This report argues that achieving The Paris Agreement’s objectives would require a massive transfer of existing and commercially proven low-carbon technologies (LCT) from high-income to developing countries where the bulk of future emissions is expected to occur. This mass deployment is not only a necessity but also an opportunity: Policies to deploy LCT can help countries achieve economic and other development objectives, like improving human health, in addition to reducing greenhouse gases (GHGs). Additionally, LCT deployment offers an opportunity for countries with sufficient capabilities to benefit from participation in global value chains and produce and export LCTs. Finally, the report calls for a greater international involvement in supporting the poorest countries, which have the least access to LCT and finance and the most underdeveloped physical, technological, and institutional capabilities that are essential to benefit from technology.

Book excerpt: While economic theory considers technological progress to be a key factor for sustained long-term economic growth and job creation, technology absorption is particularly an important driver for 'catch-up growth.' This study seeks to identify channels of technology transfer and absorption for Southern African enterprises, constraints to greater technology absorption, and discuss policy options open to governments and the private sector in light of relevant international experience. It has been done based on sector and enterprise case studies carried in four countries: South Africa, Mauritius, Lesotho and Namibia. This study uses a combination of econometric and in depth case study analyses to investigate the presence of specific channels of absorption and the various constraints that the firms face to effectively absorb this technology. There is evidence of learning by exporting, and spillovers from FDI underscoring the importance of trade and FDI as important channels of absorption. The study finds that four countries while open to trade and FDI face a number of constraints that inhibit them from maximizing the economic benefits from technology absorption. These constraints include a major skills mismatch, insufficient research and development and ineffective industry-research linkages. While outlining broad policy directions in four areas namely increasing skills supply, fostering learning through trade, increasing domestic spillovers from FDI and incentivizing greater firm level research and development, it lays out some priority areas for each of the four countries. We hope that the issues discussed and the dialogue initiated during the course of this study would lend itself to policy design to foster technology absorption with a view to higher growth and job creation in this highly globalized world.

Book excerpt: South Africa is the dominant force in an area that is of increasing strategic importance to the West, yet few studies address the geopolitical pressures that dictate the course of events there. Analyzing South Africa’s base of power, the authors argue that because South Africa’s relationships with other states in Southern Africa are asymmetrical in nature, the country has substantial economic and political leverage in the region. Control of Southern Africa’s transport infrastructure and the ability to project a conventional or surrogate military presence throughout the region, for example, gives South Africa the power to affect the economic and political stability of virtually all regional states. Asymmetry also characterizes relationships at the global level. Because the West depends upon South Africa for access to the region’s strategic minerals, for the security of the Cape oil route, and for the country’s ability to counterbalance the Soviet presence in Southern Africa, South Africa exercises considerable influence over the African foreign policies of the superpowers. Focusing on the major geopolitical variables affecting South Africa’s ability to sustain power, the authors analyze the economic and geographic factors that contribute to asymmetrical relationships and examine the pluralism that divides South African society. Pretoria’s successful foreign policy, which has created a security corridor of new buffer states, is given particular emphasis. In addition, the authors provide a detailed analysis of South Africa’s minerals-based economy and discuss the implications for regional stability of economic sanctions against South Africa. Finally, they outline a policy framework that takes regional economic, political, and geographic realities into account.

In this book, Clapperton Mavhunga views technology in Africa from an African perspective. Technology in his account is not something always brought in from outside, but is also something that ordinary people understand, make, and practice through their everyday innovations or creativities—including things that few would even consider technological. Technology does not always originate in the laboratory in a Western-style building but also in the society in the forest, in the crop field, and in other places where knowledge is made and turned into practical outcomes. African creativities are found in African mobilities. Mavhunga shows the movement of people as not merely conveyances across space but transient workspaces. Taking indigenous hunting in Zimbabwe as one example, he explores African philosophies of mobilities as spiritually guided and of the forest as a sacred space. Viewing the hunt as guided mobility, Mavhunga considers interesting questions of what constitutes technology under regimes of spirituality. He describes how African hunters extended their knowledge traditions to domesticate the gun, how European colonizers, with no remedy of their own, turned to indigenous hunters for help in combating the deadly tsetse fly, and examines how wildlife conservation regimes have criminalized African hunting rather than enlisting hunters (and their knowledge) as allies in wildlife sustainability. The hunt, Mavhunga writes, is one of many criminalized knowledges and practices to which African people turn in times of economic or political crisis. He argues that these practices need to be decriminalized and examined as technologies of everyday innovation with a view toward constructive engagement, innovating with Africans rather than for them.
