Book excerpt: In 1992 the National Oceanic and Atmospheric Administration (NOAA) convened a panel of prominent social scientists to assess the reliability of natural resource damage estimates derived from contingent valuation (CV). The product of the panel's deliberations was a report that laid out a set of recommended guidelines for CV survey design, administration, and data analysis. This paper focuses on one of these guidelines -- the Panel's call for the "temporal averaging" of willingness-to-pay (WTP) responses obtained from CV surveys as one method for increasing their reliability. The panel suggested: "Time dependent measurement noise should be reduced by averaging across independently drawn samples taken at different points in time. A clear and substantial time trend in the responses would cast doubt on the 'reliability' of the finding." The purpose of this paper is to examine the temporal reliability of CV estimates. Our findings, using a CV instrument designed to measure willingness-to-pay for a program to protect Prince William Sound, Alaska from future oil spills, like the Exxon Valdez spill, exhibited no significant sensitivity to the timing of the interviews. For two samples involving independent interviews taken over two years apart, the distribution of respondents' choices "for" and "against" the protection program did not differ.

Book excerpt: Abstract: This dissertation aims to provide answers to some of issues in dichotomous choice contingent valuation: the temporal structure of willingness to pay, practical guideline for survey design and generalized estimation method. The first essay proposes the temporal willingness to pay (TWTP) as an alternative definition of the present value of willingness to pay. In the survey of contingent valuation, a respondent compares TWTP with the present value of randomly assigned cost. TWTP enables the test for consistency of respondent's valuation with respect to payment schemes. Using a sequential test, the insensitivity of TWTP is tested on the data of oyster reef restoration programs in the Chesapeake Bay. The test result shows that TWTP is insensitive to the offered payment schedule or on the length of the stream of benefits of the project, which implies consistent willingness to pay for the environmental project. However, discount rates estimated from the data vary significantly across project lengths and time span between offered payment schedules. The second essay suggests a practical alternative design named a uniform design, to existing optimal or robust bid designs in contingent valuation. The uniform design draws cost assigned to respondent from a predetermined uniform distribution. Analytics and simulations show that the uniform design has lower bound of efficiency at 84 percent of D-optimum. Simulations demonstrate that the uniform design outperforms optimal designs when initial information is poor and outperforms robust designs when true values of parameters are known. The third essay challenges the theoretical and technical background of the simple logit model. Standard logit model in contingent valuation assumes i.i.d error distribution between initial and proposed states. Relaxing the restrictive assumption in the simple logit model requires a generalized estimation technique that utilizes a Gumbel mixed model. Estimation results show that correlation between two states is usually minimal, but homoskedastic errors are rejected in many cases. Heteroskedasticity or correlation provides willingness to pay estimate different from estimate of the simple logit, thus different policy implication in benefit-cost analysis.

Using conventional economic methodology, environmental aspects have been explicitly incorporated into economic models making use of the concept of externality. This concept was already familiar to economists long before evidence of severe environmental deterioration found its way into the headlines and peo ple's awareness. But before that time, external effects were not considered as being empirically very relevant, they seemed to be -like the example of the bees and the fruit trees - somewhat bucolic in nature. All that changed dramatically when it was no longer possible (or easy) to ignore the large-scale environmental disruption with its negative feedback on consumers and producers caused by growing pollution and excessive use of environmental resources. In diagnosing the discrepancy between private and social cost as the cause of the problem, the externality paradigm proved very useful. The correct diagnosis implies the straightforward cure to internalise all external cost, namely the damage cost of pollution. But it is one thing to identify the qualitative nature of the problem at an abstract conceptual level and quite another thing to place specific money values on pollution damage and society's valuation of the environment, respectively, in the context of specific pollution (control) problems. Very often it is controversial not only how inefficient the no-policy situation is but also what exactly the net benefit of any public action of reducing pollution is.
