Les capacités de production permettent d'appréhender quantitativement l'offre qui, par ailleurs, est décrite formellement par la fonction de production. Apres une analyse sémantique du concept de capacité, nous explicitons le lien existant entre les capacités et les fonctions de production, aux niveaux micro et macroéconomique. Cette première partie s'achève sur un survey des méthodes de mesure des capacités. Dans la représentation traditionnelle de la production, l'évolution quantitative des facteurs de production détermine la dynamique de l'offre. Nous proposons dans la deuxième partie de considérer les degrés d'utilisation du capital et du travail comme des facteurs de production à part entière, pour deux raisons. D'une part, ils permettent une prise en compte partielle du "facteur organisationnel" dans la fonction de production. D'autre part, ils varient en fonction de la demande et des prix relatifs et contribuent ainsi à ajuster l'offre à son niveau désiré. La troisième partie propose un modèle dynamique de production à quatre facteurs : le capital, le travail et leurs degrés d'utilisation. Les deux degrés sont mesurés par la durée du travail et la durée d'utilisation des équipements. Une maximisation intertemporelle du profit avec couts d'ajustement permet d'obtenir quatre fonctions de demande de facteurs avec effets croisés. Ces effets croisés caractérisent un processus d'ajustement complexe, dans lequel la dynamique de chaque facteur ne dépend pas uniquement du désajustement de ce facteur à son niveau désiré, mais aussi des désajustements sur les autres facteurs. L'estimation des quatre fonctions de demande de facteurs à l'aide de plusieurs méthodes économétriques sur l'industrie française conduit à déterminer les effets de long terme, les délais moyens d'ajustement et les effets croisés.
