David Jacobs asks, why are national support instruments for electricity from renewable energy sources converging, even though the harmonisation of these frameworks at the European level has failed? Which causal mechanisms lead to cross-national policy similarities? And what are the implications for policy coordination in the EU? The author traces the evolution of feed-in tariffs - the most successful and most widely used support mechanism for renewable electricity - in Germany, Spain and France. He reveals increasing cross-national policy similarities in feed-in tariff design - despite the failure of harmonizing instruments at the European level. He explains these increasing policy similarities by applying policy convergence theory. Policy convergence can occur voluntarily, based on transnational communication, regulatory competition and technological innovations and these findings have important implications for European policy steering. The key to this book is the interrelation of an innovative theoretical concept (coordination of policies in the international arena via voluntary cooperation) with a very topical empirical research focus - the promotion of renewable energies in the EU. It will be essential reading for scholars and students of environmental policy, comparative politics and European studies.

The metrification of water uses and their monetary value is a first important step in understanding how reallocation of water among users could help mitigating many of current water problems in Spain. However, water reallocation among users or from users to nature is far from simple. Initiatives portrayed as the solution to the water governance ‘jigsaw’ – e.g. water trade, improved water use efficiency, users collective action, public participation – are not free of difficulties and shortcomings. The book explores the growing need for maintaining Spain’s natural capital and the human component of water governance – people’s needs, wishes, (vested) interests, aspirations – that often determine the result of decisions and, sometimes, lead water management to a deadlock. Proper measurement is integral in designing effective polices to counter fuel poverty. This consultation looks at changing the approach to measurement (currently based on whether a household would need to spend more than 10% of its income on energy to keep warm). Section 1 sets out the background to the Hills Review and summarises its main findings. Section 2 focuses on the proposal for a new definition (the Low Income High Costs indicator) and also covers the recommended changes to the methodology used to calculate the fuel poverty statistics. The proposed changes raises questions about how a new definition fits with t he current target, which is set out in the Warm Homes and Energy Conservation Act 2000. Section 3 of this paper considers whether the definition and target should be aligned and how to achieve that. Finally, section 4 considers next steps. The Government intends to publish a refreshed fuel poverty strategy early in 2013 incorporating the new definition.
