Download or read book State Looteries written by Kasey Henricks and published by Routledge. This book was released on 2016-08-12 with total page 198 pages. Available in PDF, EPUB and Kindle. Book excerpt: Fifty years ago, familiar images of the lottery would have been strange, as no state lottery existed then. Few researchers have uncovered the obscure role lotteries play in the changing composition of American taxation. Even less is known about what role race plays in this process. More than simply taxing those on the social margins, the emergence of state lotteries in contemporary American history represents something much more fundamental about state fiscal policy. This book not only uncovers the underlying racial factors that contextualize lottery proliferation in the U.S., but also reveals the racial consequences that lotteries have in terms of redistributing tax liability.

Book Synopsis Tapping State Government Information Sources by : Lori L. Smith
Download or read book Tapping State Government Information Sources written by Lori L. Smith and published by Bloomsbury Publishing USA. This book was released on 2003-11-30 with total page 492 pages. Available in PDF, EPUB and Kindle. Book excerpt: Each state government produces large varieties and quantities of useful information that are largely unknown outside their state of origin. This book leads the public to the most useful information sources produced by each state, as well as to depository libraries that will facilitate more effective research. For each of the 50 states, important publications are detailed, along with information on how to obtain them. The publications' topics range from crime statistics to vital statistics, business statistics, health information, statistical abstracts, education directories, state budgets, economic indicators, state laws and legal information, and more. Tapping State Government Information Sources has a broader focus than previously published books in this subject area, most of which have focused solely on depository laws, useful state publications, or indexes to state publications. This book covers all three. The first chapter describes print and electronic sources that provide information about all 50 states. Each state's resources are then described in individual chapters. When possible, information about how to order a copy of the source is given, as are Web addresses for titles that are available online. At the beginning of each state chapter, the state's legal definition of public document or its equivalent is given, which may be of interest to librarians in states that are reexamining their own depository laws.

Book Synopsis TennCare, One State's Experiment with Medicaid Expansion by : Christina Juris Bennett
Download or read book TennCare, One State's Experiment with Medicaid Expansion written by Christina Juris Bennett and published by Vanderbilt University Press. This book was released on 2014-09-29 with total page 308 pages. Available in PDF, EPUB and Kindle. Book excerpt: A history of the struggle among competing stakeholders in one of the oldest and most controversial experiments in US health care policy, a precursor to Obamacare. In 1993, Tennessee launched a reform initiative designed to simultaneously expand the proportion of residents with health insurance and curtail cost increases. It was guided by principles that nearly match those that guided the creation of the Affordable Care Act, also known as Obamacare. Like the ACA, TennCare used corporations, rather than a single government payer, to implement the plan, and it relied on a mix of managed care, market competition, and government regulation. While many states cut back on their Medicaid enrollments from 1993 to 2001, TennCare grew from 750,000 to 1.47 million enrollees. The state was less successful in controlling costs, however. Each major stakeholder group (the state, the managed care organizations, the providers, and the enrollees and their advocates) pushed back against parts of the state's strategy that adversely affected their interests, and they eventually dismantled the mechanisms of cost constraint. The author lays out the four stakeholder perspectives for each period in the history of TennCare and provides a link to difficult-to-access primary documents.

Why buy a book you can download for free? We print the paperback book so you don't have to. First you gotta find a good clean (legible) copy and make sure it's the latest version (not always easy). Some documents found on the web are missing some pages or the image quality is so poor, they are difficult to read. If you find a good copy, you could print it using a network printer you share with 100 other people (typically its either out of paper or toner). If it's just a 10-page document, no problem, but if it's 250-pages, you will need to punch 3 holes in all those pages and put it in a 3-ring binder. Takes at least an hour. It's much more cost-effective to just order the bound paperback from Amazon.com This book includes original commentary which is copyright material. Note that government documents are in the public domain. We print these paperbacks as a service so you don't have to. The books are compact, tightly-bound paperback, full-size (8 1/2 by 11 inches), with large text and glossy covers. 4th Watch Publishing Co. is a HUBZONE SDVOSB. https: //usgovpub.com
Book Synopsis State and Local Pensions by : Alicia H. Munnell
Download or read book State and Local Pensions written by Alicia H. Munnell and published by Rowman & Littlefield. This book was released on 2012-08-27 with total page 266 pages. Available in PDF, EPUB and Kindle. Book excerpt: In the wake of the financial crisis and Great Recession, the health of state and local pension plans has emerged as a front burner policy issue. Elected officials, academic experts, and the media alike have pointed to funding shortfalls with alarm, expressing concern that pension promises are unsustainable or will squeeze out other pressing government priorities. A few local governments have even filed for bankruptcy, with pensions cited as a major cause. Alicia H. Munnell draws on both her practical experience and her research to provide a broad perspective on the challenge of state and local pensions. She shows that the story is big and complicated and cannot be viewed through a narrow prism such as accounting methods or the role of unions. By examining the diversity of the public plan universe, Munnell debunks the notion that all plans are in trouble. In fact, she finds that while a few plans are basket cases, many are functioning reasonably well. Munnell's analysis concludes that the plans in serious trouble need a major overhaul. But even the relatively healthy plans face three challenges ahead: an excessive concentration of plan assets in equities; the risk that steep benefit cuts for new hires will harm workforce quality; and the constraints plans face in adjusting future benefits for current employees. Here, Munnell proposes solutions that preserve the main strengths of state and local pensions while promoting needed reforms.
