Available in PDF, EPUB and Kindle. Book excerpt: The new Accountability Mechanism became effective on 24 May 2012 after a full-scale review of the 2003 version. The review resulted in clearer and closer collaboration between the functions of problem solving—handled by the Office of the Special Project Facilitator (OSPF)—and those of compliance review by the Office of the Compliance Review Panel (OCRP). This report marks the first joint Accountability Mechanism Annual Report of the OSPF and OCRP in the spirit of promoting synergy in the new Accountability Mechanism. It outlines complaint-related activities of the OSPF and OCRP in 2012 and touches on its outreach and the information-sharing initiatives of the new Accountability Mechanism. Background ADB's Accountability Mechanism allows persons affected by ADB-assisted projects to submit complaints about harm resulting from those projects. It is guided by the principles of: responsiveness to project-affected persons’ concerns; fairness to all stakeholders; independence and transparency; cost effectiveness and efficiency; and complementing other ADB systems (including supervision, audit, and quality control).

Book excerpt: This report summarizes the progress of the Southeast Asia Department (SERD) of the Asian Development Bank (ADB) in mainstreaming knowledge in its development support to countries supported by the department in 2010-2011. It outlines the guiding principles of a knowledge management framework in the context of the ADB operations cycle, and summarizes selected knowledge products generated, disseminated, and used in SERD lending and nonlending operations at different stages of the cycle. The report concludes with lessons and recommendations on the further strengthening of the "knowledge first, finance follows" principle to more effectively meet the increasing demands by each client country for knowledge as an integral part of ADB development assistance to the region.

It assesses key sector development needs by analyzing the strengths, constraints and weaknesses, various risks, and potential threats, as well as the opportunities, including further evolving the development partnership with the Asian Development Bank (ADB). This sector assessment, strategy, and road map also provides lessons learned from other countries in the Greater Mekong Subregion, identifying the specific elements that can help Myanmar in its transition from a centrally planned economy to a more market-based system. Hence, ADB's reengagement activities will be focused on developing a conducive environment for the sector's growth.

Despite the challenges ahead, there are bright spots in this story and lessons aplenty not only for tiger specialists but large carnivore specialists, conservation biologists, wildlife managers, natural resource policymakers, and most importantly the caring public. - Examines the past twenty years of research from the world's leading tiger experts on biology, politics, and conservation - Describes latest methods used to disseminate and obtain information needed for conservation and care of this species - Includes coverage on genetics and ecology, policy, poaching and trade, captive breeding and farming, and the status of Asia's last wild tigers - Excellent resource for grad courses in conservation biology, wildlife management, and veterinary programs - New volume continues the classic Noyes Series in Animal Behavior, Ecology, Conservation and Management

Book excerpt: This book presents a comprehensive analysis of the status and progress of China-ASEAN green development and examines the common development issues in China and ASEAN Member States (AMSs). It also explores development trends within the framework of global and regional environmental governance and discusses the approaches towards green development in China and AMSs, offering its own definition of green development and using a “pressure-state-response” (PSR) model to build a framework for assessing green development. The book includes typical policy measures and numerous practices for green development in China and AMSs in the form of tables, figures and boxes. Based on detailed analysis, it argues that the global 2030 Agenda for Sustainable Development brings significant opportunities to China and AMSs, that the ongoing pragmatic cooperation should be further advanced, and that a connection between the Belt and Road Initiative and green ASEAN Community should be established to achieve regional sustainable development. As such it furthers readers’ understanding of environment and development and practical policy advice for promoting China-ASEAN cooperation on environment and green development. Intended for decision makers from the government, business sector, and civil societies who are working to boost green development and China-ASEAN cooperation, it is also a valuable resource for government officials, researchers and non-experts interested in creating a balanced relationship between the environment and development.

Book excerpt: The East–West Economic Corridor (EWEC) was launched in 1998 as a flagship initiative of the Greater Mekong Subregion. EWEC has since achieved many of its infrastructure targets and must now be transformed from a transport corridor into an economic corridor. This report reviews and updates the Pre-Investment Study for EWEC conducted in 2001. It consolidates the interests and concerns of stakeholders into a revised and updated strategy and action plan to provide a vision and framework, improve coordination, and assist in mobilizing resources for EWEC development. Preparation of this revised and updated strategy and action plan for EWEC involved a series of consultations with government officials of EWEC countries and representatives of the private sector, nongovernment organizations, and development partners. These consultations culminated in a regional workshop held on 24 April 2009 in Khon Kaen, Thailand. The revised and updated strategy and action plan for EWEC was endorsed at the 15th GMS Ministerial Conference held in Cha-am, Petchburi Province, Thailand on 17–19 June 2009.

Available in PDF, EPUB and Kindle. Book excerpt: There is a considerable gap between the science of conservation biology and the design and execution of biodiversity conservation projects in the field. Science is often failing to inform the practice of conservation, which remains largely experience-based. The main reason is the poor accessibility of evidence on the effectiveness of different interventions. This is the basis for this book adopting an 'evidence-based approach', modelled on the systematic reviews used in health sciences and now being applied to many policy arenas. Evidence-based Conservation brings together a series of case studies, written by field practitioners, that provides the evidence-base for evaluating how effective conservation and poverty alleviation strategies can be better implemented. A series of systematic reviews uses experiences and data from fifteen integrated conservation and development projects conducted in the Lower Mekong region, specifically in Vietnam, Laos and Cambodia. They provide wide-ranging overviews of the effectiveness of protected areas and how innovative tools and methods for monitoring and evaluation can be utilised for more effective outcomes. Results are in the form of management and policy recommendations, based on the quality of evidence and the cost-utility of the intervention. By bridging the gap between field practice and conservation, the analysis should lead to more effective integrated conservation and development interventions. The book represents one of the first attempts to apply the evidence-based approach to conservation and development.
