A continuous-time model is estimated on several European countries, Japan, and the United States. Policy simulations illustrate the benefits for EU growth of the deepening of the single market, the reduction of regulatory barriers, and the accumulation of technology and human capital. Our results support the basic insights of the Lisbon Agenda. Economic growth in Europe is enhanced to the extent that: trade in services increases, technology accumulation and diffusion increase, regulation becomes both less intensive and more uniform across countries, and human capital accumulation increases in all countries.

It concludes that there is increasing evidence that services liberalization is an important source of potential welfare gains, but relatively little research has been done that can inform the design of international cooperation-both trade agreements and development assistance-so as to more effectively promote development objectives.

The Committee sets out a number of recommendations to further push forward the priorities of growth and jobs, including: that the Commission should seek to complete the progress towards an internal market; that Member States should influence one another in the development of good practice through statistical comparison of their economic progress, and agree on quantifiable targets; that the format of the National Action Plans should include not only the successes, but where countries are underperforming; that the Agenda be given a higher public profile.
