Book excerpt: Riding the rough and sometimes bloody peaks and canyons of border politics, Santos Benavides’s rise to prominence was largely the result of the careful mentoring of his well-known uncle, Basilio Benavides, who served several terms as alcalde of Laredo, Texas, and Chief Justice of Webb County. When the Civil War erupted in 1861, Basilio was one of only two Tejanos in the state legislature. During Santos’s lifetime, five flags flew over the small community he called home—that of the Republic of Mexico, the ill-fated Republic of the Rio Grande, the Republic of Texas, an expansionist United States, and in March 1861, the rebellious Confederate States of America. It was under the Confederacy in the disputed Texas-Mexico borderlands that Santos Benavides reached the pinnacle of his military career as the highest-ranking Tejano in the entire Confederate army. In the decades that followed the Civil War, he became an esteemed political leader, highly respected on both sides of the border. This is the first scholarly study of this important historical figure. At the pinnacle of his political career in 1879, Benavides held the distinction of being the only Tejano in the Texas legislature. Through strife, sweat, blood, and heroism in defense of the border, Benavides rose to economic and political heights few could dream of. As a friend and confidant of two Mexican presidents, he was one of the single most influential individuals in the nineteenth-century history of the border. Bravo and Zapata County, J. Gilberto Quezada delineates Bravo’s political career in the Democratic Party and examines his role in some of the important issues of his day, especially Falcon Dam. During Bravo’s years in office, he worked and corresponded with many Texas and national politicians, including James Allred, Lloyd Bentsen, Kika de la Garza, Ralph Yarborough, and, most prominently, Lyndon Johnson. The association between Bravo and Johnson began with the special Senate election of 1941 and is reflected in the more than fifty letters between the two in Bravo's personal papers. In Johnson's 1948 Senate runoff against Coke Stevenson, voting irregularities were alleged in Zapata County when the election returns from Precinct No. 3 were reported missing. Quezada analyzes the Bravo papers for any evidence that Bravo and Johnson had arranged the disappearance and offers possible alternative explanations. From the 1930s to the 1950s Zapata County was one of six South Texas counties where the Tejano majority dominated local politics and held most public offices. Bravo became known as one of the "Mexican bosses" of South Texas, but Quezada draws a more nuanced picture of bossism than has been presented previously, analyzing the role of influential leading families but looking as well at the degree of economic integration into the state and nation as factors in how bossism developed. Having received land grants from Spanish Royalty on both sides of the Rio Grande River in the 18th Century, these families were some of the earliest pioneers and settlers of South Texas before the American Revolution ever happened. Many of the descendants of these families have resided in deep South Texas for over 140 years and remain there to this very day!Although the subject matter of this book is primarily genealogical in nature, it also offers an introductory glimpse into the history of South Texas and how its Tejano residents lived through and adapted to the challenges and changes that have occurred in this part of Texas over time.
