Book excerpt: The innovation capacity-building can contribute to improve the integration of developing countries in the world economy. The economic development has been a much discussed subject of the period after the Second World War until the 1990s. After the implementation of a global regulation system for trade and capital flows in the 1990s, the development economics has almost disappeared in favor of different theories on globalization, on finance and on international trade. The purpose of this book is to show that the innovation capacity building in developing countries is necessary to improve their weight in the world economy and to facilitate their economic ties with northern countries. However, there are important difficulties due to the lack of proactive economic policies. Our aim is to contribute to the revival of the development economics. The issue of improving the well-being of the world population as a whole is highly topical. However, studies neglect the need to give economic, financial, technological and political resources to developing countries to promote their own development. One of the most important means is to strengthen their innovation capabilities that allow them to better integrate into the world economy.

Book excerpt: Dramatic developments in understanding the fundamental underpinnings of life have provided exciting opportunities to make marine bioproducts an important part of the U.S. economy. Several marine based pharmaceuticals are under active commercial development, ecosystem health is high on the public's list of concerns, and aquaculture is providing an ever greater proportion of the seafood on our tables. Nevertheless, marine biotechnology has not yet caught the public's, or investor's, attention. Two workshops, held in October 1999 and November 2001 at the National Academies, were successful in highlighting new developments and opportunities in environmental and biomedical applications of marine biotechnology, and also in identifying factors that are impeding commercial exploitation of these products. This report includes a synthesis of the 2001 sessions addressing drug discovery and development, applications of genomics and proteomics to marine biotechnology, biomaterials and bioengineering, and public policy and essays contributed by the workshop speakers.

Available in PDF, EPUB and Kindle. Book excerpt: This essential guide vital new changes by the European Commission to the law governing the enforceability of intellectual property licences in Europe. Agreements which contain the grant of a licence by one party to another of intellectual property rights are subject to European competition (anti-trust) laws. In particular, many agreements containing licences of patent rights and rights in confidential information and technical know-how are caught by Article 81(1) of the EC Treaty, which prohibits agreements between undertakings which prevent, restrict or distort competition in the Common Market. However, because licences of intellectual property rights usually facilitate the transfer of technology from one undertaking to another, and the licensor and licensee will often operate at different levels of the market, many licences of intellectual property rights may benefit from an automatic exemption under Article 81(3) of the EC Treaty. On 1 May 2004, this exemption is being radically overhauled, as part of the European Commission’s drive to modernise European competition law. This book examines the changes in that legislation. The legislation is completely new and there is therefore no existing book on the market The change in the law will require an entirely new approach to the drafting of IP licences The change in the law will require existing IP licences to be re-examined and possibly re-negotiated

It examines, among other elements, the technology licensing agreements and related IP used in connection with COVID-19 vaccine development, manufacture and distribution. The study includes recommendations regarding better practices with respect to technology licensing to address future public health emergencies.
