Book excerpt: More than 150 countries are now Party to the United Nations Framework Convention on Climate Change (FCCC), which seeks to stabilize atmospheric concentrations of greenhouse gases at a level that would prevent dangerous human interference with the global climate system. Climate change country studies are a significant step for developing countries and countries with economies in transition to meet their national reporting commitments to the FCCC. These studies also provide the basis for preparation of National Climate Change Action Plans and implementation of technologies and practices which reduce greenhouse gas emissions or enhance carbon sinks. The broad goals of the workshop were to: (1) present results of country study mitigation assessments, (2) identify promising no-regrets greenhouse gas mitigation options in land-use and energy sectors, (3) share information on development of mitigation technologies and measures which contribute to improved National Climate Change Actions Plans, and (4) begin the process of synthesizing mitigation assessments for use by FCCC subsidiary bodies. The 59 papers are arranged into the following topical sections: (1) national mitigation assessments, technology priorities, and measures; (2) sector-specific mitigation assessment results, subdivided further into: energy sector; non-energy sector; renewable energy; energy efficiency in industry and buildings; transportation; electricity supply; forestry; and methane mitigation; (3) support for mitigation technologies and measures; and (4) activities implemented jointly. But just developing new technologies is not enough. Our ability to accelerate the market penetration of clean energy, enabling, and other climate-related technologies will have a determining impact on our ability to slow, stop, and reverse the growth in greenhouse gas (GHG) emissions. Title XVI, Subtitle A, of the Energy Policy Act of 2005 (EPAct 2005) directs the Administration to report on its strategy to promote the commercialization and deployment (C & D) of GHG intensity-reducing technologies and practices. The Act also requests the Administration to prepare an inventory of climate-friendly technologies suitable for deployment and to identify the barriers and commercial risks facing advanced technologies. Because these issues are related, they are integrated here within a single report that we, representing the Committee on Climate Change Science and Technology Integration (CCCSTI), are pleased to provide the President, the Congress, and the public. Over the past eight years, the Administration of President George W. Bush has pursued a series of policies and measures aimed at encouraging the development and deployment of advanced technologies to reduce GHG emissions. This report highlights these policies and measures, discusses the barriers to each, and integrates them within a larger body of other extant policy. Taken together, more than 300 policies and measures described in this document may be viewed in conjunction with the U.S. Climate Change Technology Program's (CCTP's) Strategic Plan, published in September 2006, which focuses primarily on the role of advanced technology and associated research and development (R & D) for mitigating GHG emissions. The CCTP, a multi-agency technology planning and coordination program, initiated by President Bush, and subsequently authorized in EPAct2005, is responsible for preparing this report on behalf CCCSTI. This report systematically examines the market readiness of key technologies important to meeting climate change mitigation goals. It assesses the barriers and business risks impeding their progress and greater market application. Importantly, by documenting the hundreds of Federal policies, programs, regulations, incentives, and other activities that are in effect and operating today to address these barriers, it provides a broad context for evaluating the adequacy of current policy and the potential need, if any, for additional measures that might be undertaken by government or industry. Finally, it draws conclusions about the current situation, identifies gaps and opportunities, and suggests analytical principles that should be applied to assess and formulate policies and measures to accelerate the commercialization and deployment of these technologies.

The modeling identifies the potential economic costs of climate inaction for the region, how the countries can most efficiently achieve GHG emission mitigation, and the consequences of mitigation, both in terms of benefits and costs. Drawing on the modeling results, the study analyzes climate-related policies and identifies how further action can be taken to ensure low-carbon growth.

With a coastline of 3,260 kilometers that includes major cities and production sites, Vietnam is highly exposed to sea-level rise. Climate change impacts on the Vietnamese economy and national welfare are already significant-about 3.2 percent of gross domestic product (GDP) in 2020-and they are expected to escalate rapidly even if greater efforts are made to mitigate future climate change around the world. Vietnam has historically had very low greenhouse gas (GHG) emissions, but over the past two decades, it has seen some of the fastest emissions growth rates in the world. From 2000 to 2015, as GDP per capita increased from USD 390 to USD 2,000, per capita emissions more than quadrupled. Vietnam's GHG emissions are associated with toxic air pollution in many of its cities today, with implications for health and labor productivity. At the UN Climate Change Conference in Glasgow in November 2021 (COP26), the Prime Minister made several commitments, including an ambitious target of reducing emissions to net zero by 2050. Vietnam's increased attention to climate change and the environment reflects the growing economic costs of resource depletion and climate impacts, which have already started to harm trade and investment- two key drivers of the nation's robust growth and job creation in recent decades. Vietnam now faces critical questions about how to respond to climate change: How intensively should it work to adapt to previous and predicted damages caused by climate change, given the uncertainty of global mitigation efforts? How much will it cost to reduce GHG emissions? How can the private sector be mobilized to help achieve Vietnam's climate goals? Are there trade-offs between adaptation and mitigation investments? Are there trade-offs between economic growth, poverty reduction, and climate action, and how can they be managed? Which sectors and regions should be prioritized? What are the distributional implications of a low-carbon, climate-resilient growth path? The Vietnam Country and Climate Development Report (CCDR) investigates these questions. One of the first in a series of country-level diagnostics produced by the World Bank Group (WBG) under its 2021-2025 Climate Change Action Plan, the CCDR examines the adaptation and mitigation challenges faced by Vietnam. It pays special attention to policy trade-offs and provides recommendations to help policy makers prioritize among a range of options, recognizing uncertainties about future climate change impacts and the availability of technology and financing.
