Book excerpt: A national accounts statistics mission provided remote technical assistance in national accounts to the National Bureau of Statistics of Moldova (NBS) during January 17–28, 2022. The NBS has received extensive technical assistance from the IMF in recent years and has made good progress in improving the national accounts compilation. The GDP estimates are compiled according to the System of National Accounts, 2008. Recent national accounts technical assistance missions have assisted the NBS in improving the quarterly estimates of GDP, implementing chain-linked volume measures, and implementing the Statistical Classification of Economic Activities in the European Community (NACE rev.2), among other areas. The mission assisted in improving the annual GDP estimates for 2014 to 2020, to take account of revised population data and other additional source data. Estimates of GDP in current prices by production and by expenditure categories were reviewed and improved. Estimates of GDP in volume terms (at prices of the previous year) were compiled by production and expenditure categories. Both sets of GDP estimates were balanced at current prices and in volume terms. The mission recommended that, to improve the consistency and accuracy of the GDP estimates, the NBS develop a system to compile supply and use tables on a regular basis.

Updated annual GDP statistics signal an improvement in data quality, which should enhance policymakers’ ability to formulate and operationalize evidence-based decisions. Significant improvements to Bhutan’s national accounts statistics can be achieved using a three-step process. The NSB should also keep in mind the need to incorporate methodological and conceptual/definitional revisions during the benchmarking and rebasing process.

With the support of the Finance Minister, the GBS also needs to implement a formal agreement with the Tax Department to share tax registration data, company income tax returns and sales tax returns.

BB has plans to set up a new data collection system to improve the current existing data starting from July 2020. The new data collection will expand the geographic coverage and the type of dwellings and mostly will increase the current sample resulting in more accurate results. The mission recommended the use of R instead of other software since it allows to perform all the necessary calculations in one script and single software. The mission provided training particularly on the hedonic methods, chain linking and rebasing. The hedonic methods are the most recommended to address the quality changes on the mix of dwellings transacted when following the price of real estate.

Book excerpt: This paper discusses the report on Botswana by technical assistance mission conducted in response to a request from Statistics Botswana (SB) to assist with updating the consumer price index (CPI) and to review progress with the development of the producer price index (PPI). SB has compiled a draft PPI for mining and quarrying and plan to disseminate these data in September 2019. Further work to expand PPI coverage has been slower than anticipated for a number of reasons, including: data from the 2017 census of economic activity are still not available; resources diverted to support updating the CPI; and issues with the collection of price data. Improvements were identified in the compilation of the mining PPI. The report highlights that whilst the staff clearly show the capability for developing price indexes, they are limited by the amount of resource available with which to develop and disseminate indexes. SB management should carefully review the staff and budgetary resources needed to continue a program of development for PPI and ongoing improvement of the CPI.

Book excerpt: This paper discusses results of a technical assistance report prepared to assist Statistics Botswana (SB) improve the quality of the national accounts statistics. SB is currently rebasing the annual national accounts with an expected release date of March 2020. SB is currently rebasing the national accounts to a base year of 2016. An economic census commenced in 2016 with the first phase being a business listing exercise which resulted in the identification of 14,452 establishments SB conducted a business listing exercise to provide the frame for the economic census which underpins the rebasing of the national accounts. SB and the mission developed a detailed workplan to demonstrate the magnitude of rebasing the national accounts. The workplan provided a more realistic (but still very tight) deadline for the completion of the exercise which was presented to management. SB and the mission reviewed the industry and product classifications that had been developed with assistance from the Africa Development Bank. It has been recommended that changes could still be made depending on the data available once compilation commences.
