This volume provides a more in-depth understanding of how the international transfer of technologies is organized and, in particular, challenges the core-periphery model that is still dominant in the extant literature. By looking beyond national systems of innovation, and statistics on foreign trade, patent registration and foreign direct investment, the book sheds more light on the variety of actors involved in the transfer process (including engineers, entrepreneurs, governments, public bodies, firms, etc.) and on how they make use of a broad set of national and international institutions facilitating technology transfer. In many countries, the traditional sources of socioeconomic development, such as low labor costs, availability of inexpensive raw materials, and favorable geographic location are waning. These economies are searching for new sources of competitive advantage that will allow for maintaining growth, among other things by boosting participation in international trade. The book explores non-traditional drivers of competitiveness in both theory and practice. First, chapters 1 through 4 present theoretical and methodological aspects of the relationships among international trade, human capital and innovation. Here the authors address the controversy associated with the concept of competitiveness itself and its measurement, while paying special attention to the political development of comparative advantages related to international trade. The second part of the monograph, chapters 5 through 8, is of empirical nature. This section contains case studies of selected countries that represent models of various national innovation systems. Finally, the theoretical and practical aspects are integrated, allowing policymakers and financial and business leaders to consider how their decisions can influence their countries’ competitive positions through their investments in innovation and human capital.

Though other countries have caught up with and surpassed the United States in many industries, Romesh Diwan and Chandana Chakraborty argue that America can recapture its dominant role by moving forcefully into high-technology industries. In this work, they examine competitiveness in a range of high-technology enterprises, analyzing the industries as an aggregate as well as through three specific examples: semi-conductors, telecommunications, and computers. The authors provide a complete understanding of the technical changes and developments that are taking place in U.S. high technology, and offer guidance to policy makers in promoting competitive strength. Their work defines and quantifies the high-tech industrial sector of the U.S, economy, and analyzes the productivity of this sector by utilizing a translog cost function, which provides information about the structure of the input-output relations in a particular industry. Using these functions, Diwan and Chakraborty answer quantitatively a number of questions relating to the growth of various inputs, productivities, and outputs, which lead to conclusions regarding the structure of production, costs, and capacity in U.S. industry. Their conclusions--that technical change is biased in the main in favor of capital and material, and that capital and skilled labor are complements--are consistent with new ideas and theories in the field. This work will be a valuable reference source for professional economists and policy experts, as well as for scholars and students in international trade, finance, and development.
