber forest resources so that they are managed appropriately.

Book excerpt: This study is one in a series of activities undertaken by CIFOR to reach a better understanding of the impact of commercialisation on forest resources and what factors influence the market demand for forest products. For example, two international workshops were organized by CIFOR in 1995 and another the following year to analyse key research issues in the field of NTFP development. These workshops recognised that the process of NTFP commercialisation interacts with people’s welfare, forest management, tenure and control of resources, and forest structure and function (through ecological processes). Earlier review and analysis had generated a number of hypotheses, theories and conclusions related to the effects of commercialisation. Forest and resource tenure are likely to both affect the way a resource is managed and utilised, and be affected by changes in value due to commercialisation. Many authors have suggested that NTFP harvesting will be less damaging to biodiversity and other environmental values than management for timber. Others suggest that market pressures are likely to lead to the decline and eventual disappearance of valuable products and to severe impacts on the ecosystem. While there is a growing understanding (and acceptance) of the economic importance of forest products, especially for the poor, the potential impact of NTFP commercialisation needs to be better understood. A recommendation from the workshops was to undertake a thorough overview of the available literature to synthesise the key lessons about these areas of interaction. Such a review would critically examine the available information and analyses and identify key research areas needing further attention.
