Book excerpt: Battles of the New Republic: A Contemporary History of Nepal is a story of Nepal's transformation from war to peace, monarchy to republic, a Hindu kingdom to a secular state, and a unitary to a potentially federal state. Part-reportage, part-history, part-analysis, part-memoir, and part-biography of the key characters, the book breaks new ground in political writing from the region. With access to the most powerful leaders in the country as well as diplomats, it gives an unprecedented glimpse into Kathmandu's high politics. But this is coupled with ground-level reportage on the lives of ordinary citizens of the hills and the plains, striving for a democratic, just and equitable society. It tracks the hard grind of political negotiations at the heart of the instability in Nepal. It traces the rise of a popular rebellion, its integration into the mainstream, and its steady decline. It investigates Nepal's status as a partly-sovereign country, and reveals India's overwhelming role. It examines the angst of having to prove one's loyalties to one's own country, and exposes the Hindu hill upper-caste dominated power structures. Battles of the New Republic is a story of the deepening of democracy, of the death of a dream, and of that fundamental political dilemma - who exercises power, to what end, and for whose benefit.

Available in PDF, EPUB and Kindle. Book excerpt: State capacity is often equated with coercion. However, history has shown that it is extremely difficult for states with weak capacity to ensure compliance with their laws. In Capacity beyond Coercion, Susan L. Ostermann examines the largely unexplored capacities that allow coercively weak states to promote law-following behavior. Utilizing extensive data collected in adjacent districts in India and Nepal, she demonstrates how coercively weak states can significantly increase compliance by behaving pragmatically and designing implementation strategies around known barriers to compliance. In particular, she examines variation in compliance with conservation, education, and child labor regulations, investigating the mechanisms by which the Indian and Nepali states have, despite limited enforcement capacity, secured compliance with regulations that run counter to customary norms and to the self-interest of target populations. She argues that one such barrier is imperfect legal knowledge and shows how states that have engaged in what she terms "regulatory pragmatism" may circumvent this compliance barrier. They do so by designing implementation strategies for on-the-ground realities. Exploring two such efforts--delegated enforcement and information dissemination through local leaders, Ostermann demonstrates that states that suffer from limited coercive capacity but behave pragmatically can still bring about large-scale compliance. Given that many states have weak enforcement capacity, the findings in Capacity beyond Coercion point a way forward for more effective and responsive governance throughout the developing world.

Book excerpt: On the night of 10-11 May 1996, eight climbers perished in what remains the worst disaster in Everest's history. Following the tragedy, numerous accounts were published, with Jon Krakauer's Into Thin Air becoming an international bestseller. But has the whole story been told? A Day to Die For reveals the full, startling facts that led to the tragedy. Graham Ratcliffe, the first British climber to reach the summit of Mount Everest twice, was a first-hand witness, having spent the night on Everest's South Col at 26,000 ft, sheltering from the deadly storm. For years, he has shouldered a burden of guilt, feeling that he and his teammates could have saved lives that fateful night. His quest for answers has led to discoveries so important to an understanding of the disaster that he now questions why these facts were not made public sooner. History is dotted with high-profile disasters that both horrify and capture the attention of the public, but very rarely is our view of them revised to such devastating effect.

Available in PDF, EPUB and Kindle. Book excerpt: A gripping account of the environmental crusade to save the world's most endangered species and landscapes—the last best hope for preserving our natural home Scientists worldwide are warning of the looming extinction of thousands of species, from tigers and polar bears to rare flowers, birds, and insects. If the destruction continues, a third of all plants and animals could disappear by 2050—and with them earth's life-support ecosystems that provide our food, water, medicine, and natural defenses against climate change. Now Caroline Fraser offers the first definitive account of a visionary campaign to confront this crisis: rewilding. Breathtaking in scope and ambition, rewilding aims to save species by restoring habitats, reviving migration corridors, and brokering peace between people and predators. Traveling with wildlife biologists and conservationists, Fraser reports on the vast projects that are turning Europe's former Iron Curtain into a greenbelt, creating trans-frontier Peace Parks to renew elephant routes throughout Africa, and linking protected areas from the Yukon to Mexico and beyond. An inspiring story of scientific discovery and grassroots action, Rewilding the World offers hope for a richer, wilder future.
